Recognizing that, in order to successfully compete in a diverse market

economy, students must have access to a bilingual and bicultural

education, HISD will phase-in a consistent world-class Dual Language

bilingual program that graduates students who are fully biliterate in

English and Spanish.

Para competir en un mercado económico diverso, HISD reconoce que

los estudiantes deben de tener acceso a la mejor educación bilingüe y

bicultural. Por lo tanto, el distrito implementa el programa de lenguaje

dual que tiene como meta graduar estudiantes bilingües.

TWO-WAY DUAL LANGUAGE PROGRAM / PROGRAMA DE

LENGUAJE DUAL DE DOS VIAS

• Additive program (students learn to read and write in more than one

language).

• A combination of native Spanish speakers and native English

speakers are taught together in an effort to develop full bilingualism

and biliteracy for both groups of students.

• Programa aditivo (los estudiantes aprenden a leer y escribir en más

de un idioma).

• Las clases consisten en una combinación de estudiantes cuya

lengua materna es el inglés y estudiantes cuya lengua natal es

español.

• Los estudiantes adquieren ambos idiomas al mismo tiempo que

aprenden el contenido académico de diferentes materias (ciencias

naturales, ciencias sociales, matemáticas, etc.).

PRIMARY GOALS / METAS

• The development of fluency and literacy in English and Spanish for all

students.

• The promotion of bilingualism, biliteracy, cross-cultural awareness, and high

academic achievement.

• The integration of English speakers and Spanish speakers for academic

instruction, in accordance with the selected program design and model.

• Whenever possible, 50% of the students in a program should be dominant

English speakers and 50% of the students should be native speakers of Spanish.

• Desarrollar la lectoescritura en inglés y español.

• Lograr un alto desempeño académico en ambos idiomas.

• Desarrollar una imagen positiva de la diversidad lingüística y cultural.

• Desarrollar y promover empatía entre diferentes culturas.

• La combinación de estudiantes, cuya lengua materna es el inglés con

estudiantes de habla hispana, durante la instrucción académica impartida

en inglés y español.

• A minimum of 50 percent to a maximum of 80 percent of daily instruction in

the non-English language.

• Equitable access to students, screening only for language dominance and for

ELL program qualification.

• Strategic separation of languages on the part of the instructor—no translation.

• Implementation at least from K-5 (K-12 is encouraged).

• Programmatic, curricular, and instructional decisions based on research in the

field. Rigorous core academic curriculum that is aligned to the Texas Essential

Knowledge and Skills (TEKS).

• La enseñanza en español debe abarcar del 50 al 80 por ciento del tiempo de

instrucción dependiendo del grado y formato del programa.

• Se garantiza el acceso equitativo para todos los estudiantes. Antes de ser

aceptados en el programa los estudiantes tomarán un examen oral (IPT) para

determinar el idioma que más dominan. En base a ello se decidirá si los

estudiantes son candidatos para el programa bilingüe.

• Los maestros son entrenados para utilizar de manera estratégica el inglés y el

español. Es decir, se enfatiza el uso del lenguaje de manera auténtica y

natural, evitando traducciones simultaneas.

• Completed Parent Commitment Form

• Administration of IPT to determine language dominance and

qualification for ELL programing

• Class composition: 50 percent English dominant speakers and 50

percent Spanish dominant speakers

• Llenar por escrito el formulario de compromiso de padres de familia.

• Examinación oral (IPT) para determinar el dominio del idioma.

• Asignación de estudiantes a las clases del programa dual

compuestas por:

• 50% de estudiantes con dominio del inglés
