Activities in ASEAN

Established in 1967, the Japan Automobile Manufacturers Association, Inc. (JAMA) is a nonprofit industry association currently comprised of fourteen manufacturers of passenger cars, trucks, buses and motorcycles in Japan.

The globalization of auto manufacturing contributes significantly to local and national economies around the world. As directions in auto manufacturing increasingly influence the world we live in, JAMA takes its role and mission ever more seriously, acting not only to promote increased environmental protection and greater road safety but also to enhance the international business environment.

Objectives

To promote the sound development of the automobile industry and contribute to social and economic welfare.

Activities

• Conducts studies and surveys related to automobile production, distribution, trade and use.

• Assists in the rationalization of automobile production, and helps establish policy for the development, improvement and promotion of production technology.

• Establishes and promotes policies related to automobile trade and international exchange.

• Engages in public interest, international cooperation and other activities involved in meeting its organizational objectives.

ASEAN has achieved a high economic growth rate in recent years,

with automobile production and sales volumes reaching a record

high in 2012. Japanese automotive manufacturers attained a

total production of 3.74 million units (a 45% increase from last

year), sales of 2.92 million units (a 38% year-on-year increase) and

exports of one million units, representing a 36% increase over the

last year’s figures. In view of this favorable trend, JAMA member

companies have been making active investments in ASEAN,

bringing the combined number of factories and facilities to 71.

The number of direct employees also increased 14% over last year,

reaching approximately 145,000.

In order to attain sustainable growth in the automotive industry,

as well as other industries in the region, an ASEAN-centered

economic integration agreement, the Regional Comprehensive

Economic Partnership (RCEP) was proposed, with official

negotiations beginning in late 2012. The realization of RCEP1 will

leverage the strength of a population of 3.4 billion, accounting

for approximately half of the world’s population, with a total

GDP reaching approximately one third of the global, or 20 trillion

dollars. The creation of such an immense economic bloc is

expected to bring significant benefits. ASEAN economic growth

plays an important role in RCEP, and in order to ensure its success,

it will be necessary to ensure the firm establishment of the ASEAN

Economic Community (AEC).

Hand in Hand Towards a New ASEAN-JAPAN Friendship and Cooperation

Although just two years remain before the 2015 establishment of

the AEC, and the elimination of tariffs among six ASEAN countries

was executed in 2010 under AFTA. However, the elimination of

Non-Tariff Barriers (NTBs), trade facilitation, simplification of rules

of origin, evaluation of standards vis-à-vis technical regulations,

and conformity assessment procedures remained important issues.

Negotiations on these issues are underway among members. For

the automotive industry in particular, it is hoped that the self-

certification of origins currently being considered will be endorsed,

promoting trade facilitation.

On the technical front, JAMA hopes that the ASEAN Mutual

Recognition Arrangement (MRA) for automotive technical

regulations will be practiced within an international framework

that will lead to the adoption of International Whole Vehicle Type

Approval (IWVTA), expected to be introduced in 2016 across ASEAN.

The history of cooperation between Japanese automotive

manufacturers and local partners spans half a century, and this

partnership has contributed to the development of the automotive

industry and economic growth within ASEAN. In 2013, ASEAN and

Japan will mark their 40th Year of ASEAN-Japan Friendship and

Cooperation. While further strengthening of cooperation is much

anticipated, JAMA wishes to strengthen mutual dependence within

the automotive industry, driving growth “hand in hand” for ever-

greater mutual development.

ASEAN Automobile Exports of JAMA Members

Exports, including intra-ASEAN, were the highest recorded in history, reached 1 million units, a 36% increase over the previous year. Of these, approximately 36% were exported within ASEAN, with the remaining 64% bound for other destinations.

With the addition of 4 new facilities to the region in 2012 (bringing the total to 71), over 143,751 people were directly employed by JAMA members and their ASEAN counterparts, an increase of 14% over the previous year, contributing even more to job creation across the region.

ASEAN Automobile Production of JAMA Members

Marking the highest level ever, JAMA member companies and their ASEAN counterparts produced a total of 3,740,929 passenger cars, trucks and buses in 2012, a 45% surge over the previous year.

JAMA Members’ Automobile Sales by Country

Out of the 3.47 million new passenger cars, trucks and buses sold in ASEAN in 2012, around 84% (2.92 million units) were produced by JAMA member companies and their ASEAN counterparts. Mutual cooperation between ASEAN and Japan will be a key factor driving the future success and development of the ASEAN automotive industry.

JAMA Technical Experts Working Together with ASEAN Partners Towards More Comprehensive Certification Systems and Safety / Environmental Regulations

Harmonization of Technical Regulations and Mutual Recognition of Approval (MRA)

To further promote auto industry development, JAMA advocates the harmonization of technical regulations and Mutual Recognition of Approval (MRA) based on the United Nations WP29 (World Forum for Harmonization of Vehicle Regulations) 1958 Agreement, the only international agreement providing a legal basis for auto parts and systems. Under MRA, contracting parties agree to mutually recognize each other’s approvals without the need for re-certification.

JAMA has been putting in great effort to promote the 1958 Agreement in concert with

the Japanese Government in the past decade through the AAF/TC3-JAMA Meeting1, Asian RACE meeting, JASIC Asia Government and Industry Meeting2, ACCSQ-APWG Meeting3, as well as others. In 2006, Thailand and Malaysia successfully acceded to the 1958 Agreement, and other ASEAN countries have started to form national committees to work towards accession.

In anticipation of the worldwide trend heralded by the 1958 Agreement’s extension of MRA from auto parts/systems to whole vehicles, in collaboration with the Japanese Government, JAMA has been promoting the concept of International Whole Vehicle Type Approval (IWVTA) during WP29 discussions. JAMA experts provided discussion updates for ASEAN industry members during the 18th AAF/TC3-JAMA Meeting held in Luangprabang in February 2013; updates included deliberation on revising the 1958 agreement in order to facilitate recognition of certificates constituted by older versions of technical regulations, review of voting systems, and plans for submitting the IWVTA proposal to WP29 in November 2013, with expected IWVTA completion in March 2016.

Given that the ASEAN MRA technical regulations for auto-parts and systems (to be established in 2015) are nearly substantial enough to facilitate an MRA for entire vehicles (similar to the IWVTA), JAMA experts are encouraging ASEAN members to consider participation in IWVTA Informal Group discussions and work in parallel towards a MRA for whole vehicles.

Safety and Environmental Regulations

The development of harmonized certification systems in turn requires the harmonization of vehicle safety and environmental regulations.

Although ASEAN governments aim to adopt the UN Regulations annexed to the 1958 Agreement as a basis for harmonizing safety regulations, some regulations may be unsuitable for the ASEAN climate and thus require review. In view of assisting countries in their adoption of UN Regulations, JAMA experts have worked to provide information to industry associations and authorities through the presentation of updated studies on UN Regulations suitable for adoption within ASEAN.

Based on such studies, the AAF/TC3 has presented an updated roadmap for the adoption of UN Regulations to the 12th ACCSQ-APWG held in Manila in 2010. In addition to this, during the July 2011 AAF/TC3-JAMA Special Meeting, JAMA experts provided ASEAN automobile industry members with general recommendations regarding the ASEAN MRA Draft and specific recommendations on versions of UN Regulations to be adopted under the ASEAN MRA Draft. Furthermore, in the February 2013 Luangprabang Meeting, with the help of JAMA experts, AAF/TC3 members consolidated an industry perspective on an ideal ASEAN MRA for submission to the ACCSQ-APWG and respective authorities for consideration.

Environment (Exhaust Emissions and Fuel Properties)

To promote air quality improvement in ASEAN countries, JAMA fuel experts have drafted specifications for Euro 4 fuels along with biofuel specifications for both ethanol and FAME4 that take into consideration Southeast Asian climates and vehicle usage. In March 2010, these specifications were discussed and endorsed by AAF/TC3 members in the form of the AAF/TC3 Fuel Specs. Although some fuel-related issues remain, in April 2012 AAF/TC3 members agreed to work towards expediting the adoption of Euro 4 emission regulations by 2012 - 2017 for all passenger cars and light duty vehicles and the availability of Euro 4 fuels in the market prior to this date.

Promoting Regional Integration

Strengthening international competitiveness is necessary for further future development of the ASEAN automotive industry. For this, removal of tariff and non-tariff barriers, as well as the integration of ASEAN as a single market, will become necessary.

ASEAN continues to execute its ASEAN Economic Community Blueprint towards the goal of establishing the AEC by 2015. The Blueprint aims to create: (1) a single market and production base, (2) strongly competitive regional development, (3) equitable economic development, and (4) enhanced integration with the global economy. These efforts are making steady progress through actions such as the enactment of ATIGA.

With the overall goal of strengthening the competitiveness of the ASEAN automotive industry, JAMA has been participating in AEM-METI1 Economic and Industrial Cooperation Committee Working Group on the Automobile Industry (AMEICC-WGAI) meetings, starting from the group’s inception in 1998. With aims of bolstering regional integration, enhancing supporting industries, and ultimately strengthening the competitiveness of the ASEAN automotive industry, this WG has been implementing programs such as the Experts Dispatch Program, sending Japanese experts to assist local auto parts suppliers in developing manufacturing technology, improving production and

quality control, and strengthening human resource development. The success of this program has enhanced prospects for increased international competitiveness within the ASEAN automotive industry. JAMA will continue to work diligently to support the activities of this WG.

At the 14th AMEICC-WGAI held in March 2013, exchange of information and opinions concerning the latest status and future issues with respect to the implementation of Self-Certification of Origin by authorized exporters, establishment of suitable policies and procedures, harmonization of technical regulations, and market integration.

JAMA considers there to be four issues of prime importance as regards strengthening the competitiveness of the ASEAN automotive industry and further promoting regional integration, as follows:

• Further promotion of trade facilitation (establishment of flexible and user-friendly Rules of Origin and certification systems, simplification of customs procedures),

• Harmonization of technical regulations and promotion of Mutual Recognition of Approval,

• Improvements in fuel properties and harmonization of fuel specifications, and

• Strengthening of supporting industries, human resources and other related matters.

JAMA is dedicated to continuing to take proactive measures to enhance international competitiveness of the ASEAN automotive industry and regional integration, including activities such as participation in AMEICC-WGAI.

Promoting Trade and Investment Liberalization

As trade and investment liberalization promotes further enhancement of the competitiveness of the ASEAN automotive industry, JAMA has advocated for the establishment of economic partnership agreement (EPA) between ASEAN and Japan. JAMA has promoted cooperative projects under the EPA, further enhancing competitiveness.

Moreover, with respect to trade and investment liberalization in the APEC region, JAMA has been attending the APEC Automotive Dialogue2, participating significantly in its activities. JAMA reported progress in the WP29 discussions for the establishment of International Whole Vehicle Type Approval (IWVTA), as well as contributed to the promotion of trade and investment liberalization and the harmonization of technical regulations.

Through these activities, JAMA will continue to contribute to further enhancement of the competitiveness of ASEAN-centered trade and investment liberalization in the Asian region.

Daihatsu 2012 Indonesia New Auto Plant PT Astra Daihatsu Motor (ADM), a Daihatsu joint-venture company, will build a new plant in Karawang, West Java, Indonesia, investing 2.1 trillion rupiah. In order to meet rising demands from domestic markets, the new plant will start operation by the end of 2012, with annual production capacity of 120,000 units.

2013 Indonesia Indonesia’s First Test Course with R&D FunctionsADM held an inauguration ceremony for its Karawang Assembly Plant in the Suryacipta Industrial Park, West Java,Indonesia, in April 2013. This plant will be the first test course with R&D functions in Indonesia.

2014 Malaysia New Auto PlantIn order to strengthen its manufacturing base in Malaysia, Perodua, a Daihatsu joint-venture company, will build a new plant in Rawang, Selangor, Malaysia on the premises of Perodua’s existing vehicle production plant, investing 790 million Malaysian ringgit. The new plant will start operation by the middle of 2014 and will operate under a newly established company with an annual production capacity of 100,000 units.

Subaru 2012 Malaysia Production Collaboration Through its local partnership with Malaysia’s Tan Chong Motor, Fuji Heavy Industries has begun production of Subaru cars in Malaysia.

Hino 2010 Thailand New Production of EngineBeginning in July 2010 onwards, Hino Motors has invested 500 million yen to jumpstart engine production in Thailand.

2012 Malaysia New Auto PlantBuilt in Oct 2012, Hino Motor’s Malaysian automobile plants will start operation in 2014, drawing on initial investment of around 3.45 billion yen.

Honda 2014 Indonesia New Auto Plant P. T. Honda Prospect Motor (HPM) announced new plans to build an automobile plant with an annual production capacity of 120,000 units. HPM will also increase the annual production capacity of its existing plant from 70,000 to 80,000 units in 2014, bringing HPM’s total annual capacity to 200,000 units in 2014. The new plant, including investment of approximately 3.1 trillion Indonesian rupiah, is scheduled to become operational in 2014, with initial employment for approximately 2,000 associates. HPM plans to produce small sized vehicles such as the BRIO. In addition, HPM will increase local content to nearly 80% from the current level of approximately 50%.

2014-2015 Thailand New Auto Plant and Plant ExpansionHonda Automobile (Thailand) Co., Ltd. (HATC) announced plans to build an automobile plant with an annual production capacity of 120,000 units in Prachinburi Province. Drawing on investment of approximately 17.15 billion baht, the new plant is scheduled to become operational in 2015 with initial employment of approximately 1,200 associates (excluding seasonal). HATC is planning to produce primarily small and sub-compact sized vehicles at the new plant, for which demand is increasing on a global basis. HATC also plans to increase the annual production capacity of the existing plant from 280,000 to 300,000 units in 2014. Taken together with the new production capacity of 120,000 units, HATC’s total annual production capacity will reach 420,000 by 2015.

Isuzu 2012 Thailand New Auto Plant In October 2012, Isuzu opened its new pick-up plant in Chachoengsao, Gateway City Industrial Estate, Thailand, with an investment of 18 billion yen.

Mazda 2012 Thailand Mazda and Ford Invest Additional US$27 Million in Auto Alliance Thailand (AAT) to Boost Pickup Production CapacityAAT’s pickup line was upgraded in 2011 to support production of the all-new Mazda BT-50 and Ford Ranger. This new investment will help meet extraordinary global demand for these all-new pickup trucks. This new production capacity has come online starting in May 2012.

2015 Malaysia New Auto PlantMazda Malaysia Sdn Bhd, a new joint venture company with its Malaysian distributor, will oversee local production and distribution of locally-assembled models in Malaysia.

2015 Thailand New Auto PlantMazda Motor Corporation will construct a transmission plant with an annual production capacity of approximately 400,000 units in Thailand, with investment of 26 billion yen. The new plant will start operation in 2015.

Mitsubishi 2012 Thailand Establishment of New Factory in Laem Chabang Mitsubishi built its third auto plant in Laem Chabang, Thailand, with operations beginning in 2012. The all-new Mirage, a global compact car, will be made at this brand-new third factory and will first be sold in Thailand, followed by other markets.

Nissan 2010 Thailand Production of All-New March In March 2010, Nissan Motor Thailand started production of the all-new March, a global compact vehicle that is the first model to be sold under Thailand’s “eco-car” program. Acclaimed as Thailand’s “Car of the Year 2010”, a total of 27,600 units were sold in 2010.

2012 Indonesia Plant Expansion Through new investments totaling 33 billion Japanese Yen in Indonesia, Nissan will increase its production capacity to 250,000 units by 2014, growing its workforce to 3,300. Nissan plans to expand to 150 sales outlets in Indonesia and to extend its product line-up by 2015. Through this new expansion, Nissan’s Indonesian plant in Cikampek will become one of the company’s largest production bases within ASEAN.

2014 Thailand Second Auto Plant in ThailandNissan Motor Co., Ltd announced plans to invest 11 billion baht (358 million dollars) in a second assembly plant in Thailand. Scheduled to start production in August 2014, the plant will have an initial annual production capacity of 75,000 units, expanding to 150,000 units per year. This new plant will maintain Thailand’s place as Nissan’s largest manufacturing center in the ASEAN region and key strategic global export hub.

Suzuki 2012 Vietnam New Auto Plant in Dong Nai Province In order to to meet the expanding automobile markets in Vietnam, Vietnam Suzuki Corp has decided to move its current plant and to construct a new one next to its existing motorcycle plant in Dong Nai Province.

2012 Myanmar Suzuki Receives Myanmar Government Approval for Establishment of 100% Invested SubsidiarySuzuki Motor Corporation has been approved by the Myanmar government to establish a new company, permitting Suzuki to resume automobile production in Myanmar, where Suzuki has halted production operations since 2010. Suzuki is now preparing for the establishment of this new automobile production and sales subsidiary, Suzuki (Myanmar) Motor Co., Ltd., facilitated via100% Suzuki investment. Suzuki (Myanmar) Motor Co., Ltd. is scheduled to produce its Carry compact truck at a plant located in Yangon, where the former Myanmar Suzuki Motor Co., Ltd. (closed in 2010) previously produced automobiles. It plans to expand its automobile production and sales in Myanmar as infrastructure development advances in line with economic liberalization.

Toyota 2012 Thailand Second Auto Plant in Thailand In January 2012, Toyota announced that it will build its second Gateway Plant. Moreover, in February,Toyota announced plans to scale up engine production capacity at Siam Toyota Manufacturing Co., Ltd., the main Toyota engine manufacturing plant in Thailand.

2012 Thailand Second Auto Plant Expands Diesel Engine Production CapacityIn October 2012, Toyota announced that its new engine production subsidiary, STM, will expand its production capacity of diesel engines from 2015.

2012 Indonesia Expansion of Indonesian ProductionIn November 2012, Japan’s Toyota group announced new plans to invest about US1.3 billion over the next five years to expand vehicle production in Indonesia.

2013 Indonesia Opening of Second Auto Plant in IndonesiaIn March 2013, the second plant in Karawang went into production as announced in 2011, boosting production capacity with an eye towards expanding export markets.

The societal demands on automobile performance aimed at addressing global warming and air pollution issues as well as enhancing safety for passengers and pedestrians on a global scale have seen increasing. In order to best respond to these demands, continued harmonization of regulations for vehicles and parts that differ between countries as well as the promotion of the mutual worldwide recognition of motor vehicles and parts are becoming more and more important.

In 1958, an agreement on world-wide harmonization of technical regulations for automobiles and mutual recognition of approval of vehicle structures and equipment relating to safety and the environment was adopted by the United Nations (known as the “1958 Agreement”). At present, 57 countries and one region have acceded to the Agreement, with 131 UN regulations already developed under its auspices. In addition, further efforts towards global harmonization and mutual recognition are currently being undertaken within the World Forum for Harmonization of Vehicle Regulations (UN/WP29). As part of its plans for achieving economic integration by 2015, ASEAN is currently working toward establishing the ASEAN Mutual Recognition Arrangement (MRA) to promote harmonization and mutual recognition of motor vehicle technical regulations within the ASEAN region by 2013. This arrangement will initially target mutual ASEAN recognition of 19 UN regulations set forth in the 1958 Agreement.

The following key benefits of the ASEAN MRA are expected to contribute to strengthen the competitiveness of the ASEAN automotive industry:

• Promoting safer, more environmentally friendly vehicles and parts.

• Simplifying certification procedures.

• Strengthening automotive industry competitiveness through the use of mutually complementary parts and components.

• Promotion of ASEAN exports beyond the ASEAN region.

• Speedier sourcing of substitute parts and components during natural disasters.

As part of its intensifying efforts toward international harmonization and mutual recognition, the Japanese government submitted a proposal for an “International Whole Vehicle Type Approval (IWVTA)” system at the UN/WP29 March 2010 meeting, where it was agreed to by member countries. Implementation of the proposal (targeted for 2016) is currently under discussion.

IWVTA, originally based on a 1958 Agreement, advances mutual recognition from the equipment and parts level to approval of the “whole vehicle”. As IWVTA related efforts move towards the establishment of a common international system, we look forward to ASEAN participation within this framework.

Promotion of harmonization and mutual recognition will facilitate bringing safer, more environmentally friendly vehicles to market and will strengthen international competitiveness in ASEAN countries where the growth of motorization is substantial. In view of this, JAMA seeks to actively cooperate in efforts to establish the ASEAN MRA.

Daihatsu 2010 Indonesia Achievement of 2 Million units’ production PT Astra Daihatsu Motor (ADM) successfully attained two million units’ production in October 2010, and held an official ceremony marketing this milestone on Nov 24th. Daihatsu’s Indonesian operations began in 1978, and ADM has become the largest car manufacturer in Indonesia through production of Daihatsu and Toyota vehicles. ADM production volume has grown rapidly, reaching the 2 million units milestone in 33 years.

2011 Malaysia Launch of the Fully Redesigned Myvi Perodua launched its fully redesigned compact car, the Myvi , in June 2011. The fully redesigned Myvi adopts a unique interior and exterior design based on the new Boon (released in Japan in February 2010). 2013 Philippines MMPC Helps Rebuild Banaue Rice TerracesMMPC responded to a call for volunteers for the rehabilitation of the Banaue Rice Terraces in February 2013. Banaue Rice Terraces, hailed as UNESCO’s Eighth Wonder of the World , was hit last year by a series of typhoons , causing landslides and damaging a portion of the Terraces. In addition to helping rebuild the Terraces. MMPC took an opportunity further help the community through donating funds and teaching materials for the use of schoolchildren at the Batad Elementary School. MMPC recognizes the significance of education in molding the minds of future generations. Over the years to come, schoolchildren in Batad will be the stewards of this living heritage.

Aimed at helping prevent turtle eggs from being consumed by locals, these programs were successfully extended in 2012, saving a total of 105,000 turtle eggs across three programs.

2008 - 2011 Indonesia Tree Planting In partnership with Yayasan Tanam Pohon Indonesia, Hino Indonesia planted 3,000 trees in the industrial estate of Kota Bukit Indah and 5,000 trees in Sentual on the outskirts of Jakarta. 1,500 trees were planted together with the Government of Purwakarta District in Cantayan, and Hino plans to plant 6,000 more in Kalimantan in conjunction with WWF – Indonesia in the near future.

2009 - 2011 Indonesia Donation of Vehicle for Mobile Eye Clinic and Health Checkups Hino donated a vehicle with a custom-built rear body as to the John Fawcett Foundation for use as a Mobile Eye Clinic, providing free treatment and surgery to underprivileged residents of Bali and Lombok. A similar program was also conducted serving women and children in the Purwakarta area; here, Hino donated a Mobile Clinic vehicle to the local government.

1999 - Thailand Yearly Green Initiatives Funding Competition In 1999, the Honda Group Companies in Thailand worked with leading environmental NGOs and government ministries to initiate the Honda School Environment Project, in which all Thai elementary and secondary schools are invited to submit environmental conservation and sustainable development project plans. Winners are awarded funding from Honda as well as the prestigious King’s Cup. Since 1999, Honda has funded green initiatives in over 680 schools across Thailand.

2005 - Thailand Honda Super Idea Contest Honda Automobile (Thailand) Co., Ltd. held its 8th “Honda Super Idea Contest” for children. Winners received the right to join a Thai-Japanese Youth camp in Japan. The contest, first introduced to Thailand in 2005. Originated from the Honda Kids’ Idea Contest in Japan. The program’s objective is to cultivate creativity and imagination among children and encourage them to seek out challenges and dare to make their dreams come true.

2010 Philippines Tree Planting In partnership with the Haribon Foundation NGO, Honda Foundation, Inc. (HFI) launched a project entitled “Road to 2020”, aimed at restoring a total of 1 million hectares of tropical rainforest in the Philippines by 2020.

2011 Philippines Worm-Composting Facilities for Reducing WasteIn 2011, Honda Cars Philippines Inc. built worm-composting facilities with a capacity of 10m3 in order to process waste from gardens on the factory grounds. Compost produced is used as organic fertilizer for greenery on the premises, and also for tree planting and other CSR activities offsite. The firm expects these facilities will help it reduce landfill-bound waste to zero.

Isuzu 2007 - 2012 Vietnam Support for Education To support regional development, Isuzu Vietnam provided computer hardware and software to 14 elementary and junior high schools in Dien Bien Phu Province, Vietnam, a program which has benefited 6,000 minority children since 2007. In 2012, Isuzu carried out the last phase of the project, building kindergarten and elementary school for children in South Kein Giang province. Isuzu Vietnam also sponsored a program providing free medicines, treats and drinks. More than 600 local residents and children received health examinations and medicine, and children participated in amusing games and a painting competition.

2008 - Philippines Educating Expert Mechanics in the Philippines Since Nov 2008, Isuzu has been conducting educational aid programs at the TESDA (Technical Education and Skills Development Authority) vocational school for auto mechanics in Tacloban.
