Background

Following the conclusions of various IAEA Technical Meetings related to developing and ensuring regulatory competence in Member States with Nuclear Power Plants, the establishment of a Steering Committee (SC) to exchange information and advise the IAEA on how best to support the Member States’ systems for ensuring regulatory competence was strongly recommended. Terms of Reference for the Steering Committee were prepared and approved. The Steering Committee was established formally in 2009, and since then it has been successfully implementing its strategic work plan, which is revised annually.

Amongst the achievements of the Steering Committee on Competence of Human Resources of Regulatory Bodies, the following work can be noted:

• Revision and updating of the Guidelines on Systematic Assessment of Competence Needs (SARCoN), and its associated questionnaires and software based self-assessment tool

• Research on best systems to ensure and manage regulatory competence. A safety report collecting current knowledge and good practices on management systems for regulatory competence is under preparation

• Sharing training courses and documentation amongst its members and creating a compilation of websites and internet resources useful for training of regulatory bodies available from the Member States and the IAEA

• Promoting and giving advice on the IAEA safety standards related to developing, ensuring and managing regulatory competence.

In 2010, a limited number of Member States considering to embark on a Nuclear Power Programme joined the Steering Committee as observers. The strategic work plan of the Steering Committee was modified to include an additional objective in order to identify and support as possible and as appropriate the competence’s needs of regulators wishing to embark on a Nuclear Power Programme. Given the interest in sharing information amongst regulators in the process of embarking on a Nuclear Power Programme, it was agreed to expand the ToR of the SC in order to include members from the newcomer regulators. In 2011 the SC was then enlarged.

1 Introduction

The SC meets in plenary once a year. A limited group of SC Members known as Bureau meet twice during the year together with the IAEA secretariat in order to revise the implementation of the strategic work plan and to follow up on actions for the upcoming plenary meeting.

This was the third meeting of this Steering Committee (SC). In preparation of this 3rd SC, two Bureau Meetings had been held in 2011 on 23-24 February in Vienna and on 11–12 October in Helsinki. The main aims of the two Bureau meetings were:

• to discuss the development of the safety report on managing regulatory competence, • to prepare the SARCoN seminar planned in connection with the next SC meeting, • to discuss progress on the implementation of the strategic work plan of the SC, • to prepare an Agenda for the SC meeting of December 2011 in Vienna

2 Summary of Meeting The agenda for the Steering Committee and the Seminar on the SARCoN tool, as well as the list of participants are given in Appendix I and II. 33 participants attended the SC meeting and the SARCoN seminar during the week 28 November- 2nd December 2011. The meeting was chaired by Mr. Jean-Luc Lachaume of ASN (France) the first two days and by Mr. Pierre Mignot of Bel V (Belgium) the third day, both Members of the Bureau. Following the Steering Committee plenary meeting, a two days seminar on the updated tool for SARCoN was organised by the IAEA secretariat. The seminar as well as further discussion from the SC Members was chaired by Ms Koskinen (Finland), also member of the Bureau. The meeting was opened by the IAEA Nuclear Installations Division, Mr. Jim Lyons (NSNI). Mr Lyons opening remarks are in appendix III. The Scientific Secretary, Ms Moracho, introduced the background and previous work of the SC. Presentations from the IAEA staff followed the opening and covered various issues related to new developments in the IAEA, in particular, regulatory issues, competence and capacity building and the recent actions planned in response to the accident at the TEPCO Fukushima site. Mr. Pierre Mignot, as member of the Bureau gave a report on the work of the Bureau since the last SC meeting.

2.2 Presentation and discussion of the SC’s Work Plan

The Action Plan of the SC was presented briefly by Ms. K. Koskinen on the second day. The last day of the meeting Ms. M. Moracho reported on the IAEA progress on each of actions and the future Work Plan was discussed in detail. 2.2.1 Safety Report A revised draft of the safety report on managing regulatory competence was distributed to all participants at the beginning of the meeting. The revision is the result of an IAEA Consultants Meeting held in August 2011 in Vienna with the objective to complement the previous version in the area of radiation safety. This was requested in a Document Preparation Profile (DPP) issued at the end of 2010 by the IAEA Coordination Committee that oversees the production of safety standards and documents. This draft safety report was discussed by the Bureau Members in Helsinki and comments were made by the Bureau members, but not yet incorporated in the report. The main changes between old and new versions were presented by Mr. Suman in his presentation mentioned above. During the discussion at the SC meeting, another draft document related to the safety report entitled “Competence Building of RBs for new countries embarking on Nuclear Power Programme” was presented and disseminated. After discussion it was agreed the following: 1.- The Steering Committee Members shall comment to safety report and a second Consultants meeting shall take be organised by the IAEA in order to include the comments 2.- The safety report’s appendix/chapter related to the embarking countries needs to be expanded taking into account the work previously conducted in this area. The IAEA shall take action on this, SC Members were welcomed to cooperate 3.- It was pointed out by some SC members that, if the safety report is intended to supersede TECDOC 1254, it shall include a complete list of competencies in order to be self-supporting. This competence list should be the first level of competencies according to the quadrants in SARCoN 2.2.2 Basic Professional Training Course (BPTC), Regulatory Control Course

and Other Training Materials

The IAEA informed that the BPTC is held regionally in the Asian and Latin-American region. An update of the syllabus and supporting texts has been conducted and shall be made available during 2012. The regulatory Control book needs to start a revision, a first outline of contents in line with the new GSR PART 1 has been drafted. A Consultants meeting shall be arranged during next year. The SC was asked to cooperate as possible in this revision.

The IAEA web for training was presented and approved. A new page includes video lectures from all Section Heads of the nuclear installations safety division. These video presentations give an overview on line of all the IAEA requirements in the area of nuclear installations safety. http://www-ns.iaea.org/training/ni/train-on-ss.asp?s=100&l=102 http://www-ns.iaea.org/training/ni/materials.asp Also newsletters on training are regularly produced and disseminated in the SC. 2.2.3 Seminar on SARCoN guidelines The new software for applying the SARCoN guidelines was presented. Three working groups were established in order to test user interface and get feedback from the set of competencies. Overall the new software was found useful and it was agreed that an improved version shall incorporate the feedback from the working groups. An important discussion took place concerning the need to revise the set of competencies of SARCON questionnaires in line with the safety report. The safety report modified slightly the arrangement of the first level of competence areas within the fours quadrant model. 3 Conclusions and Further Actions The SC meeting achieved its objectives in line with its mission and strategic work plan. The agenda allowed a comprehensive presentation and up to date of the Agency activities in the area of regulatory competence, particularly in the area of nuclear installations. The dissemination of national reports, presentations from some of the SC members and discussions fostered exchange of views, gave useful information about current systems in the Member States and provided advice to the IAEA on how best further support the Member States’ regulators in ensuring competent human resources. The participation of regulators from countries planning to embark on a nuclear power programme was very positive and fruitful for all country members and for the IAEA. The SARCoN seminar was most appreciated in terms of a better understanding of its principles and the improved software tool. SARCoN is one of the main achievements of the SC and shall continue to be enhanced in line with the activities of the SC and the Agency. An strategic work plan for 2012 was discussed and agreed. This strategic work plan is included in appendix IV. It shall be followed-up by the Bureau Members and the IAEA secretariat.

The SC Members will be informed on further actions related to the work programme. They asked to send comments to the draft safety report under preparation as well as to feedback on the SARCoN seminar during the beginning of 2012. The IAEA secretariat shall continue to report the SC on new developments, sending newsletters and asking for comments and advice as appropriate during the year. Information on the conclusions of the Bureau meetings shall also be disseminated to the SC members. Next meeting of the SC shall take place during the first week of December 2012.

Third meeting of the Steering Committee on Competence of Human Resources for Regulatory Bodies and Seminar on SARCoN (Systematic Assessment of Regulatory Competences Needs)

Welcome to Vienna and thank you for being here in these busy and challenging times for nuclear safety. Since the second meeting of Steering Committee last December, important developments and dramatic events have taken place in the nuclear field. As you know, a major accident took place in Japan and the Agency has been entrusted an Action Plan intended to strengthen nuclear safety in the world. My division, Nuclear Installation Safety, is heavily engaged in these activities and I, myself had first-hand experience of the consequences of the accident as I participated in the Fact finding mission.

This Steering Committee (SC) deals with competence and knowledge. Adequate regulatory competence and human resources is vital for an effective regulatory and nuclear safety framework. This is included in the Nuclear Safety Convention, in the IAEA safety standards and it is an important element in our review services. It is also part of the Action Plan in the area of capacity building.

Ensuring the necessary competence and continuous improvement of safety knowledge in an organisation are signs of good leadership for safety which is also a main principle, principle 3 of our safety fundamentals. Results of IRRS 2006-2011 have produced more than 400 Recommendations, and 376 Suggestions. Amongst the top 10 Safety Requirements called upon by recommendations and suggestions, organization and staffing of the Regulatory Body, regulatory management system and training are quite high in the list. Improvement initiatives are undertaken by regulatory bodies for the identified issues. The increased number of countries wishing to embark on, expand or revive a nuclear power programme, underlines the need for further support on training, safety and regulatory competence as an essential part of capacity building in the Member States.

Let me tell you that promoting cooperation and exchange of information is one of our main functions as explained in article III of the IAEA’s statue. This Steering Committee was successfully established in 2008 following your advice from two technical meetings held in the IAEA. The Committee was expanded last year to include countries that are planning to embark on a nuclear power programme.

This Steering Committee (SC) is intended to foster co-operation amongst the Member States with similar needs and give advice to the IAEA on how better support safety regulatory competence and knowledge. It provides a valuable mechanism to better understand your needs and challenges in this area and therefore improve the effectiveness and efficiency of our activities.

You have a very interesting and important work programme under implementation, including the approved DPP for a safety report on managing regulatory competence in cooperation with our colleagues from NSRW, which you will discuss today.

I also note that the SC meeting will be followed by a two days training on the IAEA tool SARCON (Systematic Assessments of Regulatory Competence Needs). These IAEA guidelines have been used in more than 20 countries and their use was recently stated by the European Commission as an obligatory condition to bid for EU’ training funded projects. I would like to thank this SC for its contribution and excellent work in the continuous improvement of SARCoN.

You have an important and busy agenda for this week. I am looking forward to see the results of your work programme. This will be of great value and guidance also for countries embarking in nuclear power who facing the difficult task of building up a competent regulator.

Let me finish these opening remarks by telling you that you have all my support and appreciation for the hard work conducted until now and also for the activities expected in the future.

This Safety Report provides guidance for regulatory bodies on their competence management systems. It is a successor to TECDOC 1254 and will give consideration to and reference the SARCON document.

AIM 2: A system is in place for sharing knowledge, training materials and exchanging information on

training events 2.

2.1 Establish an IAEA continuous improvement process for sharing relevant training information.

This should include obtaining, ‘capturing’ and making available training information from regional centres and other agencies eg NEA, in particular for use by embarking countries. It will also include an IAEA website location for accessing training information and capturing MS practice.

IAEA IAEA will report developments at each Steering Committee. Much progress has been made on improvements to the IAEA website and these have been demonstrated in December 2010.


2.2 Analyse questionnaire on web links.

This is intended to complement existing IAEA processes for the development of standards and guides.
