I. Introduction This report reviews the likely impacts and costs associated with widening and upgrading 7.5
miles of the four-lane divided freeway to a six-lane divided interstate; under a “Minimum
Upgrades Alternative” and an “Enhanced Upgrades Alternative”. The “Minimum Upgrades
Alternative” consists of widening Future I-87 (US 64) from Knightdale/Wendell Blvd (US 64
BUS) to the Future I-87 (US 64)/US 264 split, as well as upgrading to interstate standards
(widening of paved shoulders, bridge clearances and offsets, median protection, signing, ramp
widths). For this alternative, the existing four-lane divided freeway is widened to a six-lane
divided interstate with 12-foot lanes, a 26-foot paved median with concrete barrier from
Wendell Blvd. to west of SR 2329 (Lizard Lick Rd), a 44-foot depressed median with
double-faced guardrail with 14-foot total (12-foot paved) shoulders from west of SR 2329
(Lizard Lick Rd) to west of SR 2368 (Green Pace Rd), and a 36-foot depressed median with
double-faced guardrail with 14-foot total (12-foot paved) shoulders from west of SR 2368
(Green Pace Rd) thru the Future I-87 (US 64)/ US 264 split. The “Enhanced Upgrades
Alternative” consists of the Minimum Upgrades plus improving the loop-ramps at the NC 96
(Exit 435) and US 264 (Exit 436) interchanges to desirable 30-mph design standards; and
providing improvements to the traffic operations between the two interchanges. Figure 1
below, shows the project limits.

General Description
Future I-87 (US 64) runs east/west across eastern Wake County, connecting the cities and
towns of Raleigh, Knightdale, Wendell, and Zebulon. This project begins east of
Knightdale and ends east of Zebulon. Land use along the project is mostly undeveloped,
with some industrial and agricultural use. The existing Functional Classification along the
project is “Other Principal Arterial”; it is proposed to become “Interstate”.
Background
The NCDOT has received AASHTO and FHWA approval to sign this corridor as Future
I-87 (with the removal of the Future I-495 designation). The entire US 64 corridor from
I-540 in Raleigh to Williamston is part of the identified “Raleigh-Norfolk” High Priority
Corridor on the National Highway System under the 2015 FAST Act and has been
designated as Interstate 87 and Future Interstate 87.
The upgrading of the corridor to interstate has the support of North Carolina and Virginia
elected officials, business leaders, and the Regional Transportation Alliance (RTA)
regional business coalition in the Triangle area.
This part of US 64 is located within the Capital Area MPO (CAMPO) region, and the
project is included in the CAMPO Adopted 2045 MTP (project F7a). The plan calls for
widening of Future I-87 (US 64) from four to six lanes by Horizon Year 2035.
II. Purpose and Need This portion of US 64 exhibits congestion in peak hours on a regular basis. Based on the FS-
1504A forecast, congestion is only expected to increase unless additional capacity is provided.
It is anticipated, based on the investigations of FS-1504A, that the six-lane interstate will
achieve acceptable operations through 2040.
The purpose and need is expected to be to relieve congestion, to upgrade the facility to
interstate standards (to fulfill the specifications of the FAST Act for the “Raleigh-
Norfolk/Hampton Roads” corridor), to improve regional mobility, to enhance safety and travel
times, and to promote economic opportunities.

It should be noted that a Project Scoping Report is a preliminary document that is the initial
step in the planning and design process for a candidate project and not the product of
exhaustive environmental or design investigations. The purpose of this Project Scoping
Report is to describe the proposed project, including cost, and identify potential issues/
problems that may require consideration in the planning and design phases.
If a candidate project is identified for funding in the State Transportation Improvement
Program (STIP), the Project Scoping Report is followed by a rigorous planning and design
process that meets the appropriate requirements of the National Environmental Policy Act
(NEPA) and/or State Environmental Policy Act (SEPA).

Previous Studies
One previous NCDOT Feasibility Study, FS-1504A, was conducted along the Future I-87
(US 64) corridor in Wake County and was completed in 2017. The costs and concepts
included in this report are from the prior study.
FS-1504A addressed upgrading US 64 (Future I-87) to Interstate from SR 1003 (Rolesville
Rd) [Exit 430] in Wendell to US 13/US 17 [Exit 515] in Williamston, in Wake, Franklin,
Nash, Edgecombe, Martin Counties.
Adjacent Projects
There are no adjacent projects within three miles of the study corridor.
Crash Analysis
The crash data and analysis was provided by the Traffic Safety Unit for the (FS-1504A)
87-mile US 64 study corridor. The five-year period for the analysis was January 1, 2011
to December 31, 2015. Based on the data, the AADT was 42,300 and the total vehicle
exposure rate (in million vehicle miles traveled (MVMT)) was 730.30 MVMT for the
9.454-mile segment within Wake County. For the FS-1504A study corridor segment within
Wake County, the crash rates were compared with the critical crash rates and are shown in
Table 1 below:

The proposed improvements along the Wake County portion of FS-1504A, including all
of Section A (Spot ID H171572), have the potential to reduce crashes with congestion
mitigation, improved loop ramps, and improved ramp configurations at the US 264 split in
Zebulon.

III. Alternatives The project is 7.5 miles long and includes the Future I-87 (US 64) corridor from Wendell to
Zebulon. The posted speed limit is 70 mph. See Plan Sheets 1 through 3. One six-lane
widening alternative scenario, with optional interchange improvements, was included with
this scoping report (additional alternatives were studied in FS-1504A, 2017).
Build Alternatives
The “Minimum Upgrades Alternative” consists of widening Future I-87 (US 64) from
Knightdale/Wendell Blvd (US 64 BUS) to the Future I-87 (US 64)/US 264 split. For this
alternative, the existing four-lane divided freeway is widened into the median to a six-lane
divided interstate with 12-foot lanes, a 26-foot paved median with concrete barrier from
Wendell Blvd. to west of SR 2329 (Lizard Lick Rd), a 44-foot narrow depressed median
with double-faced guardrail from west of SR 2329 (Lizard Lick Rd) to west of SR 2368
(Green Pace Rd), and a 36-foot narrow depressed median with double-faced guardrail from
west of SR 2368 (Green Pace Rd) to the Future I-87 (US 64)/US 264 split. Because the
proposed section is six lanes and the forecast truck volumes are high, the proposed typical
section includes 14-foot total (12-foot paved) shoulders inside and out.
In addition to constructing the new through lanes in the median, the Minimum Upgrades
include widening two sets of dual bridges over Buffalo Creek and Little River to
accommodate the additional lanes and wider offsets (for the approaching 12-foot paved
shoulders).
From the Buffalo Creek bridges to Lizard Lick Rd, the existing median does not have room
to construct the whole 26-foot paved median with barrier, and a few feet of widening will
take place to the outside. For the remainder of the project, from Lizard Lick Rd to the US
264 split, the full new lanes and paved shoulders can be widened into the existing median
(only paved shoulder improvements occur to the outside).
The “Enhanced Upgrades Alternative” consists of the Minimum Upgrades plus the
NC 96 (Exit 435) and US 264 (Exit 436) interchange improvements described below:
These interchange improvements are anticipated to yield significant operational benefits in
2040 at the Exit 435 signalized ramp intersections and for the weaving sections between
Exit 435 and Exit 436, especially in the eastbound weaving section in the PM peak hour.
Additional operational details can be found below in the Traffic Analysis section of the
report.
Exit 435 – NC 96 N. Arendell Avenue Interchange Upgrades
The improvements include replacing the eastbound on-ramp with a loop-ramp in southwest
quadrant “C”. It also includes widening/shifting the existing loop-ramp in northwest
quadrant “B” to attain a 30-mph, 230-foot radius. The loop B improvements can be mostly
accomplished within existing rights-of-way. The installation of loop C will impact the
Glaxo-Smith-Kline property and entrance closest to the interchange. Depending on the
location of the eastbound ramp terminal, the shopping center access may be affected as

well. The current concept ties in the new loop-ramp intersection at Wakelon Street and
retains shopping center access at its current location. The Zebulon Municipal Complex is
also located in close proximity to the expanded interchange. Additional studies are needed
in the subsequent planning and design stages of this interchange improvement to best
balance interstate access, safety and operations with existing business property impacts.
Exit 436 – US 264 Interchange Upgrades
The interchange improvements include rebuilding the existing loop-ramp to attain a
30-mph, 230-foot radius. The loop-ramp improvements will push the flyover ramp out and
require new rights-of-way, impacting properties along the north side of the flyover. The
existing bridges at the flyover and at Old Bunn Rd. (SR 2320) will be retained.
The interchange improvements also include reconfiguring the eastbound exit ramp from
a single-lane to a two-lane exit with an interior shared optional/choice lane. This is
anticipated to significantly improve eastbound operations between the two interchanges
during the PM peak hour, which currently experiences congestion on a regular basis. The
additional exit lane is proposed to be carried through the interchange and past the Gannon
Ave NC 97 Exit 20 off-ramp. Note the triangular labels showing the number of lanes at
each merge and diverge on Plan Sheet 3.
Traffic Volumes
Traffic volumes presented below in Table 2 are from the Traffic Forecast (November
2015) developed for FS-1504A: (Trucks are estimated to comprise up to 13% (7% Duals
and 6 % TTST’s) of the total daily traffic.)

Traffic Analysis
Based on preliminary traffic analyses performed as part of the FS-1504A study, all of
the No-Build freeway, merge, diverge and weave segments between Exit 430 (SR 1003
Rolesville Rd) and Exit 436 (US 264) are anticipated to fall to failing levels of service
(LOS E or F) by future year 2040. With the recommended improvements, all of the
freeway, merge, diverge and weave segments are anticipated to operate at LOS D or better

in 2040. (LOS D’s are only anticipated to occur in one direction of each peak hour between
Exits 430 and 435).
Exit 435 – NC 96 N. Arendell Avenue Interchange
It is anticipated that the Exit 435 eastbound and westbound ramp intersections can be
improved from failing LOS E and F, respectively, to acceptable LOS in future year 2040
(with new timings, lane configurations and loop-ramp).
Exit 435 & 436 – Weaving Section
Moving the Exit 435 eastbound on-ramp to a loop-ramp will increase the eastbound
weaving distance from about 2,900’ to 4,200’ and improve the anticipated 2040 LOS
from LOS F to LOS C in combination with the 6-lane mainline widening. The westbound
movements between the interchanges are also anticipated to improve from LOS F to
LOS C in 2040 in conjunction with the 6-lane mainline widening.
Exit 436 – US 264 Interchange
Changing the US 264 eastbound exit from a single-lane to a two-lane exit with an interior
shared optional/choice lane is anticipated to significantly improve operations between
these two interchanges during the PM peak hour, which currently experiences congestion
on a regular basis.
IV. Build Alternative Impacts and Cost Estimates The following impacts and costs are based upon the prior FS-1504A study.
Impacts
Natural Environment
The project includes areas within the Neuse river basin. Buffalo Creek and Little River
(Moores Pond, Mitchell Mill Pond) are 303(d) Listed. The Little River crossing at US 64
is within a water supply watershed area, but is just outside of the Critical Watershed Area
(which is on the south side of the corridor). The Little River crossing at US 64 also has a
Natural Heritage Program current listed occurrence of endangered Dwarf Wedgemussel.
Based on the proposed Minimum Upgrades improvements it is anticipated that there will
be 0 Linear Feet (LF) of stream impacts and approximately 1.0 Acre of wetland impacts.
There is the potential for temporary impacts associated with the Buffalo Creek and Little
River dual bridges’ widening.
Because this Project Scoping Report is not the product of an exhaustive environmental or
design effort, but rather an initial step to this process, the environmental impacts are based
on a screening of readily available GIS data. It is assumed that a more detailed impacts
analysis would be performed during the NEPA/SEPA phase.

Human Environment
There are no relocations anticipated with the Minimum Upgrades. However, two (2)
relocations are anticipated with the Enhanced Upgrades: Exit 436 (US 264) Interchange
Improvements where the flyover is pushed out to provide an interstate-speed loop ramp.
Also, although no relocations are anticipated, the Exit 435 (NC 96 N. Arendell Avenue)
Interchange Improvements are anticipated to impact the Glaxo-Smith-Kline property with
the construction of a new loop-ramp for the eastbound-entering traffic. As stated in
previously, the interchange improvements in Zebulon are anticipated to yield significant
operational and safety benefits. Additional studies are needed in the subsequent planning
and design stages of the interchange improvements in order to best balance interstate
access, safety and operations with existing business property impacts.
Cost Estimates
Preliminary cost estimates were developed for the alternative based on conceptual level
roadway designs. The total cost for construction is estimated to be:

It is anticipated that the Minimum Upgrades will require 0 relocations, can be constructed
within existing rights-of-way, and will cost a total of $43,500,000. It is estimated that ITS
deployment, including Fiber Optic Communications/Conduit, 1 CCTV, 2 MVD’s and 1
Overhead DMS will cost $ 200,000.
It is anticipated that the Enhanced Upgrades will require 2 relocations, will require
proposed right-of-way for the loop-ramp improvements, and will cost a total of
$53,800,000. It is estimated that ITS deployment, including Fiber Optic Communications/
Conduit, 1 CCTV, 2 MVD’s and 1 Overhead DMS will cost $ 200,000.
It is anticipated that the Exit 435 (NC 96) interchange improvements will cost $3,600,000
in construction, and $3,600,000 in right-of-way, and require 0 relocations. The ITS costs
associated with the mainline widening are included in the Minimum Upgrades costs above.

It is anticipated that the Exit 436 (US 264) interchange improvements will cost $2,300,000
in construction, and $800,000 in right-of-way, and require 2 residential relocations. The
ITS costs associated with the mainline widening are included in the Minimum Upgrades
costs above.
V. Existing Conditions The existing facility is a four-lane divided freeway with 12-foot lanes, 44-foot narrow
depressed median with guardrail with 4-foot paved outside/median shoulders from Wendell
Blvd. to west of SR 2329 (Lizard Lick Rd), 68-foot depressed median with cable guiderail and
4-foot paved outside/median shoulders from west of SR 2329 (Lizard Lick Rd) to west of
SR 2368 (Green Pace Rd), and 60-foot depressed median with cable guiderail with 4-foot
paved outside/median shoulders from west of SR 2368 (Green Pace Rd) thru the Future I-87
(US 64)/US 264 split.
Existing Land Use
The existing land use is mostly undeveloped, with some industrial and agricultural use.
Portions of the project fall within the town of Wendell and Town of Zebulon’s planning
jurisdiction for zoning, with the remainder being county controlled. Zoning includes
“Heavy Commercial”, “Highway District”, “Residential”, and “Watershed”.
Community Resources
A detailed community resource study was not conducted for this Project Scoping Report.
GIS level research and preliminary site review were completed. Figure 2 below shows the
location of documented community resources within and near the project study area. (See
also Plan Sheets 1 through 3.)

A review of the North Carolina State Historic Preservation Office (NCSHPO) GIS Web
Service lists several properties that are adjacent to the project study are listed as “Survey

Only”, and several properties that are listed “National Record”. None of these properties
are within the project study area. If the project moves forward, additional surveys for
cultural resources will be conducted by the NCDOT Human Environment Section.
Natural Resources
A detailed environmental study was not conducted for this Project Scoping Report. GIS
level research and a preliminary site review were completed. Figures 3, 4.1, and 4.2 show
the location of documented natural resources within and near the project study area.

Water Quality Resources:
There are no known stormwater BMP’s, such as bioretention basins, filtration and
infiltration basins, hazardous spill basins, level spreaders, or swales in the project
area. If the project moves to the design phase, these features can be added to
improve water quality of stormwater runoff into nearby receiving waters.
Wetlands/Jurisdictional Features:
This project lies in the Neuse River Basin (HUC 03020201). Figure 3 shows the
wetland/jurisdictional features from the National Wetland Inventory (NWI)
Mapper provided by the US Fish and Wildlife Service. There are two “Freshwater
Forested/Shrub Wetlands” and three jurisdictional streams in the project area
shown in Table 3 below. If the project moves to the design phase, field surveys
will be conducted to identify and delineate these jurisdictional features.

NCDEQ, Division of Energy, Mineral, and Land Resources (DEMLR):
This project has potential impacts to waters under the NCDEQ Surface Water
Classification with the following classifications: WS (water supply), ORW
(outstanding resource water), HQW (high quality water), or TR (trout waters). Both
the Fall Branch (Rocky Branch) and Little River are classified as Water Supply
(WS). At both crossings the proposed scope of work consists of widening for
additional travel lane and paved shoulder to the median, as well as widening outside
paved shoulder. Further study and consideration will be needed if this project
moves forward.
Floodways and Floodplains:
Floodway and floodplain data was pulled from the Flood Risk Information System
(FRIS). As shown previously in Figures 4.1 and 4.2, the project crosses through
the floodplains associated with Buffalo Creek, Fall Branch, and Little River. If this
project moves forward field surveys will be needed to properly identify these areas.
Protected Species:
The US Fish and Wildlife Service county species list (04/04/2018) was used to
make Table 4 below. According to the North Carolina Natural Heritage Program
database there is a National Heritage Program Area (NHPA) along the Robertson
Pond/Buffalo Creek Floodplain, and an identified habitat for the Dwarf Wedge
Mussel along the Little River. At both crossings the proposed scope of work
consists of widening for additional travel lane and paved shoulder to the median, as
well as widening outside paved shoulder. Further study will be needed if this
project moves forward to analyze any impacts to these habitats.

VI. Recommendations One six-lane widening alternative scenario was included with this scoping report
(additional alternatives were studied in FS-1504A, 2017). The recommended “Enhanced
Upgrades Alternative” includes the “Minimum Upgrades Alternative” - widening 7.5 miles
of the existing four-lane divided freeway to six-lane divided interstate – plus the
“Enhanced” Exit 435 and Exit 436 interchange improvements. There are no anticipated
Right-of-Way impacts along the mainline under the “Minimum” alternative. With the
“Enhanced” alternative, at both the NC 96 (Exit 435) and US 264 (Exit 436) interchanges,
moderate right-of-way impacts are anticipated with loop-ramp improvements.
During the FS-1504A concept development, input was garnered from various NCDOT
units and branches. The NCDOT Roadway Unit expressed the desire to provide a 46-foot
median and 30-mph loops for the 87-mile corridor of future interstate. Based on ROW and
environmental constraints, the median was not widened to 46 feet in this segment. Loop-
Ramp improvements have been included with the recommended “Enhanced Upgrades
Alternative”.
The “Minimum Upgrades Alternative” has costs of $43.3 M in construction, $0.2 M in
ITS, and no right-of-way costs. The recommended “Enhanced Upgrades Alternative” has
costs of $49.2 M in construction, $4.4 M in right-of-way, and $0.2 M in ITS.
This project is expected to receive both Federal and State funding. The most likely
document ype would be a Federal Type III CE for this project, with or without the
“Enhanced” improvements. The anticipated time to accomplish the NEPA planning and
design (Preliminary, Right-of-Way and Final Plans) is unknown. The recommended

improvements are expected to relieve congestion, improve regional mobility, and enhance
safety and travel times along the corridor.
VII. Additional Comments
During the FS-1504A concept development, input was garnered from various NCDOT units
and branches. The NCDOT Roadway Unit expressed the desire to provide a 46-foot median
and 30-mph loops for the 87-mile corridor of future interstate. Based on ROW and
environmental constraints in this segment, the median was not widened to 46 feet. Loop-Ramp
improvements have been included with the recommended “Enhanced Upgrades Alternative”.
During the FS-1504A concept development, input was garnered from various NCDOT external
partners. The Town of Zebulon provided the following comments:
