Executive Summary

EXECUTIVE SUMMARY

Background: The original stadium “Spokane Memorial Stadium” held its inaugural game on 15 September 1950 with a seating capacity of 25,000. The stadium was renamed “Joe Albi Stadium” in Spring of 1962 after the local sports booster who spearheaded the effort to construct a stadium for the residents of Spokane, WA. The current use of the stadium is primarily for high school football competitions. Following the installation of a new artificial turf field there has been ongoing effort to reimagine and revitalize the facility. Spokane Public Schools received Voter approval of a Capital Facility Improvements Bond with direction to construct a new stadium on the existing Albi Stadium property in 2018. Project Description: Joe Albi Stadium is a Spokane Public Schools owned facility that is looking to provide a more intimate spectator experience for high school sports. With the new seating capacity to be right-sized for the school districts use. While providing land for the construction of a new Middle School south of the stadium complex. Throughout the preparation of this Facility Program, flexibility of the stadium and site areas for use by the greater Spokane community was a goal. Guidelines: The guidelines formulated herein define the main space components, relationships of those spaces, and key qualities of such spaces. As such, this Facility Program forms the foundation and framework for planning spaces and fields for the new Spokane Public Schools stadium and will guide the subsequent design refinement decisions throughout the design process.

A. Introduction

The following field programing for the Spokane Public School Athletic Complex is a Summary of the programing meetings with the “Focus Group.” ALSC Architects has expanded upon the responses with typical field standards, and other recommendations.

B. Performance Field

Sports Striping – Football, Soccer, – requested by District. Lacrosse is currently not to be included in the field striping.

Artificial Turf – Suggested vendors – to be determined in design with the assistance of SPVV Landscape Architects

Turf Limits – Length in meetings was stated to accommodate a soccer field of 360’ (length) & 180’ (width) for Field sizes will be reviewed with Spokane Public Schools in design with SPVV Landscape Architects and ALSC Architects providing additional information to determine the final field sizes.

Sportfield Sizes: Football – 360’ x 160’ - requiredSoccer – 360’ x 180’ – (T.B.D.) Lacrosse – 360’ x 180’ – unified boys and girls (for reference)

Scoreboards – A minimum of one scoreboard (possible reuse of existing scoreboard to be Investigated in design – need further direction on whether it’s a digital, wireless, or video screen board. Design team suggests wireless.

Sound – Sound System/ PA – plenty of hookup points via in-ground field boxes for electrical, data connections. Microphone connection points on field level – to be determined in design.

Power – Plenty of hookup points via in-ground field boxes for electrical, data connections – requested.

Lighting – Games will be televised and video so lighting and infrastructure supporting the equipment will be necessary. Desired lighting levels to be determined by Design Team and Owner coordination. Further coordination between Design Team and Owner on lighting equipment desired.

Field Goal Posts – 10’ high crossbar with 20’ high posts. ALSC Architects recommendation is a 10’ gooseneck to accommodate the soccer goal.

Soccer Goals – 8’ Soccer Goals – to be held down with weights

Irrigation – Large rotor heads for cooling and cleaning the field desired.

Equipment To Be Housed In Field Storage Structure – 2 gators and trailers, groomer (broom), tractor with snow removal blade and snow blower.

Bus Drop – Bus drop off/pickup to occur on site near performance field locker room building. Bus staging can be off site. As many as 8-10 buses should be accounted for.

C. Natural Grass Fields

Soccer Field Size – Two (2) fields 360’ x 225’ to be considered in the planning outside of the stadium (it is assumed this doesn’t include the runout; will need to get preferred runout or spacing between the fields.)

Goals – 8’ Soccer Goals – to be held down with weights.

Buried Pins with Caps – For exact corners, mid-field and goal locations.

Vehicular Access points for emergency and maintenance – TBD

Fencing – To be discussed during design.

Consideration of gateway decorative fencing at select location.
