ICT4D NICTP-‐2003 Para 3.2.4: • The Government will ensure that a reliable state of the art ICT infrastructure, of adequate
capacity, high-speed and countrywide coverage is developed.
• The Government will support, through incentives and directives, bona fide institutions actively involved in the development and application of ICT.
• The Government will set up national IXPs and hierarchical IXPs, in collaboration with other countries as well as regional information and communications infrastructure.
• The Government will encourage appropriate lending mechanisms that foster a dynamic climate for entrepreneurs to venture into ICT and related sectors.
• The Government will encourage public and private sectors to explore various means of funding, including but not limited to loan finance, equity finance, incubation finance facilities, hire purchase finance, and grant finance for ICT development.

Broadband Targets for 2015 Ambi(ous but achievable targets
• Target 1: Making broadband policy universal. By 2015, To have a na(onal broadband plan or strategy or include broadband in our Universal Access / Service Defini(ons. • Target 2: Making broadband affordable. By 2015, Entry-‐level broadband services should be made affordable through adequate regula(on and market forces (amoun(ng to less than 5% of average monthly income). • Target 3: Connec(ng homes to broadband. By 2015, 40% of households should have Internet access. • Target 4: GeQng people online. By 2015, Internet user penetra(on should reach 60% worldwide, at least 15% in our Country.

Goal 1: Interconnect all African capitals and major ci4es with ICT broadband infrastructure and strengthen connec4vity to the rest of the world by 2012. Goal 2: Connect African villages to broadband ICT services by 2015 and implement shared access initia4ves such as community tele-‐centres and village phones. Goal 3: Adopt key regulatory measures that promote affordable, widespread access to a full range of broadband ICT services, including technology and service neutral licensing/authoriza4on prac4ces, alloca4ng spectrum for mul4ple, compe44ve broadband wireless service providers, crea4ng na4onal Internet Exchange Points (IXPs) and implemen4ng compe44on in the provision of interna4onal Internet connec4vity. Goal 4: Support the development of a cri4cal mass of ICT skills required by the knowledge economy, notably through the establishment of a network of ICT Centres of Excellence in each sub-‐region of Africa and ICT capacity-‐building and training centres in each country, ……. by 2015. ICT4D NICTP-‐2003 Para 3.2.4: • The Government will ensure that a reliable state of the art ICT infrastructure, of adequate
capacity, high-speed and countrywide coverage is developed.
• The Government will support, through incentives and directives, bona fide institutions actively involved in the development and application of ICT.
• The Government will set up national IXPs and hierarchical IXPs, in collaboration with other countries as well as regional information and communications infrastructure.
• The Government will encourage appropriate lending mechanisms that foster a dynamic climate for entrepreneurs to venture into ICT and related sectors.
• The Government will encourage public and private sectors to explore various means of funding, including but not limited to loan finance, equity finance, incubation finance facilities, hire purchase finance, and grant finance for ICT development.
• The Government will seek to ensure all installed ICT infrastructure is utilised effectively, and is synchronized to contribute to resilience and redundancy on a national basis.
