We all know, Road accidents create adverse impact on the economy, public health and general welfare of the people atlarge. Road accidents are increasing day by day, which has become a concern for all of us. Transport Department has takensteps to promote awareness among the general public about various aspects of road safety.

1. GOOD SAMARITAN POLICY :

Government of Odisha in Commerce & TransportDepartment has notified and stressed upon GoodSamaritan Policy to be implemented by hospitals,Police Stations, and all other Government authoritiesacross Odisha. In this regard, a pro-public StandardOperating Procedure (SoP) has been formulated forhassle free divulgence of information by the GoodSamaritan to the Police during preparation of report ortrial, for the protection of Good Samaritans / bystanderswho assist the road accident victims.

Some of the key features of the Policy are:

• In the case of a Good Samaritan / bystandermaking a phone call to the Police Station aboutoccurrence of accident, he may not reveal hispersonal details such as name, address etc.

• After having informed the Police about aninjured person on road he / she shall be allowedto leave the Police Station, unless he/shevoluntarily desires to be the witness

• After admitting an injured person in hospital,the person will be allowed to leave hospital, ifhe / she desires to do so. He / She may berequested by Hospital or Police to provide hisname, address etc. for the purpose of reward ortrial, but he may or may not provide details.

• Disciplinary or Departmental action shall beinitiated by the Government against theconcerned public officials who force a GoodSamaritan for revealing his / her name orpersonal details.

• All registered public and private hospital shallnot detain the Good Samaritan, demand paymentfor registration and admission cost unless theGood Samaritan is a family member or relativeof the injured.

• The injured brought to the hospital is to betreated immediately in pursuance of the orderof Hon’ble Supreme Court in Pt.ParamanandaKatara vs. Union of India & others.

If the Good Samaritan desires to be the witness:

• The Investigating Officer shall conduct theexamination at a time and place convenient tothe Good Samaritan and the Investigating Officerwill be in a plain cloth, unless the Good Samaritanchooses to visit the Police Station. The

Investigating Officer will maintain decency,decorum and dignity during examination.

• Where the Good Samaritan declares himself tobe an eyewitness, he shall be allowed to givehis witness on affidavit in accordance withsection 296 of CrPC.

Following financial assistance are recommended forrewarding the Good Samaritan:

• Rs. 2000/- as cash award

• If the victim shifted to the hospital in a hiredvehicle, the hiring charges shall be reimbursed.

• Good Samaritans will be felicitated at State leveland District level functions as a role Model forothers in society.

Procedure for rewarding the Good Samaritan:

• The Hospital Authority not below the rank ofAsst. Surgeon on receipt of address of the GoodSamaritan will reproduce it in the prescribedacknowledgement format prepared by Health &Family welfare Department and intimate thesame to the concerned RTO. The RTO will thenreward the Good Samaritan with a cash prize ofRs. 2000/- and a letter of appreciation.

The detailed Policy as notified by the Govt. ofOdisha is available in website of TransportCommissioner (www.odishatransport.gov.in / nic.in) inOdia and English language

2. SELF- EMPLOYMENT OPPORTUNITIES FOR WOMEN :

With the objective to create self-employmentopportunities for women, the Govt. Driving TrainingSchool, Bhubaneswar with the support of “MissionShakti” of Women & Child Development Departmenthas initiated Driving Training in LMV category. Trainingis being imparted through Driving Simulators as wellas practical on- road training. During the financial year2017-18, as many as 101 women candidates have beentrained under this scheme at the Govt. Driving TrainingSchool, Bhubaneswar.

After successful completion of training andtesting of driving skills by the competent authorities,Driving Licences (DLs) have been issued to them. Outof 101 such woman trainees, 72 candidates weresponsored by Women Self Help Groups in 2-batchesand rest 29 candidates were self financed generalcandidates. Mission Shakti was providing food &conveyance allowance to the trainees during trainingperiod. At present, 41 women candidates form Women

Self Help Groups sponsored by “Mission Shakti” areunder training at Govt. DTS, Bhubaneswar. It is expectedthat, many of the women drivers will take up drivingas a career in future.

3. ENFORCEMENT AGAINST VIOLATION OF HELMET LAW :

In the year 2016 more than 35% of the peoplekilled in road accidents were two wheeler drivers andpillion riders. Most of these people killed in roadaccidents were not using Helmet. As per Section-129of the Motor Vehicle Act, 1988, It is mandatory for useof the protective head gear both by the driver andpillion rider of the Two Wheeler. Also , Rule -138 (4)(f)of the Central Motor Vehicle Rules, 1989 mandatesthat the manufacturer of the two wheeler shall supplya protective headgear conforming to specificationsprescribed by the Bureau of Indian Standards underthe Bureau of Indian Standard Act, 1986 (63 of 1986).The Chief Secretary has directed all Collectors, S.Ps.,RTOs to conduct stringent enforcement againstviolation of Helmet Law on National Highways andState Highways. During the year 2017, 1,01,752 HelmetLaw violations have been detected in the State, out ofwhich 87,869 violators have been counseled not tocommit such mistake in future.

4. ODISHA PERMIT MANAGEMENT SYSTEM (OPMS):

STA has introduced OPMS to bringtransparency, convenience and improve efficiency inpermit application and processing. OPMS is a webbased application developed by M/s SPARC underbanner of ORSAC for Transport Commissioner, Odisha.The application features Real time iteration ofproposed timings, viewing status of permit applicationby the applicant, real time notification over SMS,integrated file processing and tracking / escalationmechanism etc. The Bus operators can apply for

permits for their Stage Carriages on different routesonline through OPMS. They can also pay applicationand permit fees online. The processing in STA andRTAs is done online and the permits are made availablein the Dashboard of the Bus operator from where she/ he can download and use. Several permit relatedservices like renewal, surrender, replacement ofvehicles conversion of temporary to permanent permitnow available in OPMS. The bus operators for moreinformation can visit the linkopms.odishatransport.gov.in and follow the steps givenin the user manual to login and use OPMS application.OPMS was lunched by the Honn’ble Minister,Commerce & Transport, Odisha on 9th August, 2017.

5. IMPLEMENTATION OF VAHAN 4 / SARATHI 4:

VAHAN 4.0 is a centralized web enabled onlinecomprehensive system for Vehicle Registration & allits related services and Sarathi 4.0 is for issuance ofDriving License & all related services at RegionalTransport Offices as mandated by Central MotorVehicles Acts/Rules and Odisha Motor Vehicles Rulesand Odisha Motor Vehicles Taxation Rules. Thesoftware has been customized with Odisha MotorVehicle Rule & Odisha MV Taxation Rules fordigitization of processes at RTOs.

Both the VAHAN 4.0 & SARATHI 4.0 applicationsensure highest level of transparency, security andreliability of operations through a PAN India centralizeddatabase stored at NIC in a highly citizen and tradecentric web enabled environment. These twoapplications are in multi-user environment whereinthe end customers (citizens) are to be empowered toperform most of the RTO related transactions (includingpayments) either from the comfort of home or fromauthorized third party service provider/s in theirvicinity.

This will help, to a large extent, in removingthe hassles and queues faced currently by citizenswhile visiting RTOs for availing basic online servicesand conducting basic transactions. More importantly,the Vahan and Sarathi 4.0 version have minimized theextensive paperwork and documentation requiredpreviously, while eliminating the possibility ofmiddlemen exploiting the uneducated citizens. Theapplication can be accessed in any browser includingmobile browsers. Odisha is one of the few states tohave implemented both Sarathi 4.0 and Vahan 4.0 inall the RTO offices in the State.

Section 181- Driving a motor vehicle without validdriving license is an offence punishable with fine ofRs.500/- or imprisonment upto 3 months or with both.

Section-182(1) Driving a motor vehicle when thelicense is invalid / suspended / cancelled or the driveris declared unfit is an offence punishable with fine ofRs.500/- or imprisonment upto 3 months or with both.

Section-183. Driving a motor vehicle exceedingpermissible speed limit is an offence punishable withfine of Rs.400/- for first offence and Rs.1000/- forsubsequent offence.

Section 184. Driving a motor vehicle with excessspeed which is dangerous to public is an offence andpunishable with imprisonment for 6 months or fine ofRs.1000/- or with both for first offence. If subsequent

offence is committed within three years, the offendershall be punishable with imprisonment for 2 years orfine of Rs.2000/- or with both.

Section 185- Driving a motor vehicle underinfluence of alcohol or drug is an offence andpunishable with imprisonment for 6 months or fine ofRs.2000/- or with both for first offence and forsubsequent offence punishable with imprisonment for2 years or fine of Rs.3000/- or with both.

Section 186. Driving a motor vehicle by a mentallyor physical unfit person is an offence punishable withfine of Rs.200/- and Rs.500/- for subsequent offence.

Section 189- For participating in speed driving ofa motor vehicle at public place without writtenpermission from the State Government is an offencepunishable with imprisonment for one month or fineof Rs.500/- or with both.

Section 190 (2) - Driving a motor vehicle violatingprescribed standards of Road Safety, control of noiseand air pollution is an offence punishable with a fineof Rs.1000/- for first offence and Rs.2000/- forsubsequent offence.

H. ROAD ACCIDENTS IN ODISHA – 2016 AN ANALYSIS :• Type of Roads – 38% of the road accidents

occurred on N.H• Weather Condition – In good weather condition

46% of the road accidents occurred.• Types of vehicles – Two Wheelers are involved

in 35% of the total accidents followed by 22.83%by goods vehicle.

• Age of the Vehicles – The vehicle within the ageof 5 yeras causes 41% of the accidents.

• Causes of Accidents – 96% accidents are occurreddue to fault of drivers.

• Resposibility of Drivers – 47.32 % of the accidentsare caused due to over speed followed by 12%due to drunken driving.

• Age of persons killed - 79% of the road accidentvictims are under the age of 45 years.

• 9.4% of the drivers of the accident vehicles weredriving without D.L

I. ROAD SAFETY INITIATIVES:

1. Road Safety has been included in the curriculumof the School students from Class V to VIII.

2. Steps have been taken for removal of liquorshops from the side of Highways as per directionof Hon’ble Supreme Court.

3. Good Samaritan policy has been notified forprotection of the Good Samaritan, who help theroad accident victims.

4. 286 Black spots have been identified by the RoadOwning Departments based on 2014-2016accident data and action plan prepared forrectification of the same.

5. Zero Tolerance day on traffic violation is beingobserved in every district once in a week.

6. From April 2015 to Dec 2017, total 70,953 DLs ofthe traffic violators have been suspended bythe competent authorities for drunken driving,over speeding, carrying of passengers in goodscarriages, carrying overload in goods carriages,using mobile phone while driving and red lightjumping.

7. 37 Interceptor vehicles deployed for detectionof over speeding.

8. I50 Breathe Analysers provided for detection ofdrunken driving.

9. Nine Accident Helplines opened for post accidentcare.

10. Eight Trauma Care Centres opened for treatmentof accident victims.
