KEY REFORMS POLICIES AND PROGRAM
UPGRADE QUALITY: •Adopted new standards for concrete pavement thickness from 230mm to 280mm;•Outsourced project inspection and quality assurance;•Developed new construction design standards and specifications – upgrade drainage specifications, slope protection & soil erosion control, widening of national roads;•Strengthening/retrofitting of national bridges to comply with international seismic standards.
SAFETY: • SAFER ROADS PROGRAM• Construct loading and unloading bays for road safety;• Improve road safety using Traffic Accident Recording and
Analysis System (TARAS) and International Road Assessment Program (iRAP);

PROJECT OBJECTIVE: To provide better access to Ninoy Aquino
International Airport and PAGCOR Entertainment City
PROJECT DESCRIPTION: The NAIA Expressway Project connects
Manila South Skyway. Design and construction of 5.2 km.
elevated structure. The new alignment connect NAIA Terminals
I and II and to PAGCOR City. The private sector to finance, design,
construct, operate and maintain the project.

PROJECT STATUS: Awaiting NEDA Board’s approval of the
project. PAGCOR Locators/License Holders are willing

PROJECT OBJECTIVE:• Will decongest Metro Manila traffic and provide
better access to Manila Ports.• It will also complete the connection of NLEx with
SLEx.PROJECT DESCRIPTION: • This involves the construction of a 13.4 km, 4-lane
elevated expressway to link the existing NLEX and SLEX passing through Metro Manila and utilizing the existing PNR alignment as its route.
PROJECT COST:
• Php 20.181 Billion (US $ 469 Million)

PROJECT TIMELINE:
Central Luzon Expressway (CLEx) - Phase ICentral Luzon Expressway (CLEx) - Phase I
PROJECT OBJECTIVE:• This will support development of regional urban
centers in Central Luzon and the Pacific Ocean Coastal Areas in order to decrease overconcentration of socio-economic activities in Metro Manila.
PROJECT DESCRIPTION:• Construction of a 4-lane expressway with a total
length of 30.7 kms.• It diverges from SCTEx at 2.5 km north of
Luisita Interchange and traverses flat plain of Central Luzon in the east-west direction, then passes Cabanatuan City and ends at San Jose City.
• Phase I ends at Cabanatuan City and Phase II at San Jose City
PROJECT COST:• Php 15.92 Billion (US$ 370.2 M), (US $ 1=P43)
PROJECT TIMELINE:
PROJECT STATUS:• Loan Agreement already signed last March
2012 between the Philippine Government and the Government of Japan.
• The construction of this project will be financed through ODA while Operation and Maintenance (O & M) will be under PPP.

Quirino Highway (Operation and Maintenance):
Improvement/rehabilitation of a 93.45 km (2 lanes) national road that traverses Quezon, Camarines Norte and Camarines Sur Provinces.
TOR for the Consultancy Services to Conduct Business Case Study and the subsequent ABC for the corresponding Consultancy Services was already approved.
Conduct of Business Case Study to be funded under the Project Development and Management Facility (PDMF) of the PPP Center.
