Governors’ Authorities• Governors’ domestic emergency powers are broad and
expansive.
• As State commanders-in-chief, Governors can activate and deploy state militia forces (AKARNG, AKANG, ANM, ASDF) in their own state and provide military support to other states for any purposes not expressly prohibited by state law.
• When supporting states’ National Guard forces operate within a supported state, they do so under the tactical-like control of The Adjutant General (TAG) of the supported state. TAG normally delegates this authority over supporting forces to a JTF CDR.

DODD 3025.18 recognizes that a State may direct a State immediate response using National Guard personnel in a State Active Duty (SAD) or already in a Title 32 status. However, National Guard personnel will not be placed or extended in Title 32 status in order to conduct State immediate response activities.
National Guard Bureau regulations include to save “limb and eyesight” as other reasons for providing immediate response. Otherwise, check with each individual State National Guard for guidance on conducting State immediate response in a SAD or Title 32 status.
Examples of IRA Assistance
Search, rescue, evacuation, emergency medical treatment.Maintenance or restoration of emergency medical capabilities.Safeguarding of the public health. Emergency restoration of essential public services and utilities, including fire fighting, water, communications, transportation, power, and fuel.Emergency clearance of debris, rubble, and explosive ordnance on roadways for responders to use.Other actions to save lives, prevent suffering, and mitigate great
property damage.
