Smarter requirements management in large scale construction projects at Trafikverket
Roland Johansson, COO at Adocus
Introduction
• Extending a SW–tool into the construction industry
• The Swedish Transport Administration (Trafikverket) constantly runs very large projects with costs in the billions and time schedules in years.
• The projects are very complex with many involved contractors, and with high expectations on quality and timely execution.
• Requirements management fundamentals are common
Case
• Rational Requirements Composer (RRC) at the Swedish Transport Administration (Trafikverket)
• RRC is the requirements management component of CLM, the Collaborative Lifecycle Management solution on the Jazz platform
• Adopted for a non IT-environment• Requirements on road-building, tunnels, railroads and
bridges.
• Licenses with a capacity for 150 users plus 150 reviewers
• IBM Global Finance (IGF) engaged to match customer costs with user ramp-up
• Ramp-up started in May 2013 and ends in March 2014.
Trafikverket
• Plans, builds and maintains roads and railroads• 100 000 km roads• 12 000 km railroads
• 6 regions, 6500 employees• Headquarters in Borlänge• Offices in Luleå, Gävle, Stockholm, Eskilstuna, Gothenburg and
Kristianstad.
• Very large projects• Stockholm Bypass: 28 bn SEK• West Link, Gothenburg: 20 bn SEK• Stockholm City Line: 17 bn SEK
• Complex projects• Influenced by regulations and environmental concerns• Many contractors involved• Runs for several years
Usage
• Requirements for construction• Regulatory• Environmental Impact• Best Practices
• Requirements fulfillment• Calculations• Dimensioning• Best Practices
• Deviations• Environmental Impact• Best Practices
• Controls• Plans• Simulations• Inspections

Satisfying Needs
• Common tool– Large projects - Stockholm Bypass– Small projects – a single bus stop
• Tracing– Between project stages– Between project levels– Between requirements
• Support– Common methods– Collaboration– Version control– Automated metrics
• The five imperatives of CLM1. Real Time Planning
2. Life Cycle Traceability• Tracing• Version control• Built-in approval method• Reusing requirements makes it easy to create similar
projects• Regulations, requirements and best practices are easy
shared between projects
3. In Context Collaboration• Built-n collaboration• Built-in review method• Easy to invite participants
4. Continuous Improvement• Common methods• Common templates• Easy to modify templates
5. Predictability with Reporting• Automated metrics
Usage Adaptation
• Highlights:– Use their terminology– Use the RRC-component of CLM– RRDI added for online reports– RPE for creating reports to RRDG– Links with an obvious purpose– Attributes to carry specific information
• Two missing features– Limiting read access within a project– Role based customization of the UI

Future Ideas
• Input requirements– Legal requirements– Regulations– Best Practices– Stakeholders requirements
• Smart Cloud– Test– Staging

Background
• The Swedish Transport Administration constantly runs very large projects with costs in the billions and time schedules in years.
• They are very complex projects with many involved contractors, projects with high expectations on quality and timely execution.
• Some current projects are:– Stockholm Bypass
(Förbifart Stockholm, a 21 km bypass with 18 km in tunnels, estimated cost 28 bn SEK),– Stockholm City Line
(Citybanan, 6 km long commuter train tunnel, estimated cost 17 bn SEK.)– West Link in central Gothenburg
(Västlänken, 8 km long with 6 km in tunnels, estimated cost 20 bn SEK).
• Adocus and IBM supported the Administration in solving the need to manage the requirements, with all its details for each activity, contractor and subproject - by extending the use of smart requirements management from the mundane domain of IT development to the complex world of major infrastructure projects, having the word infrastructure regaining its original meaning.
