Whereas, while your posting in District Police Line Jammu you were found absent during fall-in and accordingly you were marked absent vide DDR No.31 dated 03.08.2013.Whereas, you resumed your duties vide DDR No.12 dated 18.07.2014 after remaining absent for a period of 320 days.Whereas, you had been transferred from JKS range to DKR range and further adjusted in District Kishtwar vide RPHQ Batote Order No.211 of 2014 dated 01.08.2014 and you had joined at DPL Kishtwar on

04.08.2014.Whereas, SSP Jammu vide his office letter No.DE/2014/33435 dated 13.08.2014 addressed to DIG DKR range Hqrs Batote had submitted your absentee papers for initiation of departmental enquiry against you.Whereas, a departmental enquiry was initiated against you vide DPO Kishtwar Order No.06 of 2015 dated 05.01.2015 in connection with your un-authorized absence from duty for a period of 320 days from DPL

Jammu and entrusted to SDPO Atholi for conducting the same.Whereas, SDPO Atholi vide his office letter No.SDA/2015/287 dated 13.03.2015 served a summary of allegations upon you which were also read over to you in the language best known to you.Whereas, SDPO Atholi vide his office letter No.SDA/2015/673 dated 28.03.2015 served the charge sheet upon you and also directed you to reply the charge sheet with in a period of 07 days otherwise ex-parte deci-

sion would be taken against you.Whereas, Lines Officer DPL Kishtwar was directed by enquiry officer to depute you in the office of SDPO Atholi for facing the departmental enquiry. Lines Officer DPI Kishtwar vide his signal No.400-01/DPL dated

12.06.2015 informed that you were running absent w.e.f 14.04.2015.Whereas, during the course of enquiry the enquiry officer directed you through a number of wireless messages which inter-alia include message No.

1. SDA/15/1277-79 dated 24-06-20152. SDA/15/1508-10 dated 16-07-20153. SDA/15/1693-95 dated 03-05-2015to resume your duties and face the departmental enquiry. A show cause notice was also issued and served upon you with the directions to resume your duty and the same was also got noted by you on 09.08.2015through deputed ASI Raj Kumar of P/S Miran Sahib. But despite that you did not resume your duties within the stipulated period.

Whereas, SDPO Atholi (E/o) has submitted his findings vide his office No.SDA/2015/1952 dated 28.08.2015 and has recommended for your "Dismissal" from service in view of your prolonged absence.Whereas, to provide full opportunity to you a de-novo enquiry was initiated and entrusted to Sh. Perbeet Singh, Addl. SF Kishtwar.Whereas, enquiry officer again flashed a series of messages/letters which inter-alia include message No.

Vide receipt No.EE8439288541N dated 20-06-2018 attendance notice served through registered speed post to you for joining duties and facing departmental enquiry but you did not bother to report. Accordingly anattendance notice was served upon you through Head constable Ravinder Singh No. 97/Ktr of DFL Kishtwar and the same was got noted by you in presence of two witnesses namely Parameet Singh S/O Harnam SinghR/O Simbal W.No.01 RS. Pura Jammu and Harpreet Singh S/O Ranjeet Singh R/O Basti Govind Pura Tehsil R.S Pura District Jammu.

Whereas, on 29.11.2015 vide DDR No.36 you were deputed to Dy.SP (VIP) Adm Security Kashmir in compliance to his signal No. Sec/K/Dy.SP-VIP/2016/153 Dated 26.09.2016 for facing a departmental enquirywhich was lying pending against you. But you did not report back to DPL Kishtwar till date.

Whereas, on the perusal of your service record, it has been found that you are habitual of absenteeism and in consequence of which you have earned the below mentioned punishments.1. A/I Forfeited : 03 Times2. A/I Stopped : 01 Times3. Censure : 03 Times4. Diesnon : 07 Times

Whams, again this prolonged absence seems to be willful and intentional on your part which indicates that you are not interested to serve anymore in the department.Whereas, in view of above discussed facts and circumstances, undersigned is of the opinion that you are habitual of absenteeism and indiscipline and you remained un-authorisedly absent for 320 days and from 29-

11-2015 you are continuously running absent from duty which is a grave misconduct on your part and which cannot be accepted in a disciplined force.Whereas, during the course of enquiry you have been provided with sufficient opportunity to defend yourself but you deserted the duties and are unauthorisely absent w.e.f 29-11-2015 to till date.Now, therefore, in exercise of powers vested in me, Rajinder Kumar Gupta- JKPS, SSP Kishtwar, do hereby ask you constable Gurjeet Singh No. 541 /Ktr, P1D No.EXJ-965692, to show cause, if any as to why you

STATE TIMES NEWS SAMBA: On the occasion of Teachers Day, theDistrict Administration Samba in collabora-tion with 129 INFAN (TA ECO JAKLI)launched a mega plantation drive at Samba onWednesday.

District Development Commissioner Samba,Sushma Chouhan was the Chief Guest on theoccasion who inaugurated the plantationdrive. During the drive about 40,000 plants ofdifferent species including flowers, ornamen-tal and fruit plants were planted. The majorpart of the drive was carried out by RDD,Education, Health, ICDS, IWMP andTransport department at the identified loca-

tions like Panchayat Ghar, AnganwariCentres, health centres, CFCs, educationalinstitutions, road side, canal plantation andponds.

Speaking on the occasion, the DDC urgedthe participants to plant more and more treesto save the environment from global warming,pollution and other anti-environmentaleffects. "Such initiatives would bring majorrelief to the environment besides it also main-tain the ecological balance", the DDC main-tained.

She asked the students to aware the societyregarding the importance of green gold andmaking the Samba town green and clean. Shethanked 129 INFAN (TA ECO JAKLI) andKokuyo Camlin for their active support inorganizing the event and hoped that similarprogrammes would organized in future. Thelocals of the area hailed the initiative of thedistrict administration, 129 INFAN (TAECO JAKLI) and Kokuyo Camlin for organ-izing the plantation drive.

SAMBA: The deputation of the people of village Badheri metXEn PHE at his office Nandani Hills Samba on Wednesday.

Led by Ex Panch of village Badheri, a large number of menand women of village Badheri apprised the officer that theyare facing many difficulties without water as department issupplying water only twice a week.

They also said that the water pipes are totally rusted andthere are small vantage in the pipes in different places. Theydemanded immediate changed of pipes so the people get cleanwater supply. XEn PHE Samba assured them that their prob-lems will resolved soon.

Kushan Public School takes outawareness rally

STATE TIMES NEWS SAMBA: Kushan Public Higher Secondary School Sambatook out an awareness rally at Samba.

The rally was flagged off by MLA Samba Dr D.K Manyalwhereas Executive Officer of the Municipal Committee SambaJodh Raj was also present.

A large number of students of the Kushan Public HigherSecondary School Samba were also present in the awarenessrally. The rally started from Hari Singh Chowk Samba andpassing through Main Bazaar Samba, Chohatta ChowkSamba culminated back in school premises. They gave mes-sage to the people to save the environment and not use ofPolythene. The rally was organised by Verinder SinghPrincipal of the School.

He emphasizedupon banks to simplify the sys-tems and procedures so thatmaximum beneficiaries arecredit linked under variousschemes for generation ofemployment amongst theneedy and poor people.

STATE TIMES NEWS RAMBAN: A training programme wasorganised on Wednesday for ReturningOfficers (ROs), Assistant ReturningOfficers (AROs) Nodal Officers/Zonal andSector Magistrates to update them aboutthe forthcoming Municipal Elections(ME).

The training was held under the chair-manship of District DevelopmentCommissioner Ramban, Showkat AijazBhat who is also the District ElectionOfficer (DEO).

District Level Master Trainers ACRRamban Vevaik Puri and SDM RamsooViqar Giri besides Master Trainers sensi-tised the participants about Model Code ofConduct, Nomination Process, Scrutiny ofNomination Forms, Withdrawal ofCandidature and Allotment of Symbols.

Meanwhile, the DEO called upon the con-cerned officers to stay prepared well beforethe polls. He asked the officers to performtheir duties with utmost dedication andstrictly adhere to the guidelines of ECI forsmooth conduct of Municipal polls.

regarding scrutiny, filling up of nomina-tions, rejection of nominations, qualifica-tion of nominations and completion ofpolling process till the conclusion of thedeclaration of the results.

UDHAMPUR: To ensure smooth conductof upcoming elections of Urban LocalBodies (ULB) in the district, the DistrictElection Authorities organised a trainingprogramme for Returning Officers (ROs),Assistant Returning Officers (AROs) andNodal Officers under the chairmanship ofDeputy District Election Officer,Udhampur Sapna Kotwal here today.

Dy DEO asked all the ROs and AROs andNodal Officers to work in synergy and coor-dination to ensure free, fair and transpar-ent upcoming Urban Local Bodies election.
