As per the order issuedby Principal Secretary toGovernment, FinanceDepartment, Navin KChoudhary, sanction hasbeen granted for HardshipAllowance at the rate of 8per cent of Basic Pay in theRevised Pay Levels infavour of Gazetted andNon-Gazetted Police per-sonnel except those as indi-cated under para (2) witheffect from January 1,2019 in lieu of HardshipAllowance paid at the rate

of 10 per cent of pre-revised basic pay as perGovernment Order NoHome-1162(P) of 2010dated September 16, 2010.

The order further states "Grant of HardshipAllowance at the rate of 10per cent of Basic Pay inthe Revised Pay Levelswith effect from January3, 2019 in respect of classi-fied category of PolicePersonnel includingSpecial Police Componentand Bomb Disposal Squad(Existing number of posts1971 as on January 16,2019), the details of whichshall be notified by theFinance Department sepa-rately in consultation withHome Department."

STATE TIMES NEWSJAMMU: The Finance Department has clarified date of nextincrement--Rule 10 of J&K Civil Service (Revised) Pay Rules,2018.

Consequent upon implementation of 7th Pay Committee recom-mendations to State Government employees vide SRO- 193 of2018 dated April 24, 2018, various doubts have been expressedby certain quarters as to what shall be the date of next incrementin respect of an employee appointed or promoted or grantedfinancial up-gradation (In-situ promotion) on 1st January or IstJuly.

The issue has been examined in Finance Department in light ofclarification issued by Department of Expenditure, Ministry ofFinance, Govt. of India vide Office Memorandum F.No. 4-2112017-1C/E-111(A) dated 31st July, 2018.

Accordingly, it is clarified as "In case an employee is grantedpromotion whether functional or non-functional (viz In-situ/timebound promotion) on 1st January or 1st July, where the pay isfixed in the level applicable to the post on which promotion ismade in accordance with the Rule 12 of the J&K Civil Service(Revised) Pay Rules, 2018, the first increment in the level appli-cable to the post on which promotion is made shall accrue on thefollowing 1st July or 1st January, as the case may be, subject tothe condition that the completion of six months' qualifying serv-ice is strictly fulfilled. The next increment shall, however, accrueonly after completion of one year of incremental service."

The ESM rally was conducted in close coor-dination with state administration and ZilaSainik Board, with the aim of addressing,

grievances and anomalies in disbursement ofpension, land and legal issues of ExServicemen and Veer Naris and providingthem information about Ex ServicemenContributory Health Scheme (ECHS). Theevent received an overwhelming responseand approximately 26 ex servicemen and VeerNaris, 406 patients and 62 livestock from vil-lage Mendhar and adjoining areas were bene-fited from the facilities provided. The seamlesssynergy between army and civil administra-tion, particularly medical department, provid-ed a long awaited opportunity to the needylocal population.
