On Thursday (18/10), the Governor of Lemhannas
RI Prof. Dr. Ir. Budi Susilo Soepandji, D.E.A welcomed a
15-member delegation of the Korean National Defense
University (KNDU) led by Prof. Lee Sang-Hoon. The visit
was a part of KNDU study tour program to learn about
military policies in Indonesia and to exchange views with
the participants of Lemhannas RI’s educational course.
On the opportunity, the governor was accompanied
by Deputy Governor of Lemhannas RI Lt. Gen. Moeldoko,
S.I.P., Expert Professional in Diplomacy/International

While next year Lemhannas RI will offer an
opportunity for a Korean participant to attend a Regular
Educational Course Program (PPRA) in Lemhannas RI.
The courtesy call ended with an exchange of
souvenirs between Lemhannas RI and KNDU and a photo
session with officials of both sides.
A discussion was then held at the Nusantara I meeting
room of Trigatra building, Lemhannas RI, following the
courtesy call.
The discussion in general addressed, among others,
the instutional profile of Lemhannas RI, the state and
system of educational curriculum in the field of security,
the role played by Indonesia in security and military
cooperation in the region, the cooperation potentials
between Lemhannas RI and KNDU as well as the solution
for its implementation. Both sides agreed to continue
improving all the cooperation potential between
Indonesia and Korea.
The discussion was moderated by Expert Professional
in the Field of Diplomacy/International Relations Air
Vice Marshal (Ret.) Surya Dharma, S.I.P. Lemhannas RI
in the discussion was represented by Expert Analyst in
Geography Maj. Gen. Endang Haerudin, S.T., M.M., Chief of
Public Relations Bureau Brigadier General Sahat Aritonang
and Chief of Cooperation Bureau Commodore Sulistiyanto,
M.Sc.

On Wednesday (24/10) the Office of the Deputy for
Strategic Analysis of Lemhannas RI held a Roundtable
Discussion with the theme “Enhancing Agricultural
Productivity in Achieving Food Security in the Context of
National Resilience” on the 3rd Floor, West Wing of Asta
Gatra Building of Lemhannas RI.
The roundtable discussion opened by the Governor
of Lemhannas RI Prof. Dr. Ir. Budi Susilo Soepandji, D.E.A.
featured several speakers, such as Director General for
Food Crops of the Ministry of Agriculture Ir. Udhoro Kasih
Anggoro, Prof. Dr. Bungaran Saragih, M.Ec. from the Bogor
Agricultural Institute and Dr. Aviliani S.E., M.Sc. from the
National Economic Committee.
In his presentation Prof. Dr. Bungaran Saragih, M.Ec.
highlighted some important points as part of strategies
to build food resilience in autonomous provinces, such
as anticipation of global food crisis, sustainable rice self-
sufficiency, national rice consumption, agribusiness system
in regional autonomy and cross-institutional coordination.
Meanwhile, according to Dr. Aviliani, S.E., M.Si., the
agricultural sector needs to be strengthened by promoting
a discourse in Agricultural Bank or Agricultural Insurance.
On the other hand, the Director General for Food Crops
of the Ministry of Agriculture put an emphasis on the
agricultural productivity in achieving food security in the
context of national resilience through policies, strategies,
and efforts to improve agricultural productivity in
Indonesia.
The roundtable discussion attended by the structural
and functional officials of Lemhannas RI also discussed
the factors hindering the improvement in agricultural
productivity as well as the policies, strategies and efforts
increasing it. The other issues related to the need to further
promote food consumption diversification policies were
also addressed in the discussion.

PPRA XLVIII’s Overseas Strategic Study
The Regular Educational Course Program (PPRA)
XLVIII conducted a one-week Overseas Strategic Study to
Singapore, Malaysia, Vietnam and Myanmar. It is one of the
main activities of Lemhannas RI’s educational program.
The Strategic Study, which lasted from 29 October
to 2 November 2012, aimed at providing an opportunity
to the participants of PPRA XLVIII to observe firsthand the
strategy, pattern and system of the national development
of the destination countries. The results of their
observation will then be compared against the Indonesian
national resilience, particularly those aspects related to
the educational theme ”Food Security in the Context of
National Self-Reliance”.
Through this Overseas Strategic Study Program, the
participants had the opportunity to learn, understand
and analyze those aspects based on the conditions of the
visited countries in terms of ideology, politics, economy,
socio-culture, defense and security in the perspective of
national resilience.
With all the opportunities offered during the Overseas
Strategic Study, the participants had carried out the
program earnestly with dedication and responsibility.
Such a program is expected to allow them to further
contribute in terms of brilliant and constructive insights for
Lemhannas RI and Indonesia, and thus, giving substance
to the nation’s independence.
The results of the Overseas Strategic Study will be
reported to the governor of Lemhannas RI from 13 to 14
November 2012.

Eid al-Adha “Festival of Sacrifice” as Manifestation of Social Solidarity
The Deputy for the Strengthening of National Values
of Lemhannas RI Rear Admiral Santoso, M.Sc., on behalf
of the governor of Lemhannas RI, led the slaughtering of
sacrificial animals in Lemhannas RI on the celebration of
Eid al-Adha 1433 H on Monday (29/11).
The event was themed “Eid al-Adha: a Manifestation
of Social Solidarity towards Devotion to Allah Almighty”
and held at the East Parking Lot of Lemhannas RI.
The Eid al-Adha marked by the slaughtering of
sacrificial animals is not just a meaningless religious
tradition, or mere ceremonial practice of “slaughtering”
sacrificial animals.
But in fact, it contains meaningful values as a
manifestation of devotion to God Almighty, such as in the
story of the Prophet Abraham AS and his son Ishmael.
It eliminates excessive hubbud dunya (love of the
world), greed for excessive material wealth and at the same
time promotes social solidarity with other people sharing
the planet with us.
The Eid al-Adha or Feast of Sacrifice has two
dimensions, which are transcendental ritual where the
animal sacrifice is seen as a form of spiritual expression
in the form of servitude to Allah SWT as well as social
dimension that is reflected in the distribution of all meat of
sacrificial animals to the poor.
At the end of his speech read by the Deputy for
Strengthening of National Values of Lemhannas RI Rear
Admiral Santoso, M.Sc., the governor of Lemhannas RI
urged Lemhannas RI members to take advantage of the
momentum and show concern for the poor, helping them
gain a better livelihood and ease their burdens.

Indonesia – Korea to Strengthen Cooperation
On Tuesday (6/11) the Governor of Lemhannas RI
Prof. Dr. Ir. Budi Susilo Soepandji, D.E.A. received a courtesy
call by the President of the Korean Institute for Defense
Analyses (KIDA) Lt. Gen. (Ret.) Bang Hyo-bok and his three
members of delegation, as well as the Korean Defense
Attaché in Jakarta who accompanied them.
“I make this visit to Indonesia with the purpose to
develop a cooperation between Korea and Indonesia,
particularly in the areas of research and development, as
well as to share experiences and views between our two
countries related to defense and security”, said President
of KIDA. He hoped that the cooperation relations could be
improved and better managed through more intensive
communication and interaction.
“With a population of 250 million people, I am
optimistic that Indonesia will play even a greater role in
the region and in the world”, he added.
KIDA is Korea’s defense research institute for issues
related to defense with 60% of its funding coming from
the government, while the remaining 40% from the
private sector. This institution contributes to the decision-
making process in the field of defense through intensive
and systematic research and analysis. KIDA’s main areas
of research include security, military strategy and defense
industry.
The Governor of Lemhannas RI Prof. Dr. Ir. Budi Susilo
Soepandji, D.E.A., on the occasion, expressed his hope for
the cooperation to be realized in a more concrete form.
“Further discussion is needed regarding concrete
measures of cooperation between the two parties, for
examples, issues related to food, renewable energy,
democratization, political stability, poverty, infrastructure
and defense industries, or perhaps those issues associated
with non-traditional threats like cyber threats as conveyed
by KIDA President, or tropical diseases, and many others,
“said governor of Lemhannas RI.
It was reported that the 40th anniversary of the
establishment of diplomatic relations between Indonesia
and Korea will occur next year, and in that regard, the
KIDA President invited the governor of Lemhannas RI to
visit Korea. The 40th anniversary is expected to give a
new momentum to further strengthen the cooperation
between the two countries.
The governor of Lemhannas RI also conveyed that
next year, for the first time, the Regular Educational Course
Program (PPRA) of Lemhannas RI will be attended by a
Korean participant.

State Borders to be Developed as Indonesia’s Front Yard
State borders should be developed as the front yard
of the unitary state of the Republic of Indonesia. The
statement was expressed in the roundtable discussion held
in Trigatra Building of Lemhannas RI, Jakarta, on Tuesday
(6/11). It is said that the paradigm of the state border as
the front yard should replace a long-held view which has
put it as the back yard instead all this time.
“The borders should be developed as our front
yard as they have a particular significance, in the aspects
of economy, geopolitics, and defense and security,”
said Governor of Lemhannas RI Prof. Dr. Ir. Budi Susilo
Soepandji, D.E.A. In his opinion, the border areas are not
just very strategic, but they are also very prone to conflicts
when it comes to state defence and security.
In this regard, the governor said that the
implementation of state defense to safeguard the
sovereignty and territorial integrity of the unitary state
of the Republic of Indonesia, especially by the people
in the border regions, has not been understood and
implemented properly.
He further mentioned that such a problem is
caused by the fact that the defence and security in the
border regions have not been prioritized in the national
development. In addition, public education and health
facilities as well as social economic condition of the people
in the border regions are still left far behind compared to
those in the neighboring countries.
“Studies are needed on the efforts to improve state
defence for the people in the border regions. This would
only be successful if all national leaders and people, as
part of the defense and security system, fully support such
efforts,” continued the governor.
The event which raised the theme “Improving State
Defence for the People in the Border Regions to Support
National Development and Maintain the Integrity of the
Unitary State of the Republic of Indonesia, also discussed
illegal activities. It was revealed at the forum that land
border regions until now are still identical with isolated,
remote and underdeveloped areas, and often lead to
illegal activities that are detrimental to the country.
On the other hand, the level of people’s welfare is
still low as a result of uneven development in the border
regions. Such conditions affect people’s understanding
of state defence and in dealing with threats that can
jeopardize the sovereignty and territorial integrity of the
Unitary State of the Republic of Indonesia.
The discussion led by the governor of Lemhannas
RI was attended by structural and functional officials
of Lemhannas RI. The speakers in the discussion were
Territorial Assistant to TNI Commander Maj. Gen. Dr. S.
Widjonarko; Lecturer of International Relations from the
University of Indonesia Makmur Keliat, Ph.D. and LIPI
researcher Dr. Jaleswari Pramodhawardani. Acting as the
moderator at the event was professional expert in the
field of national resilience of Lemhannas RI Maj. Gen. (Ret.)

“The meaning of Pancasila lies in the values of each
of its precepts. It is an integral part which cannot be
detached in terms of layout and structure,”
The statement was made by Expert Lecturer in the
Field of Ideology of Lemhannas RI Air Vice Marshal Agus
Margono on Wednesday (7/11) during an Intellectual
Exercise of the Governing Board of Lemhannas RI on the
3rd floor, West Wing of Astagatra building, Lemhannas RI.
The Intellectual Exercise opened by the Coordinator
of Governing Board of Lemhannas RI, who is also
the Governor of Lemhannas RI Prof. Dr. Ir. Budi Susilo
Soepandji, D.E.A., was attended, among others, by
Members of the Governing Board, Deputy Governor,
Principal Secretary, Deputies and Expert Lecturers, Expert
Analysts as well as Expert Professionals of Lemhannas RI.
In his presentation which lasted for 15 minutes, Air
Vice Marshal Bambang Agus Margono conveyed that
Pancasila, which is historically evolving and open in nature,
as found in the metamorphosis process of caterpillar to
butterfly, can change in shape in order to adapt to the
changing times and generations. However, the substance
will remain.
Pancasila, as the philosophical basis of
the nation, contains values that cannot be
separated from each of its precepts. Because
in its individual precept, such values may
also be found in the life of other nations.
Hence the meaning of Pancasila
principles lies on each of its precept
as an integral parts which cannot be detached in terms of
layout or structure.
“Surely the current and future generations will
not lose out in their self-sacrifice for the values and the
implementation of national values as a whole,” expressed
Air Vice Marshal Bambang Agus Margono.

Vice Marshal Bambang Agus Margono, presentations were
also delivered by Expert Analyst in National Archipelagic
Concept Maj. Gen. (Mar) Chaidier and Prof. Dr. Gunawan

On Thursday (8/11), Lemhannas RI held a Roundtable
Discussion which raised the theme “Strengthening of
National Leadership in the Regions for the Implementation
of National Management System to Promote Accelerated
National Development”. The event was held in Nusantara
meeting room, 1st Floor of Trigatra Building, Lemhannas RI,
Jakarta.
Leadership, as the most important component in
the national development process, must be supported
by a networked decision-making system so that the
intent, purpose and benefit of the development can be
understood by all the development actors. As a result, their
involvement in the networked process will improve the
capacity of leaders in carrying out their duties, functions
and roles as a representation of various interests that is
realized through a democratic system.
Therefore, the development of a national
management system is needed in an effort to synergize
development actors as well as to strengthen relations
between central and regional governments that rely
heavily on quick response policy.
The above issus were discussed at the event which
featured former Vice President Drs. H. M. Jusuf Kalla,
Governor of Jakarta Ir. H. Joko Widodo, South Sulawesi
Governor Dr. H.M. Syahrul Yasin Limpo, M.Si., and Professor
of Political Science from the University of Indonesia Prof.
Dr. Iberamsjah, MS, as speakers.
The roundtable discussion was opened by Governor
of Lemhannas RI Prof. Dr. Ir. Budi Susilo Soepandji, D.E.A.
He also attributed the problems to regional autonomy.
Therefore, regional leadership became the focus of
discussion. In this regard, a regional leader holds central
and strategic role in running the local government system.
The regional autonomy itself is not a goal, but but rather
an instrument to achieve national goals.
Therefore, communicating a vision, mission and
strategy, either directly or indirectly, is a very significant
instrument for the achievement of national development
goals.

The National Resilience Institute of
the Republic of Indonesia (Lemhannas
RI) held a flag ceremony (12/11) in
commemoration of Heroes Day which falls
on November 10.
The ceremony was held in central
yard of Lemhannas RI and was attended
by Secretary of Governing Board, Principal
Secretary, Deputies, Expert Lecturers,
Expert Analysts, Expert Professionals,
structural officials, PPRA XLVIII participants
and members of Lemhannas RI as the
participants of the ceremony.
The governor of Lemhannas RI, in
his speech, conveyed that the Heroes
Day (10/11), in commemoration of the
heroic events of the past 67 years, is very
important for the members of Lemhannas
RI.
The heroes’ fighting spirit should
serve as an invaluable inspiration to all
of us in maintaining sovereignty and
achieving the goals of the nation.
“Spirit” as a word may look short and
simple, but it is not just a trivial word. In
fact, it can arouse hidden power in each
patriot and civil servant.

As one of the means to foster academic life by honing
the capabilities, knowledge and skills of expert lecturers,
expert analysts, expert professionals, the governing board
held an Intellectual Exercise on Wednesday (19/11).
The Governor of Lemhannas RI Prof. Dr. Ir. Budi Susilo
Soepandji, D.E.A., as the Coordinator of the Governing
Board of Lemhannas RI, opened the event which took
place on the 2nd floor, West Wing of Asta Gatra Building of
Lemhannas RI, Jakarta.
This event was organized in the framework of
monitoring and evaluating of the implementation of
Lemhannas RI’s Governing Board General Policies in
accordance with the decision of the Governing Board No.
01 Year 2012 on the 2012-2016 General Policies of the
Governing Board of Lemhannas RI.
The Intellectual Exercise featured three speakers,
which were Expert Lecturer in Science and Technology Maj.
Gen. Syafril Mahyudin with the title “the Development of
Science and Technology Studies in Regular Educational
Program”.
The second speaker was Expert Lecturer in the
Field of National Management System Air Vice Marshal
Mohammad Barkah with the title “Proper Implementation
of Community System in Enhancing National Resilience”.
While the third speaker was Expert Analyst in the Field
of Ideology Air Vice Marshal L. Tony Susanto which raised
the theme “Optimizing Human Resources Development
in the Indonesia’s Border Regions for Successful Pancasila-
based Economic System in the Framework on Economic
Security and Indonesian Nationalism “.
In addition to the Governing Board members,
this event was also attended by structural officials of
Lemhannas RI and Expert Lecturers, Expert Analysts as well
as Expert Professionals of Lemhannas RI.

KNPIto be the Vanguard of Young Generation
On Monday (19/11), the Governor of Lemhannas RI
Prof. Dr. Ir. Budi Susilo Soepandji, D.E.A. acted as a speaker
in a Focus Group Discussion organized by the Indonesian
Youth National Committee (KNPI) at the Balai Kartini DPP
KNPI, Jakarta.
In his presentation, the governor of Lemhannas
RI conveyed that the younger generation must be
able to revive the attitude, spirit and culture of mutual
cooperation, friendship and deliberation for consensus
which are inherently the nature of the Indonesian people.
“... among the youth, there is a need to develop
breakthrough concepts and efforts by utilizing the
presence and network of youth organizations spread
throughout the archipelago,” continued the governor
Lemhannas RI.
As an agent of change and development, the youth
must be able to revitalize themselves as an agent of social
change leading to the strengthening of social cohesion
among young people.
The governor of Lemhannas RI viewed that, amid
the changes that bring about new codes of conducts and
values, the youth are required to have the ability to select
and sort out things based on intelligent, wise and rational
way of thinking. Freedom and openness must be dealt
with wisely based on the nation’s needs and interests.
It is also added that the intelligent, emotional and
spiritual intelligence must be maintained by balancing the
three factors so that it will prepare the young generation
to face any challenges. Consequently, they would
also uphold morals and ethics as well as honesty and
nationalism at all times.
“In particular, I hope that the younger generation
of KNPI will be able to develop themselves to be the
vanguard in building the concept of nationalism for the
next generation”, expressed the governor of Lemhannas RI.
To that end, he advised the younger generation to be
able to, first, learn the national history, culture and identity
that are deeply rooted in the noble values of Pancasila;
second, develop the values of honesty, ethics and morals
(characters) and the national values ; third, rebuild
collective consciousness and awareness among the youth.
Besides the governor of Lemhannas RI, the event was
also attended by members of the House of Representatives
of PDIP faction Dewi Aryani, General Chairman of KNPI
Taufan Eko Nugroho Rotorasiko, Territorial Assistant to TNI
Commander Maj. Gen. Wijonarko and other high officials.
