result of a Call for
Proposals in 2014
Fulfilling its mandate to manage and coordinate the deployment of SESAR, SDM is entrusted to be the Coordinator
of all Implementation Actions dealing with the implementation of Common Projects. Under this role, SDM works to:

1. Why SWIM
The System Wide Information System (SWIM) concept consists of standards, infrastructure and
governance enabling the management of ATM related information and its exchange between qualified
parties via interoperable services (ICAO Doc.10039).
What can SWIM do for my business

SWIM enables seamless information access and interchange between all providers and
users of ATM information and services. It takes information management business
practices from the ICT sector, such as Service-Oriented Architecture (SOA) and the use of
open standards and web technologies, and it applies them to ATM.
The SOA approach ensures the availability of interoperable, reusable and user-driven
information services. The use of open standards and main-stream web technologies reduces the
costs of interoperability and makes the aviation data market more competitive, allowing users to
choose a provider without a major impact on their systems.

Deployment depends upon the availability of a common SWIM infrastructure, which includes
three elements:

Consumer vs Provider Implementation Deadlines
Implementation Deadlines
Service Providers should complete their services
well in advance in order to give consumers a
chance to timely implement them.
The deadline for the implementation of AF5 is 31st December 2024

• Issues are mainly encountered while deploying SWIM Technical Infrastructure and
Profiles (specifically 5.2.1 Internet Protocol Compliance and 5.2.2 SWIM infrastructure
components) and Aeronautical Information Exchange (namely, Upgrade - Implement
Aeronautical Information Exchange System – Service)
• These are the families with most de/re-scoping or requests for revised action timeframes
• Reasons are mainly related to delays in procurement (i.e. weak requirement setting),
synchronization with other stakeholders/projects and integration of legacy systems
