that deliver exceptional social, economic and
environmental outcomes for christchurch’s communities’.
1 | intrOductiOndcl was established in 2015 to lead investment activtity and
pursue new development for the benefit of our city.
this document sets out dcl’s objective, strategies, and actions for
the next five years.
Our business plan and Statement of intent for FY19 provides
further detail on dcl’s work programme.
this is our second Strategic plan, and will be updated
as required.

tranSFOrM: tO create cHange tHrOugH urban develOpMent
We will accelerate the development of selected parts of our
city; working alongside others, identifying uses for surplus
council-owned land, and applying our commercial expertise to
transform the city’s urban environment.
Facilitate: tO unlOck neW OppOrtunitieS FOr OtHerS
We will facilitate new development and investment by unlocking
opportunities for others. We will use our public, private, and third
sector connections to break down barriers and influence others,
including other council owned entities, to deliver exceptional
outcomes for christchurch.
SuppOrt: tO prOvide prOFeSSiOnal ServiceS tO cOuncil
We will provide strategic and commercial advice to elected
Members and staff of christchurch city council,
as requested.

• increased capacity and capability to enter into unique
partnership models with the private sector on behalf of
council, eg. christchurch adventure park
• delivery of urban regeneration projects as requested
by council, eg. the new brighton regeneration project
• provision of strategic and commercial advice to council
staff and elected Members
