We hope the information contained herein is valuable to you for flight planning as well as during your flights around South Dakota. As always, we welcome any ideas or suggestions on how to improve this resource.
South Dakota’s unique topography and wide range of activities makes air travel a practical and enjoyable mode of travel. The state boasts 70 public use airports that offer many services to pilots from full service FBOs and commercial air travel for the public, to small quiet airfields that are perfect stop off points for a cross country adventure. Get out there and fly!
Aviation is firmly established as a strong economic engine for our state. Agri.culture and tourism rely heavily on our airports continuing to provide safe and ef.ficient facilities for air operations.
There is a rich history of aviation in South Dakota including many legendary aviators that have called this state home. An increase of flight training opportuni.ties promises to continue this tradition. If you are among those people who are thinking of becoming a pilot or pursuing a career in aviation or know someone who is; South Dakota is home to several world class aviation programs and private flight schools. Aircraft Registration
Schedule of Aircraft Annual Registration Fee
SDCL 50-11-9 and 50-11-11 requires that all aircraft based and operated in South Dakota be registered annually with the Department of Transportation. The deadline for annual registration is March 31 each year. The following chart shows the calculated annual fee based on the age and weight of your aircraft.
Owners or lessees of new or used aircraft not previously registered in this state must, within 30 days of operation, register such aircraft with the South Dakota Department of Transportation. If taxes and penalties are due, annual registration of the aircraft may not be completed without collection of those taxes. Failure to pay the registration tax is a Class 2 misdemeanor. In addition, failure to pay the registration tax within 90 days of the due date shall result in a civil penalty of one-half percent of the tax due for each month, or portion of the month, until the tax is paid, not to exceed five percent of the tax due.

PILOT WEB TIP CARD ICAO FLIGHT PLAN FILING The Leidos Pilot Web ICAO flight plan form is fully FAA and ICAO compliant. This, combined with help dialogs, Aircraft Equipment and Airport Identifier search windows, makes the Pilot Web ICAO flight plan form a quick, easy and effective way to familiarize yourself with, and file the ICAO flight plan.
SFRA and FRZ Flight Plans SFRA Flight Plans may be entered in their appropriate format using the Leidos Pilot Web. Ensure proper format is followed. Flight plans intersecting the DC Flight Restricted Zone (DC FRZ), please contact the Washington Air Route Traffic Control Center Flight Data Unit (703-771-3476) to File, Amend or Activate FRZ Flight Plans.

SURVEILLANCE EQUIPMENT is only for transponder and/or ADS equipment entries. An entry of N denotes no surveillance equipment, which tells ATC that your aircraft is equipped with NO TRANSPONDER or SURVEILLANCE EQUIPMENT.
LEVEL is the ICAO equivalent to altitude in the domestic flight plan form. Entries in this field include: Altitude is for altitudes below 18,000 feet and entered in hundreds of feet, e.g., A095. Flight level is for flights at or above 18,000 feet and entered in hundreds of feet such as F240. VFR may be entered to indicate varying VFR altitudes
AIRCRAFT ID is 1 letter followed by 1-6 alphanumeric characters. May also enter approved call signs and flight identifiers, such as CAP1073.
FLIGHT RULE is VFR, IFR, YFR, or ZFR. IFR and VFR are understood; however, for YFR and ZFR know the following: YFR is for flights starting as IFR, then change to VFR. ZFR is for flights starting as VFR, then change to IFR.
FLIGHT TYPE is 1 letter and may be: S for scheduled air service. N for non-scheduled air transport. G for general aviation. M for military. X for other flight types.
WAKE TURBULENCE auto-populates the correct aircraft wake turbulence category upon tabbing out of the AIRCRAFT TYPE field.
AIRCRAFT TYPE is 1 letter followed by 1-3 alphanumeric characters. If unsure of aircraft type, place ZZZZ into the field and explain in the Other Information field with TYP/. AIRCRAFT EQUIPMENT requires accurate entry of all radio, navigation and approach
equipment. The following are general guidelines to consider when filing: An equipment entry of N establishes what an X would do for domestic. It tells ATC that your aircraft is equipped with NO RADIOS or NAV EQUIPMENT.
An equipment entry of S establishes the standard set of equipment of VOR receiver, VHF radiotelephone, and an ILS receiver.
If equipped with DME this must be entered as D. This is not encompassed by other equipment entries.
If equipped with GPS or GNSS, an entry of G is required. Equipment R is required for RNAV performance-based navigation. An entry of R in the equipment field will require further data entry into the Other Information field. The flight plan form will auto-populate PBN/ into the Other Information field as a placeholder for you to enter appropriate PBN values.
An entry of Z for OTHER will also require further data entry into the Other Information field, generally prefixed by NAV/, COM/ or DAT/.
DEPARTURE, DESTINATION & ALTERNATES are entered into their respective fields and all have the same format. 4 letter ICAO airport/heliport or ZZZZ for a non-standard ICAO airport location. If ZZZZ is entered, then a location must be provided in the Other Information field (DEP/, DEST/, ALTN/). Example: if departure airport is W42, then Departure field is ZZZZ and location in Other Information is DEP/W42.
CRUISING SPEED accepts speeds in the following formats: Knots, entered as N, then 4 digits, e.g., N160. Mach, entered as M, then 3 digits, e.g., M050.
ROUTE OF FLIGHT accepts a combination of published routes, latitude/longitude, and/or fixes. A published route should be preceded by a fix that is published on the route, indicating where the route will be joined. The published route should be followed by a fix that is published as part of the route, indicating where the route will be exited. SIDs and STARs may also be entered using a published transition fix.
OTHER INFORMATION can be considered the catch all for the ICAO flight plan. Any information or data that needs further clarification or supporting details should be entered into this field. As mentioned previously, the Other Information field is the location for data such as PBN values prefaced with a PBN/. Also detailed aircraft type, departure, destination or alternate locations should be entered here if ZZZZ was used in their respective fields prefaced by their proper identifier. Similar to the domestic flight plan, plain language remarks are entered here prefaced with RMK/.

SuperAWOS Weather Reporting(For advisory use only)
SDDOT and the Aeronautics Commission have purchased 29 SuperAWOS™ units that have been installed at airports throughout South Dakota. These units provide valuable weather reporting services at smaller airports that do not qualify or cannot afford to install and maintain traditional AWOS equipment.
SuperAWOS provides altimeter and visibility measurements, as well as other adviso-ry information such as temperature, dew point, humidity, density altitude, ceiling and wind.
SuperAWOS data is available on the airport’s Common Traffic Advisory Frequency or other designated frequency, on the web at http://potomacaviation.com/select.asp, or by phone at 617-262-3825. When calling, the automated system will ask you to enter the airport’s 3-letter identifier. You may enter another airport’s identifier at any time for weather from another SuperAWOS. Information is also available on XM Weath-er©. SuperAWOS data is advisory only.

TO: South Dakota FBOs, flight schools and Pilots:
GCOs (Ground Communications Outlet) have been installed at 15 airports in South Dakota: Britton, Brookings, Chamberlain, Gregory, Hot Springs, Lincoln County, Madison, Miller, Mobridge, Platte, Spearfish, Sturgis, Vermillion, Winner and Yankton. Each unit will use 121.725.
A GCO is a non-staffed, remotely controlled ground to ground communications facility. Pilots may contact ATC (Minneapolis or Denver Center) or FSS (Flight Service Station like Huron Radio) via standard VHF aviation frequencies through a telephone connection to obtain an instrument clearance, or to activate or close an VFR or IFR flight plan. You may also get an updated weather briefing prior to takeoff. At an air-port with a GCO, pilots will generally use 6 “key clicks” on 121.725 to contact FSS, and 4 “key clicks” to contact an ATC facility. See the table below for airport-specific use.
Because the GCO frequency will be shared throughout the area, the GCO should only be used on the ground. Use in the air will cause interference with other GCOs.
To Use: Change frequency to 121.725. To contact FSS, key your mic 6 times. This will initiate a telephone call to Flight Service. To contact ATC, key your mic 4 times. Once the specialist answers the telephone, identify your aircraft and airport, and state your request. Use standard radio procedures, but note; YOU MUST KEY YOUR MIC ONCE EVERY MINUTE WHILE THE SPECIALIST IS PAUSING, OR THE CALL WILL DISCONNECT. When completed, the call will disconnect after one minute. If this process fails, please file a PIREP.

Here’s a good rule for pilots and ATC: “If you see it, say it!”

General Tips:� Plan flights for the morning: Most thunderstorms develop in the
afternoon or evening.� If there’s a convective sigmet for the area, seriously consider
staying on the ground.� Datalink radar can be several minutes old: Don’t use it to
“thread” your way through fast-developing weather.� Avoid large cells by at least 20 miles. If you’re flying between
two cells, you’ll need a 40-mile gap.� When deviating, try to stay on the upwind side of thunderstorms.� Don’t fly under the “anvil” of a thunderstorm.
If You Get Caught:� Slow the airplane to VA as soon as possible.� Maintain a general attitude—don’t worry about altitude. � Extend the landing gear; leave the flaps up.� Turn the cockpit lighting as high as it will go.

The FAASTeam is focused on reducing the number of aviation accidents and incidents through greater educational outreach.
