New Licensure Requirements Effective 71 2013
bull Three Licenses ndash Professional Educator License (PEL) ndash Educator License with Stipulations (ELS) ndash Substitute License The ESL and bilingual approvals became endorsements valid
for the grade range of the full certificate that the applicant previously held
Applicants must now apply for the ESL or bilingual
endorsement (not approval) The fee is $50 for each specific grade rangesubject area
Requirements for the ELS ndash Transitional Bilingual Educator
bull Hold a minimum of a bachelorrsquos degree from a regionally accredited college or university in the US or abroad and
bull Prove language proficiency in both the target language and English
ELS ndash Transitional Bilingual Educator
bull The transitional bilingual educator endorsement is a temporary endorsement
bull The endorsement is valid for five fiscal years and may not be renewed
bull During this time the teacher must complete the requirements for a professional educator license or educator license with stipulations ndash provisional educator
ELS ndash Transitional Bilingual Educator
bull If the teacher wants to continue teaching in a bilingual or ESL setting the teacher must also complete the appropriate endorsement requirements within five fiscal years
bull Teachers holding a transitional bilingual educator endorsement may teach in a K-12 bilingual setting andor a K-6 ESL setting
ELS ndash Transitional Bilingual Educator
bull Teachers holding a transitional bilingual educator endorsement may apply for the LBSI endorsement if they meet the requirements
bull Teachers holding the transitional bilingual educator endorsement may add a language endorsement by passing the Test of Academic Proficiency (TAP) and applicable foreign language content-area test ndash The foreign language endorsement will be valid as long
as the license is valid ( a maximum of five years)
Determining Language Testing Required for an ELS ndash Transitional Bilingual Educator
bull Applicants must prove proficiency in English and the target language sought
bull The medium of in
bull struction of the university where the applicantrsquos degree is from determines what testing is required
bull Testing is not required if the applicant graduated from institutions where English and the target language were the medium of instruction

bull Assess speaking reading comprehension writing and grammar
bull Assess knowledge of the types of language needed by a bilingual teacher for communicative functioning in everyday situations including those that are likely to arise while working with professional colleagues students and parents

bull The TLP ndash Spanish and ELP tests are currently offered six times during the year

bull The requirements for the ENL endorsement include 24 semester hours of coursework in ENL (ESL and bilingual coursework) including 12 semester hours of upper division ENL coursework and passage of the ENL test
ENL Endorsement
bull Applicants may receive an ENL endorsement with no specific designation This allows them to teach in an ESL setting
bull In order to receive an ENL endorsement with a language designation the applicant must complete the coursework listed previously pass the ENL test and pass the appropriate target language proficiency test This allows these educators to teach in a bilingual setting

bull Complete 18 semester hours of either ESL or
bilingual coursework (in the required areas) bull Complete 100 clock hours or 3 months of
teaching experience in an ESL or bilingual program and
