UC Scholarly Communication programs
• UC engaged at many levels
• Faculty ownership is key
• Facilitated via “systemwide” mechanisms (described below)
• Foundation of campus/library engagement (as you’ll hear today)

Thus, “systemwide” means
• Deep resource sharing
• Co-investment
• Collaboration
• Leverage from scale
• Coalesce & share hard and soft technologies

UC Library Investments in Transformative Scholarly Communication ModelsDiscussion Paper from the UC Libraries Scholarly Communication Officers group.March 2005
1. BackgroundComprehensive access to the expanding volume of scholarly materials necessary for research and teaching is at risk. Trends in scholarly publishing, especially commercial publisher business models that result in the hyperinflation of the cost of scholarly material, limit the ability to maintain the breadth and depth of library collections and reduce exposure to, and impact of, scholars’ work. The UC Libraries are key actors in the university’s response and have developed a program of strategic actions to influence the economic dysfunctions of scholarly communication systems (http://libraries.universityofcalifornia.edu/scholarly/).
Leveraging their market power in order to advance economically balanced
![Page 28: Slide 1](https://reader035.vdocuments.mx/reader035/viewer/2022070303/54b7f1d94a795939728b4666/html5/thumbnails/28.jpg)

4. Leverage individual and collective effort. Build expertise within and across the university libraries; create a network of highly engaged and informed library staff to shape and support systemwide as well as campus-based efforts.

Lessons
• WRT faculty engagement: the power of causes célèbres
• WRT copyright & repositories: It’s about publishing, not “depositing”; its about services, not piles of content
• WRT influence (“disrupt”) the marketplace: the power & extensibility of faculty outrage
![Page 31: Slide 1](https://reader035.vdocuments.mx/reader035/viewer/2022070303/54b7f1d94a795939728b4666/html5/thumbnails/31.jpg)
And finally its about collaboration• With faculty, the press, departments, other
service units• Among 10 campus library systems (&CDL &
OSC) • To distribute and/or focus work for large tasks• To share good practices• To capitalize on distributed knowledge, skills,
