1. PurposeThe purpose of this Safety Instruction is to ensure that all employees or any person entering a
workplace shall use appropriate Personal Protective Equipment (PPE) and to ensure that the
equipment is of the appropriate type and in good condition.
If necessary this Safety Instruction could be further expanded and developed with additional
instruction, manual or drawing by each division or department.
2. ScopeThis Safety Instruction is applied to all Indosat employees, including Suppliers and Contractors’
personnel and should be rigidly enforced to comply with Government of Indonesia
Menakertrans Regulation - Peraturan Menteri Tenaga Kerja dan Transmigarasi RI No PER.

4. Definit ion - Personal Protection Equipment (PPE):The term "Personal Protection Equipment" (PPE) covers any item intended for wearing or
carrying by the worker with the aim of protecting him from one or more risks likely to cause
injury or jeopardize health while at work, in addition to any item or accessory having the samepurpose. (European Directive 89/686/EEC)
It is also commonly referred to in the industry as ‘Personal Protective Equipment’
5. Procedures - GeneralThis procedure outlines the processes associated with Personal Protective Equipment and every
division or department which is using the Personal Protective Equipment, is responsible forexecution in accordance to this procedure, when working on Indosat sites.

Prior to the utilization of Personal Protective Equipment, the employees shall be trained and
certified by an Indonesian Government licenced and approved, Working at Height Training
provider, as well as the supplier of the PPE.
9. Type of Personal Protective Equipment
9.1. Head Protection
Safety Helmet should NOT have stickers affixed to them, other than perhaps the
Indosat or Supplier company logo and then should only be done in an approved
manner consistent with the Manufacturers recommendations.
The user should have his Name and Blood Type on the front side of the helmets and
any allergies.
In the unlikely event that an accident occurs, details like knowledge of blood type
can save valuable time.
Any stickers or labels attached to the helmet, must NOT damage the surface of the

10. USE AND CARE OF THE PERSONAL PROTECTIVEEQUIPMENTS
The following instructions are specific to the equipment detailed above:
10.1. Safety HelmetThe Safety Helmet is intended for providing protection to the head and must be worn
whenever there is a legal requirement to wear one or whenever there is a risk of head injury.
10.1.1. Fitting and adjustment
For adequate protection the Safety Helmet must fit or be adjusted to the size of the user’s
head.
The Safety Helmet must only be worn properly with the peak facing forward.
To alter the fit, adjust the harness at the rear of the Safety Helmet and ensure a comfortable fit
is made around the crown of the head.
When not in use or during transportation, the Safety Helmet should be stored in a container

The useful life of the Safety Helmet is affected by many factors including the cold, heat,
chemicals, sunlight and misuse.
The Safety Helmet should be examined daily for obvious signs of cracking, brittleness or
damage to either helmet of harness.
The date of manufacture is moulded into the peak of the Safety Helmet.
While the Safety Helmet is free from defects, it is suitable for its intended purpose.
Under normal circumstances the Safety Helmet should offer adequate protection for 2-3 years.
Do not attach components from different manufacturers, to the Safety Helmet.
The Safety Helmet may be cleaned with the use of good quality soap and warm water and dried
with a soft cloth.
The Safety Helmet should not be cleaned with abrasive substances or solvents and must not be
stored in direct sunlight or in contact with any solvents.

10.2. Full Body Safety Harness
The Full Body safety harness has been designed for working at heights, on towers, guyed masts,
monopoles or other structures.
It is intended to be used with a lanyard or positioning lanyard to secure the worker against the
structure, leaving his hands free for the task to be performed.
WARNING: THE BELT/LANYARD SYSTEM MUST NOT BE USED AS A FALL ARRESTER
A Full Body Safety Harness shall be worn under any circumstances when climbing a monopole,
self-supporting tower or guyed mast or under any circumstances where there is a likelihood,that the user may turn upside down.
NO OTHER FORM OF SAFETY BELT IS SUITABLE OR SHALL BE WORN

Whenever possible choose an anchor point ABOVE the users position and avoid any anchor
point whose strength may be doubtful.
Preferably use structural anchors provided for this purpose, or anchoring points able to hold
more than 1500 Kg.
Any harness that has withstood a fall or which appears doubtful on visual examination must
immediately be withdrawn from service.
Only one competent, approved person may decide whether to put it back in service and
harnesses must be checked at least once a year.
Protect the Full Body Safety Harness against any risk that may arise in the work environment,
such as thermal, electrical or mechanical shock, splattered acid or weld metal, paint etc.
DO NOT MODIFY THE EQUIPMENT

CERTIFIED FOR WORKING AT HEIGHTS
10.2.4. Directions for Use
To don your harness we recommend you proceed as follows:
Take the harness by the dorsal D-ring, slip on the shoulder straps one after the other, taking
care not to twist them.
Adjust one and then the other shoulder strap by pulling or releasing the slack end, so that the
buttock strap is firmly in place under the buttocks.
Do up the waist belt by passing the male buckle through the female, and adjust its tension by
pulling or releasing the slack end of the belt.
Pull one and then the other thigh strap through the crotch and latch each strap on each of the
female buckles located at the hips, by passing the male buckle through the female.
Make sure not to cross the straps.

10.3. Safety Positi oning Belt
The Safety Positioning Belt has been designed for working at heights, on roof tops, on poles or
other structures.
It is used with a Lanyard or Adjustable Positioning Lanyard to secure the worker against the
structure, leaving his hands free for the task to be performed.
WARNING: THE BELT/LANYARD SYSTEM MUST NOT BE USED AS A FALL ARRESTER
A Safety Positioning Belt shall not be worn under any circumstances when climbing a
monopole, self-supporting tower or guyed mast or under any circumstances where there is a
likelihood, that the user may turn upside down.
A Safety Positioning Belt typically shall be used for working on rooftops or other uses, where it
is necessary to restrain workers.

When checking the Carabiner, irrespective of type, ensure that the spring loaded gate is
working correctly and that the Carabiner functions exactly as specified.
Note:
When using a Screw type Carabiner, the correct operation is to tighten the screw barrel, until
finger tight and then withdraw the screw ¼ turn.
If there is any doubt about the correct functionality of a Carabiner, withdraw it from service
immediately.
Protect the Safety Positioning Belt against any risk that may arise in the work environment,
such as thermal, electrical or mechanical shock, splattered acid or weld metal, paint, etc.
In use, the Carabiner should be protected against any hazards in the work environment e.g.
thermal or electrical shocks, mechanical impacts, paint, splattered acid or so forth.
The Carabiner should be cleaned regularly and stored it in a ventilated area.

10.4.3. Use, fi tting, care and adjustment
Before an Automatic Snap Hook is used for the first time, it is recommended to check carefully
that the equipment is compatible with the other system components and should preferably be
of the same manufacture, to ensure that the equipments are intercompatible.
Before an Automatic Snap Hook is used each time, it should be checked for the following:
Deformations
Signs of wear
Correct locking system operation
When checking the Automatic Snap Hook, irrespective of type, ensure that the spring loaded
gate is working correctly and the Automatic Snap Hook functions exactly as specified.
If there is any doubt about the correct functionality of an Automatic Snap Hook, withdraw it
from service immediately.
In use, the Automatic Snap Hook should be protected against any hazards in the work

It is advisable therefore that the Lanyard shall be of the same manufacture as the other
components, to ensure inter-compatibility.
10.5.1. Use, fi tting, care and adjustment
Before using a Lanyard it must be thoroughly checked.
Lanyards of the approved type are supplied with ‘Eye Splices’ at each end and these should be
visually checked for wear.
If thimbles are fitted, these should also be checked for wear.
The Lanyard has a coloured thread woven inter the rope and the rope and the thread shall bechecked for wear and abrasions and if there are any signs of wear to the strands of the rope,
the Lanyard should not be used.
Lanyards are available in different lengths and a Lanyard of the correct length shall always be
selected for the use intended.
If during use the Lanyard becomes wet, it should be washed in clean water and allowed to dry

Before going aloft, check that the structure is designed for the use of a positioning system (small
diameter members are to be prohibited, as well as sharp or penetrating edges).
The Adjustable Positioning Lanyard should be adjusted to the pole or structure so that a free fall of no
more than 0.5 m is possible, when working.
Protect the Adjustable Positioning Lanyard against any risk that may arise in the work
environment, such as thermal, electrical or mechanical shock, splattered acid, sharp edges,
splattered weld metal, etc.
Do not modify this equipment.
Do not add any element to the system.
Before each use, check that the Adjustable Positioning Lanyard and the adjustment device is in
serviceable condition, checking namely for:
Incipient breakage of the ropes
Thimble deformation

10.6.3. Checks required prior to each use
Like any personal protective equipment, the Adjustable Positioning Lanyard must be checked:
Before each use
At least once a year by a qualified person or an approved organisation
10.7. Work Gloves
Work Gloves are intended to be worn whenever there is risk of injury to the hands and fingers
and shall be of the leather type, with reinforced palms and fingers.
It should be remembered that Work Gloves will not necessarily prevent damage to the hands orfingers, but will substantially reduce skin damage and they should be used whenever lifting or
moving heavy objects, pulling, handling ropes, cutting or handling any materials which would
dirty the hands, etc.
10.7.1. 5.2.26 Use, f it ting, care and adjustment
Work gloves are intended to be used and therefore they will get dirty and worn.

Electricians’ Gloves that have been issued for service, but are not in use should be kept in
containers used solely for that purpose or in a place where they will not be subject to
mechanical or chemical damage.
When Electricians Gloves become soiled in use, they may be washed in soap and water at atemperature not exceeding 65C, thoroughly dried and dusted with talcum powder.
If insulating compounds such as tar and paint continue to adhere to the Electricians Glove, they
may be wiped immediately with a suitable solvent and then immediately washed as previously
described.
Petrol, Paraffin or White Spirit shall not be used to remove such compounds.
Electricians’ Gloves that become wet in use by washing must be dried thoroughly, but not in a
manner that will cause the temperature of the Electricians Gloves to exceed 65C.
Electricians’ Gloves that are used frequently should be re-tested at intervals of not more than

Normal polishing of the lens should be done with a ‘Lens Cloth’ and use of tissue paper
handkerchiefs, is not recommended, as the lens can become scratched.
If the Safety Glasses have been used in a dusty environment, they should be washed as
described above, before polishing.
Store Safety Glasses in a dry place at room temperature.
10.9. Safety Goggles
Safety Goggles are intended to be used whenever there is a risk of eye damage and are
designed to provide chemical, impact, dust and UV protection.
Safety Goggles are designed to be used over spectacles, if worn by the user.
10.9.1. Use, fi tting, care and adjustment
Safety Goggles are of the adjustable type and should fit comfortably.
The elastic headband shall be adjusted to allow a comfortable fit.
