As provided for in Sec. 13 (c) of Republic Act 7227, or the Bases Conversion and Development Act of 1992, the SBMA Board of Directors “shall be composed of fifteen (15) members, to wit:
(1) Representatives from different sectors such as the local government units that concur to join the Subic Special Economic Zone;
(2) Two (2) representatives from the National Government;
(3) Five (4) representatives from the private sector coming from the present naval stations, public works center, ship repair facility, naval supply depot and naval air stations; and
(4) The remaining balance to complete the Board shall be composed of representatives from the business and investment sectors.”
SUBIC BAY METROPOLITAN AUTHORITY BOARD OF DIRECTORS

Roberto Villaseñor Garciais a seasoned business executive and
entrepreneur with over 40 years of experience in the manufacturing,
food and leisure industries.
Mr. Garcia was president and chief operating officer of Oriental and
Motolite Corporation (OMC) when he retired in 2004.
During his 34 years in the battery manufacturing industry, he played a
pivotal role in growing OMC into the largest battery manufacturer in
ASEAN and one of the most technologically advanced companies in
Asia. The company also became one of the most fully integrated
battery manufacturers in the world.
In recognition of his leadership, Mr. Garcia was awarded the
“Outstanding Leadership Award” by the Philippine Quality and
Productivity Movement where he was chairman in 2000. Furthermore,
in 2003, he was awarded the “Juran Award”, the highest award for an
individual in the field of quality management given by the Philippine
Society for Quality Control.
After retirement from OMC, Mr. Garcia became an entrepreneur and set
up businesses in the food and leisure industries.
Included in this portfolio were the ShabuShabu restaurant brands like
Tong Yang, Thousand Cranes, Mini ShabuShabu and Meylin. In the
leisure industry, the brands included Centerstage Family KTV and
Island Spa. The group is now also into real estate management.
Mr. Garcia currently sits on the Board of Trustees of the Asian Institute
of Management where he is also chairman of the Audit Committee. He
has also been a member of various socio-civic organizations such as
the Manila Jaycees, Rotary, Philippine Quality and Productivity
Movement, and the Federation of Philippine Industries where he was
executive vice president.
Mr. Garcia finished his MBA at the Asian Institute of Management
where he was also chairman of the Student Association and
subsequently president of the AIM Alumni Association. In 1979, he
received the AIM Triple A award for most outstanding alumnus.
He graduated from De La Salle University in 1968 with two degrees in
Business Management and Economics. In La Salle, he was elected
Student Council chairman and was editor in chief of the “La Sallian”, the
official student news publication. In recognition of this, he was awarded
“Most Outstanding Student Leader” also in 1968.
Mr. Garcia graduated from the Ateneo de Manila High School in 1963
and from the Naga Parochial school in 1959.

Chairman and Head of Agency
Benjamin E. Antonio III is a practitioner in Systems and Risk Management. He has advised clientsin the High-Tech, Manufacturing, Telecommunications, Business Process Outsourcing, Transportation
and other industries inthe Philippines, Malaysia, Singapore, Vietnam, India and Thailand.
Several government agencies have likewise engaged Mr. Antonio as
consultant in the past, including SBMA, Department of Trade and Industry, Bureau of Customs, Philippine Textile Research Institute, Bureau of Internal Revenue (BIR), Philippine Export Zone Authority,
Coconut Industry Investment Fund, the Office of the President and the Philippine National Police.
Mr. Antonio’s corporate background is in Education and Information
Technology, having set up and led some of the most pioneering companies in e-Commerce and Internet technologies. He was instrumental in setting up the very first online store in the Philippines for
San Miguel Corporation andan Online B2B system for Johnson and Johnson, among others. The BlackBerry was likewise launched in the Philippines for Continuity of Operations (COOP), Disaster Recovery &
Emergency Preparednessby a team he led, implementing the first large-scale enterprise mobile automation in Asia-Pacific for the BIR in the Philippines.
He is an approved Lead Auditor in Information Security and IT Management Systems and Quality for several organizations in the region. He is also Lead Information Security Approving Auditor for Asia
Pacific of a major UK-based Global Certification Body. He is also a registered Pollution Control Officer and Environmental Management Systems Auditor.
As an educator, he has taught in College and for the government’s Philippine International Trading Corporation. He has also trained numerous companies in ISO, Risk Management, Business Continuity,
Systems Auditing, Internet technologies and operations.
Mr. Antonio earned his Executive Masters of Business Administration degree from the International Academy of Management and
Economics. He graduated Cum Laude in his Bachelor of Science degree. He likewise studied Chemistry at the University of Santo Tomas and Music at the University of the Philippines.
He attended High School at Xavier School, Greenhills, San Juan, and Sacred Heart School, Cebu City.
Mr. Antonio’s civic interests is likewise vast, involved in organizations
such as the National Economic Protectionism Association, the Scottish Rite, Couples For Christ and Subic Quality Club.
Mr. Antonio enjoys hiking, practical shooting, martial arts and reading.
As a member of the SBMA Board of Directors, Mr. Antonio is Chairman
of the Board’s Finance Committee.

Private Sector
Atty. BienvenidoOrdoñez Benitez is a distinguished lawyer who has
helped Overseas Filipino Workers in Taiwan by providing legal
assistance, and was responsible in resolving a squatter problem in Las
Piñas through community empowerment.
As the legal officer of the Manila Economic and Cultural Office in
Taipei, Taiwan, he rendered assistance to Filipinos with legal problems
in Taiwan - providing such services as legal advice, law interpretation,
and coordination with judicial authorities and the police among others.
Atty. Benitez was Assistant City Prosecutor of Manila from 1994 to
1995. He also served as Senior Technical Assistant to Senator Victor
Ziga from 1988 to 1993, and as senior consultant to the president of
the Philippine Women’s University.
The law firm he set up specializes in corporate, civil, litigation and
family law.
Atty. Benitez obtained his Master of Arts degree in Law and Diplomacy
from The Fletcher School of Law and Diplomacy, Tufus University
(administered in cooperation with Harvard University) in Massachusetts
in 1998. He earned his Bachelor of Laws degree from the University of
the Philippines in 1987, and his Bachelor of Arts degree, major in
History and Political Science, from De La Salle University in 1982.
As a member of the SBMA Board of Directors (BOD), Atty. Benitez is a
member of the BOD’s Executive, Governance and Finance
Committees.
BIENVENIDO O. BENITEZ
National Government
John Phillip S. Chua Chiaco is the youngest member of the SBMA Board of Directors. Notwithstanding his youth, however, he has had
extensive experience, working his way up quickly in top food corporations. He has recently begun his foray into the agricultural industry, as well as in the field of marketing.
Before returning back to the Philippines to begin his career in the country, he worked briefly in the hospitality industry in Singapore, holding several positions within the Pan Pacific Hotel at the heart of
the city’s Central Business District. He is currently the Assistant Chief Executive Officer of Kitaro Sushi Foods Corp, where he began his career as a Head Chef before eventually rising to the position of
Quality Assurance Manager. He played a pivotal role in organizing and streamlining the company, and creating operating manuals, policies and procedures relative to the improvement and maintenance of the
food quality that the company is now known for. In March of 2009, he was made CEO of BentoMoto Foods Corp, a sister company of Kitaro Sushi Foods Corp. He is currently part of the Board of Directors of
both companies.
In early June of 2010, he began his venture into the agricultural industry by accepting the position of COO in the company Golden
Tamago Layer Farm Inc., a chicken layer farm supplying fresh eggs to the province of Bataan. He has since organized and rearranged the company, creating necessary positions and hiring key staff, as well as
developing all of the operating manuals and procedures for the different departments, turning it into a professional organization.
He is also the Managing Director of TinkerBrain Design Inc., a small
startup marketing company in Manila that deals with all types of print media ads and website designs.
He earned his Swiss Hotel Association Diploma of International Hotel
Management from the International College of Hotel Management in Adelaide, South Australia in 2007. He completed his secondary education at Brent International School in 2002, where he earned his
Brent Honors Diploma and was an International Baccalaureate Certificate graduate.
As a member of the SBMA Board of Directors (BOD), he is a member
of the BOD’s Governance Committee, Finance Committee, Audit and
Risk Committee, Signature Project/Aesthetics Committee, Committee
on Corporate Communication, Advertising, Media, Public and Press
Relations of SBMA (CCCAMPPRESS), and Project Unity Committee.
JOHN PHILLIP CHUA CHIACO
Municipality of Hermosa, Bataan
Philip G. Camara is an advocate of nature conservation and protection
involved with different non-government organizations and cause-
oriented groups promoting environmental protection across the country.
He is a former vice chairman of the HARIBON Foundation for the
Conservation of Natural Resources, a non-stock, non-profit
environmental organization that pioneered in wildlife protection and
conservation in the Philippines.
He is also a co-convenor of the Subsidiary Movement International and
the Federalist Forum of the Philippines. He is a member of the Centrist
Democracy Political Institute.
He was chairman of the Sectoral Council on Economic Development of
the Regional Development Council of Central Luzon, a position he held
from 2004 to 2010. He was also a consultant of the Philippine
Alternative Fuels Corporation from 2007 to 2008, and the PNOC
Development and Management Corporation.
Mr. Camara was a trustee of the World Vision Foundation Philippines
from 2000 to 2003, of Ramon Magsaysay Technological University from
1999-2005, and of Waldorf School from 1996 to 1998.
He was with the PCI Bank from 1980 to 1986, and worked as head of
its Project Development, International Banking Division.
Mr. Camara obtained his Masters of Science in Agro-Industrial
Development degree from Arthur D. Little Management Education
Institute in Cambridge, Massachusetts. He earned his Bachelor of
Science in Agri-Business Management degree from the University of
the Philippines - Los Baños.
As a member of the SBMA Board of Directors (BOD), Mr. Camara
heads the Board’s Governance Committee and is vice chair of the
Project Unity Committee.
PHILIP G. CAMARA
Private Sector
Gerald Sam del Rosario is an innovative operations executive with an
exemplary record of exceeding profitability goals, turning around
underperforming business units and driving increased revenues and
market share.
He is the current chief operating officer of Wonderpark Amusement
Corporation. He led the company’s expansion by tying up with the
biggest mall chains in the Philippines. He led the development and
growth of the company and was responsible for all aspects of its
operation, including sales and marketing, customer support, accounting
and human resource.
Mr. del Rosario is also the current vice president of Treasure
Amusement Corporation, which specializes in the operation of bingo
halls and electronic casinos in Olongapo City, and founder and
president of GC Topfoods, Co., GC Delco Corporation, and GC Subic
Foods, Inc.
He was the corporate secretary of CKG Ventures Holding Corporation,
where he initiated and conceptualized the renovation of the CKG
Resort and re-launched it as Subic Grand Seas Resort in March 2010.
The resort went on to become one of the premier resorts in the city of
Olongapo and the town of Subic.
Mr. del Rosario earned his Master of Arts in Entrepreneurship degree
from the Asian Institute of Management in 2002. He obtained his
Bachelor of Arts in Management Entrepreneurship degree from the
University of Asia and the Pacific in 1998.
As a member of the SBMA Board of Directors (BOD), Mr. del Rosario
is a member of the BOD’s Executive and Audit and Risk Committees.
GERALD SAM DEL ROSARIO
Business and Investment
Francis S. Garcia is an IT and software development expert who
gained extensive experience from top software companies in the
United States.
He was with QCP Inc. in San Diego, California, from 2000 to 2003 and
concentrated on developing software for various mission-critical
systems. He also worked for Qualcomm Incorporated from 1997 to
2000, and was a key part of the project that developed next generation
phone level testing software.
Mr. Garcia also worked for Delta Technologies in Atlanta, Georgia,
from 1996 to 1997, and was involved in the development of distributed
systems application software involving real time sensing, processing
and dissemination of mission-critical flight information for Delta Airlines’
Operations Control Center.
He is currently the special assistant of Bataan governor Enrique Garcia
and Bataan 2nd District representative Albert Garcia, and is tasked to
research on various issues and concerns, and to recommend
strategies and solutions.
Mr. Garcia earned his Bachelor of Science degree in Computer
Science from Cornell University in 1996, where he was in the Dean’s
List. He also attended the University of Pennsylvania under the dual
degree program of Wharton and UPenn Engineering before
transferring to Cornell.
He completed his secondary education at the Philippine Science High
School in 1992, and his elementary education at the Colegio de San
Agustin in 1988.
As a member of the SBMA Board of Directors (BOD), Mr. Garcia is a
member of the BOD’s Finance and Executive Committees.
FRANCIS S. GARCIA
National Government
Wilfredo S. Pineda is a business professional who has invested in
various automobile-related establishments in Olongapo City and
Bataan.
He is the present chairman of Precision Tek Corporation, a car service
center and Yokohama tire distributor, and another similar company,
Hannicwil Corporation, in Balanga, Bataan.
Mr. Pineda is also involved in managing gasoline stations. He is the
present chairman of Janburlai Corporation, a tollway service facility
which includes a gasoline station, a convenience store and a service
center.
He was manager and dealer of Petron gasoline stations in Happy
Valley, Dinalupihan, and Rizal Avenue, Olongapo City. He was also
the proprietor and manager of W.S. Pineda Trading and Trucking
which rents heavy equipment.
In addition to his business ventures, Mr. Pineda also owns a sugar
cane plantation in Bataan.
Mr. Pineda finished his Electrical Engineering degree at the Far
Eastern University in 1983. He also earned his Industrial Technology
degree from De La Salle University in 1978.
He attended high school at Assumpta Technical High School and
finished his grade school at San Simon Central School.
As a member of the SBMA Board of Directors (BOD), Mr. Pineda is a
member of the BOD’s Finance and Audit and Risk Committees.
WILFREDO S. PINEDA
Business and Investment
Mr. Ramon “Ramy” DiezSesdoyro has a wealth of management,
broadcast media, public relations, advertising, promotions, and private
entrepreneurship experience behind him. He also has a special
personal affinity to SBMA.
Mr. DiezSesdoyro is a commerce graduate, with special training in
Broadcast Management and Radio-TV Programming at the Syracuse
University. He had study tours in Public and Commercial Channels in
the US, France and Australia, and traveled extensively handling media
arrangements for Presidential official trips and state visits, and
commercial program syndication.
Over a span of almost 50 years, he has held various positions of
responsibility from Advertising Agency Media Director (Ace-Compton,
now Ace-Saatchi), to Manager, COO, Business entrepreneur,
Marketing and Promotions specialist, Public Relations Practitioner and
Publicist, Program and Events Organizer/Producer, among others.
He was Press Undersecretary during the term of President Fidel V.
Ramos while managing the operations of Radio-TV Malacañang and
for a time, the Bureau of Broadcast Services’ government radio
network.
His broadcast management experience ranged from running several
radio stations in the early years of his career, to Manager of the
Manila Times-owned Channel 5 and later General Manager of
Channel 11 until the declaration of Martial Law. It culminated with his
appointment by President Ramos as GM and CEO of the then
People’s Television Network, (now National Broadcasting Network),
his third stint as TV Network CEO.
It is noteworthy that as Manager of the pre-martial law Channel 5he
network became the leading News and Public Affairs Channel, with its
Big News (Jose Mari Velez-Anchor), Impact with Ninoy Aquino, Over
A Cup of Coffee with Teodoro Valencia, and iconic anthologies such
as Balintataw, etc.
During the mid 70’s and early 80’s,he was tasked to oversee major
media projects as Manager and/or Producer, the most notable of
which were the live coverage of the Ms. Universe Pageant, the Ali-
Frazier’s Thrilla in Manila, state visits to China, Russia, USA, Japan,
ASEAN, and official trips to Africa, Latin and South America.
He owned and/or controlled niche targeted companies, which
specialized in Public Relations, Special Events and personal
advocacies. He has since divested from these companies, and
worked only on his advocacy projects until his appointment to the
SBMA Board, where his management, marketing and promotional
skills can be harnessed in pursuit of the “MatuwidnaDaan” vision of
the President. As Board member, he is also a member of the
Governance and Audit and Risk Committees, and chairs the BOD’s
Committee on Corporate Communication, Advertising, Media, Public
and Press Relations of SBMA.
Besides being a long-time resident of Binictican
since 1995, he has a special attachment to the
Subic Bay Metropolitan
Authority. At the time
that R. A. 7227 was
passed, creating the
Agency and the pull out
of the Americans, he
was Press
Undersecretary of
President Ramos. In
fact, he attended the historic first flag raising ceremony at Building 229
with President Ramos and Chairman Richard Gordon on November
24, 1992.
RAMON DIEZ SESDOYRO
Engr. Alfonso S.P Siapno is a seasoned businessman involved in
several business enterprises in Pangasinan and Ilocos.
He is the proprietor and purchasing manager of A & S Miscellaneous
Fabric Center, a general merchandise importer, and currently financial
manager of Siapno Bros Grocery.
He was the managing director of Tru-Cars Motors Corporation, the sole
distributor of Columbian Motors in Pangasinan. He was also director of
Fort Ilocandia Cable, former president of Philemploy Recruitment
Agency, and former general manager of AI’s Engineering and
Machinery, which specializes in design and construction.
Mr. Siapno earned his Bachelor of Science in Electrical Engineering
degree from Mapua Institute of Technology in 1974. He passed the
electrical engineering board exam in 1975.
He finished his high school education at Dagupan City National High
School in 1968, and his elementary education at Dominican School in
1964.
As a member of the SBMA Board of Directors (BOD), Mr. Siapno is a
member of the BOD’s Finance Committee.
ALFONSO S.P. SIAPNO
Private Sector
Norberto J. Sosa is a marine and terminal operations expert,
specializing in areas such as marine terminal petroleum transfer
equipment, systems and procedures; tank vessel and barge petroleum
transfer equipment, systems and procedures; safety considerations at
marine facilities and for vessels including worker safety, emergency
procedures, and cargo characteristics; pipeline systems at marine
facilities; and offshore moorings.
He also specializes in marine environmental concerns, such as effects
of oil pollution on the marine environment; causes of marine oil spills;
and the importance of conservation and preservation of the marine
environment.
He served as adviser to the secretary of the Department of
Transportation and Communication, the secretary of the Department of
Environment and Natural Resources, and the commandant of the
Philippine Coast Guard in 2006.
He worked for Pilipinas Shell Petroleum Corporation from 1985 to
2002, eventually becoming its Marine Manager, providing marine
advice and expertise to all depots and refineries of The Shell Group of
Companies.
Mr. Sosa completed his Masters in Business Administration degree,
major in Operations Research, from Ateneo de Manila University
Graduate School of Business in 1982. He earned his Bachelor of
Science degree from the Philippine Military Academy in 1973.
He finished his secondary education at the University of the East High
School in 1964, and his elementary education at Immaculate Heart of
Mary College in 1962.
As a member of the SBMA Board of Directors (BOD), Mr. Sosa heads
the Board’s Audit and Risk Committee.
