A. Such property must be designatedas a landmark pursuant to Article IIIof Chapter 73 of the Town Code ofthe Town of Riverhead or be propertythat is located in and contributes to thecharacter of a designated historic dis-trict, created pursuant to Article III ofChapter 73 of the Town Code of theTown of Riverhead.
B. Alteration or rehabilitation of ex-teriors must meet guidelines and reviewstandards established in Article IV of
Chapter 73 of the Town Code of theTown of Riverhead.C. Alteration and rehabilitation of
exteriors are approved by the Town’sLandmarks and Historic DistrictsBoard prior to commencement of work.
D. Alteration or rehabilitation mustbe for the purpose of historic preser-vation. For purposes of qualifying foran exemption pursuant to this article,alterations and rehabilitation shall bedeemed to be for the purpose of his-toric preservation if:
(1) Only exterior work is involved;or
(2) At least 20% of the total cost ofthe project is directly attributable to ex-terior work and/or work that enhancesthe structural stability or structuralintegrity of the property; provided,however, that such portion of interiorwork done for the purpose of convert-ing property from a one- or two-familydwelling to a multiple dwelling, as de-
fined in the Code of the Town of Riv-erhead, and any increases in value re-sulting from such conversion shall notqualify for the exemption; or
(3) The project returns to a permit-ted use under the zoning which has notbeen used for a permissible purpose un-der applicable zoning ordinances for acontinuous period of at least two years.
E. Alterations of rehabilitation mustbe commenced subsequent to the effec-tive date of this article.
F. This exemption shall be grantedonly by application of the owner orowners of such historic real property ona form prescribed by the Commissioner.The application shall be filed with theAssessor on or before the appropriatetaxable status date of the Town.
G. Such exemptions shall be grantedwhere the Assessor is satisfied that theapplicant is entitled to an exemptionpursuant to this section. The Assessorshall approve such application, and such
property shall thereafter be exemptfrom taxation and special ad valoremlevies to the extent of any increase invalue attributable to such alteration orrehabilitation and as provided in theschedule established in § 95-47 of thisarticle commencing with the assessmentroll prepared on the basis of the taxablestatus date referred to in § 97-48 F. ofthis article.
