“SURAT – A SOLAR CITY”
SOLAR CITY PROGRAM
Ministry of New & Renewable Energy (MNRE), GOI has launched the program called “Development of Solar Cities”.
The purpose behind this program is to reduce minimum 10 % in projected energy demand through Renewable Energy Sources and Energy Efficiency Measures.
Under this program, MNRE has selected 60 Cities across the India to develop as a “Solar Cities”.
Surat has been declared by “Solar City” along with Gandhinagar and Rajkot.
Final Master Plan for development of Surat as a “Solar City” has been approved by MNRE in Oct-2013.

Wind Energy for Water Supply System

Primary feasibility done in 2004.Wheeling & banking facility was required for economical feasibility of wind power for HT services of SMC.Presentation on wind energy was arranged before Political authority & Administrative Officers in Jul-2004.Site visit was done in Aug-2004 by SMC’s engineers.At the times, wheeling & banking facility were allowed to Industrial consumers only.General Board (SMC) had passed resolution Jan-2005 for installation of wind power plants for HT services of SMC as per requirement of Energy & Petrochemical Department- GoG.
Challenges Faced
As requested by Energy & Petrochemical Department, SMC had represented for giving benefits of wheeling & banking to SMC before GERC.Submission were made before GERC on 31-May-2006.GERC had given permission of wheeling and banking of electricity vide their tariff order dated: 11thAug2006 to non-industrial units set up after 20-Jun-2007.Consultant appointed & Technical Committee formed for preparation & analysis of the tender in 2007. Only one tender was received twice and after giving lot of relaxation in conventional tender conditions.Project was finally sanctioned in Jul-2010.

Surat Municipal corporation has invited tenders for 3.6 MW capacity of rooftop grid connected solar power plants on 10 various locations fully owned by SMC.
3.6 MW solar plants will generate 47.96 lacs KWh / annum electricity.

BIO GAS POWER PLANT
Energy from BIOGAS power plant for Drainage
SMC had planned to use the biogas generated from one of its
old STP to generated electricity for self-use in collaboration with
MNRE {Ministry of New and Renewable Energy, Govt. of India}
Accordingly, it was finalized to install 0.5 MWe capacity biogas
based power plant at Anjana STP in FY: 2003-04. It was the first
technology demonstration plant in India, which was
commissioned in October, 2003. 50% financial assistance given
by MNRE.

Surat Municipal Corporation has signed MOU with Solar Energy
Corporation of India (SECI), Govt. of India to shoulder the
objectives and targets of National Solar Mission.
Surat Municipal Corporation has also signed Understanding
with State Nodel agency Gujarat Energy Development agency
(GEDA) to shoulder targets of installation of rooftop grid
connected solar power plants on 1,00,000 households in the
state.

-: COMMUNITY BASED ROOFTOP SOLAR POWER PLANT:- Vide General Board’s resolution no. 910/2016, Dtd. 13.09.2016 SMC has launched scheme of community based solar power plant into various apartments, flats,
societies etc. and decided to give additional subsidy of Rs. 10,000 / KWp and limited to
maximum RS. 20,000. Over and above the subsidy available from Central and State government.Objective of the schemes are as below : 1. To promote rooftop solar plants in residential sector. 2. To Shoulder NSM’s target of 40 GW rooftop solar plants. 3. To Shoulder State Targets of rooftop solar plants. 4. To shoulder the CO2 emission by using green power. 5. To use solar power for common services like lift, water motor, street lighting,
passage lighting etc. into societies, flats and apartments.

Outcomes
Energy Security for Poorest of the Poor
Till Date all the Energy Savings realized through Energy Efficiency and Renewable Energy measures
till May-2015, have rendered 6.12 Crores Units per annum.
One poorest of the poor family needs following Electrical Appliances
1 Bulb of 60 W – Average running hours per day – 9
1 Electric Fan – Average running hours per day – 12
Average family size – 5 members
Thus, Lifeline supply of Energy per capita per annum becomes around 100 units and based
on that through all efforts in Energy efficiency and renewable energy measures put together
till May-2015 have made around 6.12 Lacs Poorest of the poor Energy Secured.
All the savings projected through Energy Efficiency and Renewable measures put together till year
2016-17 will render units 19,13,50,000 per annum. This implies, considering minimum life line
supply of Energy per capita per annum of 100 units, around 19.1 Lacs urban poor will be
made energy secured in country.
