What is a Career Roadmap for Religious Program Specialist?
Religious Program Specialist roadmaps are just what the name implies - a roadmap through the Enlisted Learning andDevelopment Continuum from Seaman Recruit through Master Chief. The principal focus is to standardize a program Navy wideby featuring the existing skills necessary to be successful in the Navy. The ultimate goal of a roadmap is to produce a functionaland competent Sailor.
What is the Enlisted Learning and Development Continuum?
Enlisted Learning and Development Continuum is the formal title given to the curriculum and process building on the foundationof Sailorization beginning in our Delayed Entry Program through Recruit Training Command and throughout your entire career.The continuum combines skill training, professional education, well-rounded assignments, and voluntary education. As youprogress through your career, early-on skill training diminishes while professional military education gradually increases.Experience is the ever-present constant determining the rate at which a Sailor trades skill training for professional development.
Do Sailors have to follow the Roadmap?
Yes. The Religious Program Specialist roadmap includes the four areas encompassed by the Continuum in Professional MilitaryEducation to include; Navy Professional Military Education (NPME), Joint Professional Military Education (JPME), Leadershipand Advanced Education.
Some training and education is mandatory (Recruit Training, Religious Program Specialist Class “A” School at Naval Air StationMeridian, MS, E-Learning, etc.). Some may be directed by your chain of command (Microsoft Excel and PowerPoint courses),and the remainder is voluntary (MNP, E-Learning, college courses, etc.). Sailors are advised to seek out mentors, including yourCommand Master Chief, Senior Enlisted Advisor, Leading Chief Petty Officer, Leading Petty Officer and Command CareerCounselor, and to make use of your Navy College Virtual Education Center (VEC) or OCONUS Education Office's vastresources. All are uniquely qualified to help you along the way.

Notes: 1. As of 1 October 2018, “A” school and the RP Managers Course are required. 2. Background. As Sailors, RPs are expected to participate in general duties that contribute to the command's mission. RPs Serving in combat/expeditionary environments provide physical security for chaplains within the confines of the commands security operations. They are also trained to accommodate the free exercise of religion.
3. Leadership. Direct leadership of large numbers of RPs is infrequent. Offer additional consideration if leadership took place in combat, Forward Deployed Naval Forces (FDNF) or other arduous assignments. Other considerations:
a. Initiative to seek additional leadership opportunities.
b. Personnel assigned to these billets are carefully screened and selected. Sailors selected to serve on these staffs are considered to be at the top of rating expertise and are highly valued by the RP community.
4. Sea/Shore Flow. Due to the unique billet distribution within the RP community, rotation is established as INUS (Type 1) and OUTUS (Type 2, 3, 4, or 6). 5. Security Clearance Eligibility. RPs are required to maintain eligibility for access to classified information, and maintain at least a Secret clearance. A revoked Security Clearance should not be taken lightly and should affect the opportunity for selection. 6. RP Functional Areas. a. Religious Program Senior Supervisor. Religious Program Senior Supervisors serve as advisors of Professional Naval Chaplaincy (PNC); support the care of service members and their families; advise chaplains and leadership on morale, program planning and execution; support the Command Religious Program (CRP) with data collection, research, and analysis; provide technical expertise on force protection requirements for Religious Ministry Teams (RMT) in expeditionary and combat environments; assess RMTs on the delivery of Religious Ministry (RM); advise the Chaplain Corps on manpower, personnel, training and education, policy, and programs. b. Ministry Support and Accommodation: RPs manage and execute Command Religious Programs (CRP) that accommodate diverse religious ministry requirements. Accommodation of individual and collective religious ministry includes, but is not limited to: scheduling, coordinating, budgeting, and contracting. RPs are specially trained to support religious accommodation. c. Pastoral Care Support: RPs are uniquely trained and positioned to support the delivery of care individually and programmatically. RPs support the delivery of care through pastoral triage, referrals, professional military counseling, charting, and explaining the types of ministry available. d. Religious Advisement: RPs play an integral role in advising the chain of command on the impact of the Command Religious Program (CRP). RPs support the CRP with data collection, research, analysis, program planning and execution. e. Expeditionary Ministry Support: RPs in expeditionary environments are combatants who provide force protection expertise for RMTs. f. Administration: RPs balance faith-group-specific religious requirements, managing facilities, personnel, volunteers, and resources. g. Finance and Accounting: RPs plan, coordinate, train, implement, and maintain non-appropriated Religious Offering Fund (ROF) and appropriated OM&N funds. RPs identify, procure, and maintain facilities and equipment

needed to support the CRP. RPs manage real property repair and maintenance, equipment acquisition, and supplies. RPs prepare, plan, program, analyze, and execute budgets and research and write statements of work for civilian contracts in support of the CRP. h. Library: RPs manage and execute the full range of activities associated with the Learning Multi-Media Resource Centers (LMRC), including but not limited to scheduling, filing, ordering, organization, staffing, and operation. i. For clarification purposes, many Fleet Marine Force (FMF) commands perform duties similar to regular Navy major commands. These include but are not limited to the following: Marine Corps Forces (MARFORCOM), Marine Corps Force, Pacific (MARFORPAC), Marine Corps Forces Reserve (MARFORRES) and Marine Special Operations Command (MARSOC) operate similarly to regular Navy TYCOM commands such as SURFLANT or SURFPAC I, II, III Marine Expeditionary Forces (MEF) operate similarly to regular Navy Fleet commands, such as 3rd Fleet. 1st, 2nd & 3rd Marine Divisions (MARDIV), Marine Logistics Groups (MLG) and Marine Aircraft Wing (MAW) also operate as TYCOMs but their tasked organized under their respective MEFs, whereas MARFORCOM, MARFORPAC, MARFORRES and MARSOC have higher headquarters responsibility and accountability. Considerations for advancement from E6 TO E7 There are two main type NECs held by RPs: 0000 and A17A. This is important to know when evaluating a candidate as being fully qualified and best qualified. A17A RPs traditionally deploy with Marine Corps commands, which will preclude them from obtaining certain qualifications that are obtainable when assigned to Navy commands; however, with a proper balance of duties and self-initiative there are opportunities that offer competitive breakouts. Also, not all Marine Corps commands are Fleet Marine Force (FMF) Warfare eligible commands. Operational FMF commands are FMF Warfare eligible and shore FMF command are not Warfare eligible. FMF billets are challenging assignments and mostly on independent duty. Candidates should not be viewed negatively if they are not peer ranked. Consideration should be given to candidates with a hard/soft ranking and should be viewed favorable. Candidates should have a diverse background and A17A should not be the sole reason for selection; however, when evaluating a candidate full career, consideration should be given to candidates with the A17A NEC. 1. Advancement Considerations:
• Sea/Shore Tours & Scope of Responsibility. Consideration should be given to candidates serving in challenging assignments with documented impact throughout the command, domain and Fleet. Below is a chart that gives an example of billets by rank and scope from most responsibility (Tier I) to least responsibility (Tier III). Those candidates who have demonstrated the ability to succeed in challenging assignments (Tier I) with documented impact should be viewed positively. Tier levels should NOT be the sole reason for a candidate’s selection. A candidate’s performance and impact at each Tier level should be considered and special attention to a candidate’s contribution to the improvement and development of the RP rate.

• Should have a successful LPO tour (at shore or at sea, to prove leadership skills and development of
subordinates). The best and fully qualified candidate demonstrates sustained superior leadership and competency in developing RPs/Sailors as measured by qualifications, advancement results, retention/attrition, and the extent to which the candidate trains and educates peer/subordinates on technical proficiency.
• Should have at least one sea tour preferably as E6 but E5 is acceptable (USMC or Navy) • Must be qualified at least one warfare designator • Candidates that have successfully completed the following professional military or advanced civilian

2. Background. RPs are expected to participate in general duties that contribute to the command's mission.
Serving in combat/expeditionary environments, they provide physical security for chaplains within the confines of
the commands security operations. They are also trained to accommodate the free exercise of religion.
3. Leadership. Direct leadership of large numbers of RPs is infrequent. Offer additional consideration if leadership
took place in combat, Forward Deployed Naval Forces (FDNF) or other arduous assignments. Other considerations:
a. Initiative to seek additional leadership opportunities.
b. Billets that provide RPs direct opportunities to influence large number of Sailors are RTC, MCRDs,
Instructor Duty, Brigs, Naval Chaplaincy School and Center (NCSC), Marine Corps Expeditionary Combat Skills
Training (MCECST), and the Detailer.
c. Opportunities to lead in joint environment at COCOMs, as an IA/GSA/OSA to Army units or JTFs.
4. Sea/Shore Flow. Due to the unique billet distribution within the RP community, rotation is established as INUS
(Type 1) and OUTUS (Type 2, 3, 4, or 6).
5. Security Clearance Eligibility. RPs are required to maintain eligibility for access to classified information, and
maintain at least a Secret clearance.
6. RP Functional Areas.
a. Religious Program Leader (E7-E-9). Religious Program Leaders establish policy and develop programs to
define the Religious Program Specialist (RP) role in Professional Naval Chaplaincy (PNC); provide strategic
management in support of religious ministry throughout the Navy Enterprises; manage manpower and personnel
issues, and ensure standardization in delivery of religious ministry throughout their areas of responsibility; ensure
readiness of RPs and assess the operational readiness of subordinate Religious Ministry Teams (RMT); advise
command leadership and religious ministry leadership on matters of morale, moral and ethical decision-making,
cultural awareness, conflict resolution, and quality of life issues; coordinate provision of force protection; and
provide force protection expertise for RMTs in expeditionary and combat environments.
b. Ministry Support and Accommodation: RPs manage and execute Command Religious Programs (CRP) that
accommodate diverse religious ministry requirements. Accommodation of individual and collective religious
ministry includes, but is not limited to: scheduling, coordinating, budgeting, and contracting. RPs are specially
trained to support religious accommodation.
c. Pastoral Care Support: RPs are uniquely trained and positioned to support the delivery of care individually and
programmatically. RPs support the delivery of care through pastoral triage, referrals, professional military
counseling, charting, and explaining the types of ministry available.
d. Religious Advisement: RPs play an integral role in advising leadership on the impact of the Command
Religious Program (CRP). RPs advise leadership at all levels of the chain of command on moral and ethical
decision making, cultural awareness, conflict resolution, and cross-cultural communications.
e. Expeditionary Ministry Support: RPs in expeditionary environments are combatants who provide force
protection expertise for RMTs.
f. Administration: RPs balance faith-group-specific religious requirements, managing facilities, personnel,
volunteers, and resources.

g. Finance and Accounting: RPs plan, coordinate, train, implement, and maintain non-appropriated Religious
Offering Fund (ROF) and appropriated OM&N funds. RPs identify, procure, and maintain facilities and equipment
needed to support the CRP. RPs manage real property repair and maintenance, equipment acquisition, and supplies.
RPs prepare, plan, program, analyze, and execute budgets and research and write statements of work for civilian
contracts in support of the CRP.
h. Library: RPs manage and execute the full range of activities associated with the Learning Multi-Media
Resource Centers (LMRC), including but not limited to scheduling, filing, ordering, organization, staffing, and
operation.
Considerations for advancement from E6 TO E7
There are two main type NECs held by RPs: 0000 and A17A. This is important to know when evaluating a
candidate as being fully qualified and best qualified. A17A RPs traditionally deploy with Marine Corps commands,
which will preclude them from obtaining certain qualifications that are obtainable when assigned to Navy
commands; however, with a proper balance of duties and self-initiative there are opportunities that offer competitive
breakouts. Also, not all Marine Corps commands are Fleet Marine Force (FMF) Warfare eligible commands.
Operational FMF commands are FMF Warfare eligible and shore FMF command are not Warfare eligible.

United Services Military Apprenticeship Program (USMAP): USMAP is available to most active duty occupations and is
certified by the U.S. Department of Labor. This is the largest apprenticeship program operating in the U.S. and is recognized byall 50 states. Completion of one of these programs would qualify you as a journeyman, which could mean a significantly higherstarting salary in the civilian work force. Canvasser Recruiter (CANREC)The Canvasser Recruiter (CANREC) Recall Program is a voluntary and temporary recall program for RC personnel to serve asproduction recruiters in support of the Navy Prior Service recruiting mission. Personnel eligible to volunteer for a Definite (alsotermed as “temporary”) Recall to Active Duty (ACDU) as a CANREC are Reserve Component (RC) members, specificallySelected Reserve (SELRES), Individual Ready Reserve (IRR-ASP), and Voluntary Training Unit (VTU) personnel. Career Waypoints-Reenlistment:The Command Career Counselor is your local advocate to assist you with the Career Waypoints application process.
E3-E6 Sailors with less than 14 years of service must submit a Career Waypoints application, regardless of reenlistmentintentions. Sailors who do not desire to reenlist will submit an "intends to separate" application. Sailors not eligible forreenlistment will submit a "not eligible" application.
The Career Waypoints system automatically generates most of the applications needed by Sailors. Applications must besubmitted no later than 16 months prior to expiration of active/reserve obligated service (EAOS/EOS) or as extended(SEAOS/SEOS). Sailors with less than 24 months of contract time remaining at their projected rotation date (PRD) willsubmit an application 15 months prior to their PRD. In either case, the Career Waypoints system will automatically generate

applications for Sailors 18 months prior to either timeframe. Applications required outside of the established C-Way gatescan be submitted as Special Circumstance applications. Examples of when these may be needed include OBLISERVE forspecial duty, decommissioning or homeport shift.
The C-Way 3-2-1 Process aligns career decisions with the detailing process. Soft End of Active/Reserve Obligated Service(SEAOS/SEOS)/End of Active/Reserve Obligated Service (EAOS/EOS) applications are created by C-Way at the 18 monthfrom S/EAOS/EOS mark and must be submitted by the Command Career Counselor at the 16 month mark. This providestime for the Career Counselor to validate the Sailor's information and to ascertain the Sailors career intentions. The first C-Way review gate occurs from 16 to 13 months from S/EAOS/EOS with career choice options of in-rate, conversion, andSelected Reserve. The second review gate occurs from 12 to 9 months from S/EAOS/EOS with career choice options ofconversion and Selected Reserve. From 8 months to 4 months to S/EAOS/EOS the Sailor can only choose SelectedReserve affiliation.

In February 2014, C-Way delivered auto-approval capabilities to provide reenlistment decisions on S/EAOS/EOS applicationsmore quickly for eligible ratings. This changed the monthly processing of reenlistment applications as described below.
If you are in an, "open" rating or a "balanced" rating in an undermanned year group or an E6, you are eligible forreenlistment, and your application is submitted with correct data it will be auto-approved and returned immediately, and youcan reenlist.
If you are in a "competitive" rating or a balanced rating but not an undermanned year group, then your application will beprocessed through the monthly Rack and Stack process. Applications submitted in one month are processed in Rack andStack the following month.
For Nuclear ratings, all applications are reviewed by enlisted community managers on an ongoing basis throughout theprocessing month.
If required data is missing (evaluations, Physical Fitness Assessment (PFA) data, security clearance etc.) the applicationwill be denied with a note to your career counselor regarding what needs to be fixed. It is critical the Command CareerCounselor reviews these notes to ensure Sailors are not disadvantaged in their opportunities for retention.
Upon completion of the monthly process, Career Waypoints results will be available to command users via the Monthlyreport section of the Career Waypoint system.

The Navy College Program (NCP) provides opportunities to Sailors to earn college degrees by providing academic credit forNavy training, work experience, and off-duty education. The NCP mission is to enable Sailors to obtain a college degree whileon active duty. In support of the four R's - Recruiting, Readiness, Retention, and Respect - the NCP signifies Navy's commitmentto education by improving enlistment appeal; demonstrating Navy service and achieving a college degree are compatible;helping Sailors apply themselves to new situations and challenges and better preparing them for advancement; building upSailors' self-image; and producing higher quality Sailors.

Tuition Assistance (TA):
NAVADMIN 114/19 limit changes as of 1 October 2019: TA provides funds for eligible active-duty personnel to attend approvededucational institutions on an off-duty basis to earn a high school diploma, vocational/technical certificate, or college degree. TApays for tuition. TA will pay for the following amount per career: 120 semester hours, or 180-quarter hours or 1800 clock hours ora combination of semester, quarter and clock hours. TA will pay the following amounts per fiscal year: 12 semester hours, not toexceed $250/credit for semester hours or 18-quarter hours not-to-exceed $166.67/credit for quarter hours or, 180 clock hoursnot-to-exceed $16.67/clock hours or a combination of semester, quarter and clock hours.

The American Council on Education (ACE)
ACE has reviewed every course listed in the OCCUPATIONAL Roadmap and determined what type of collegiate level credit isrecommended. The ACE identifier, listed with each course, is a source to validate the information and to check for changes asthey occur.

Vocational Certificates
Vocational Certificates are available from most community colleges. Most of your military training can be counted toward theirdegree programs, but they will still require residency credits and approximately 40-75 credit hours. These certificates can be asvaluable as the apprenticeship program in the civilian work force.
College credits by Testing CLEP, DSST
Testing can replace the requirement to attend most of the college courses listed in the Occupational Roadmap. Base EducationCenters offer CLEP and DSST exams for active duty military at no cost. They also offer a comprehensive list of "credit-by-exam"tests. Additionally, many of the tests have study guides available. These tests are available at the base education center orthrough the base library system. For specific testing locations visit the DANTES website.

College Entrance Exams Testing ACT, SAT
The ACT and SAT are both standardized tests that help colleges evaluate candidates. Many colleges require that studentssubmit test results as part of the admission application process. Since Sailors are considered transfer students, these tests arenot generally required for admission. However, some Sailors must take the tests to enter specific military programs.
