December 7, 2015 Arkansas Department of Environmental Quality Attention: Ms. Lori Burke, Solid Waste Management Division 5301 Northshore Drive North Little Rock, Arkansas 72118-5317 Re: Ozark Ridge Landfill – 4th Quarter Inspection 2015 AFIN 75-00046; Permit Number 0225-S1-R5 Response to ADEQ Solid Waste Inspection Dear Ms. Burke: As requested in your letter dated December 21, 2015, following are responses to the ADEQ Solid Waste Inspection conducted on December 10, 2015 at Ozark Ridge Landfill (ORLF). This submittal will address the items identified in the inspection letter and incorporate our comments to the inspection items. Your comments are listed first in bold print followed by the appropriate response from Waste Management of Arkansas, Inc. (WM), Ozark Ridge Landfill.
Regulation 22.411 – Leachate leaks or other evidence of leachate seepage. (o) Cover maintenance – Areas of leachate seepage, or areas exhibiting evidence of leachate seepage such as staining and discoloration of the cover system shall also be promptly repaired.
Category 2 Comment: Actively flowing leachate leaks were noted in Phase 3 western slope. Response: In November of 2015, ORLF installed a system to address previously self-identified seeps on the western slope of Cell 3. The system consisted of a 2” HDPE forcemain from the nearest gas well on Phase 4, two 18” vertical sumps with pneumatic pumps (Phase 4, Zone G and corner of Cell 3) and a 6” perforated HDPE collection trench along the east side of Cell 3. A 12” side slope riser was constructed at the northeast corner of Cell 3. A diagram of the system is included as Attachment 1. The seeps identified during the Q4 2015 inspection occurred after the November construction in an area above the system. Ozark Ridge Landfill had previously self-identified these seeps on the western slope of Phase 3 and had installed a berm across the western corner of the cell to prevent the leachate from exiting the cell. On December 11, the site completed a clay plug on the west slope of Cell 3 to address the seep. In addition, the site installed a diversion berm at the top of Cell 3. Please reference the documents in Attachment 2.
