Suriname
“The General Bureau of Statistics in Suriname (ABS), the United Nations Development Programme (UNDP) and
the Suriname Business Forum (SBF) / Suriname Business Development Center (SBC) organized in 2010 a series of
seminars on the area of social statistics. The purpose of the seminars is to raise awareness on the need of a sound
system of social statistics as vital for the effective development of social policy, for informed decisions making on
policy issues and for the evaluation of the impact of social and economic policy. The topics in the seminars included:
Population: composition and change; Human settlements, housing and geographical distribution of population;
Health and health services, impairment and disability, nutrition / Social security and welfare services; Households
and families, marital status and fertility; Economic activity and population not economically active; Learning and
education services / Leisure, culture and communications; Public order and safety; and Socio-economic groups and
social mobility / income, consumption and wealth.

De aanwezigen worden welkom geheten.

is vanaf het begin betrokken geweest bij de coördinatie van de seminars voor sociale statistieken.

De aanwezigen worden welkom geheten.
Iedereen ervaart veiligheid als één van de meest centrale zaken. Dit geldt voor huishoudens, scholen,
maar zeker ook voor de business sector. Ook voor het SBF is veiligheid bijzonder belangrijk. Er is
vaak vraag vanuit de bedrijvensector over de veiligheid. Investeerders in Suriname, maar ook in het
buitenland, willen weten hoe veilig hun investeringen en hun arbeiders zijn. Met name investeerders in het
buitenland maken een quick scan voordat ze ertoe overgaan te investeren in een land. Hoewel Suriname
niet bekend staat als een land waar veel criminaliteit plaatsvindt, is er ruimte voor verbetering.
Het is dringend nodig om een goed gecoördineerd beleid op te zetten op basis van de input van
alle stakeholders. Het is vooral belangrijk om vanuit onderzoek en analyse maatregelen te nemen,
zodat er geen adhoc beleid komt, maar er kan worden gewerkt aan een gecoördineerd beleid waarin
alle ervaringen van de stakeholders kunnen worden meegenomen. Voor het verkrijgen van goede
statistische gegevens zijn diverse instituten nodig. Het ABS kan worden gebruikt voor verwerking en
analyse, maar ook de input van anderen is nodig.
Het SBF kijkt uit naar de uitkomst van dit seminar. Mw. Burleson bedankt de aanwezigen voor hun
aandacht.

Mrs. Burleson welcomes the participants.
Safety is one of the most important matters for everyone. Safety is an important issue for households,
schools, but certainly also for the business sector. SBF is also of the opinion that safety is very important.
The business sector often has questions about safety. Investors in Suriname, but also abroad, want
to know how safe their investments and their employees are. Especially investors from abroad make
a quick scan before they decide to invest in a certain country. Although Suriname is not known as a
country with a lot of criminal activities, there is room for improvement.
There is an urgent need for well coordinated policy based on the input of all stakeholders. It is especially
important to take measures based on research and analyses in order to prevent ad hoc policymaking
and work on well coordinated policy in which all experiences of the stakeholders have been taken into
account. Several institutions are needed to obtain good statistic information. ABS can be used for
processing and analysis of data, but input from others is necessary as well.
SBF looks forward to the outcome of this seminar. Mrs. Burleson thanks the participants for their
attention.

De aanwezigen worden welkom geheten.
Het ABS is opgericht op 1 januari 1947, maar is slechts één van de vele instellingen die samen
Suriname’s Nationaal Statistiek Systeem vormen. In totaal zijn er circa 15 instellingen. Het ABS is bij
wet aangewezen als coördinator van Suriname’s statistieksysteem.
Het doel van het ABS is de nationale en internationale gemeenschap te voorzien van deugdelijke
statistieken die inzicht geven in de situatie en ontwikkeling van Suriname, oorspronkelijk slechts op
demografisch, economisch, sociaal en cultureel gebied, maar in toenemende mate ook voor wat betreft
milieustatistieken.
Statistiek als wetenschap houdt zich bezig met het verzamelen, verwerken, analyseren en overzichtelijk
presenteren van data. Wanneer men praat over Sociale Statistieken, dan is het duidelijk dat men het
heeft over statistieken als een georganiseerde verzameling van data op een bepaald gebied. Voorbeelden
zijn Bevolkingsstatistieken, Gezondheidsstatistieken, Arbeidsstatistieken en Criminaliteitsstatistieken.
Er wordt erop gerekend dat het statistiekbewustzijn van velen zal worden vergroot en dat een evaluatie
in december 2010 of januari 2011 mag uitwijzen dat mensen meer bewust zullen zijn van het nut en
belang van statistieken in het algemeen en sociale statistieken in het bijzonder.
De titel van dit seminar is: ”Public Order and Safety”. Publieke orde en veiligheid is van eminent belang.
De kwaliteit van iemands leven is afhankelijk van de mate van veiligheid van de plaats waar iemand
zich bevindt.
Antwoorden op vragen met betrekking tot criminaliteit (is criminaliteit toe- of juist afgenomen) zijn
vaak afhankelijk van de persoonlijke perceptie van een persoon. Mw. Hussainali zal vandaag diverse
belangrijke issues belichten en trachten de diverse vragen te beantwoorden.

Mr. Sno welcomes the participants.
ABS was established on January 1st, 1947, but is only one of the many institutions that together form
Suriname’s National Statistics System. In total there are 15 institutions. By law, ABS is appointed as the
coordinator of Suriname’s statistics system.
The goal of ABS is to provide the national and the international community with solid statistics that give
insight in the situation and development of Suriname. Originally the object was to provide information
only on a demographic, economic, social and cultural level, but increasingly also to provide environment
statistics.
As a science, statistics involve collecting, processing, analyzing and presenting data in an orderly
manner. When people talk about social statistics, it is apparent that statistics as an organized collection
of data in a certain area is meant. Examples are: population statistics, health statistics, employment
statistics and crime statistics.
We are counting on the fact that the statistical awareness of many will have increased and that an
evaluation in December of 2010 or January of 2011 will show that an increased number of people are
aware of the use and significance of statistics in general and social statistics in particular.
This seminar is titled:”Public Order and Safety”. Public order and safety is of the utmost importance.
The quality of one’s life depends on the extent of the safety of one’s location.
Answers to questions regarding crime –has crime increased or decreased – often depend on one’s
personal perception. Today Mrs. Hussainali will shed some light on various issues and try to answer
questions related to the subject.

Paula hidalgo Sanchis– OIC united Nations Development Programme Suriname: Opening
Mw. Hidalgo heet de aanwezigen welkom.
Het seminar is het resultaat van het werk van de UNDP in samenwerking met andere UN organisaties in
het land zoals PAHO en UNICEF. Dit seminar is ter ondersteuning van het ontwerpen en de implementatie
van de nationale strategie voor de ontwikkeling van sociale statistieken in Suriname.
De reden voor deze seminars is dat in Suriname, net als in de andere landen van de regio, behoefte
is aan de sociale statistieken zodat deze kunnen worden gebruikt voor het ontwerpen, monitoren en
evalueren van sociaal beleid.
De seminars hebben het doel drie boodschappen over te brengen:
(1) Inadequate statistische systemen vormen een belemmering voor sociale ontwikkeling.
(2) Men dient zich in Suriname meer te houden aan internationale normen en standaarden betreffende
sociale statistieken.
(3) Betrouwbare en tijdige sociale statistieken zijn essentieel voor het monitoren van sociale
veranderingen in een land.
Deze seminars zijn het resultaat van een samenwerking van de UNDP, het ABS en het SBF. Mw. Hidalgo
spreekt de hoop uit dat deze samenwerking door zal gaan.
Mw. Hidalgo vraagt de aandacht van de participanten voor het erkennen van de grote rol die Ad Coffeng
heeft gespeeld bij het ontwikkelen van deze seminars. Hij heeft ook een grote bijdrage geleverd aan het
tot stand komen van de samenwerking tussen het ABS, de UNDP en het SBF.

Mrs. Hidalgo welcomes the participants.
This seminar is the result of collaboration of UNDP with other UN organizations in the country such as
PAHO and UNICEF. These seminars aim to support the design and implementation of a national strategy
for the development of social statistics in Suriname.
The reason for these seminars is that Suriname, like many other countries in the region, has a need for
social statistics to design, monitor and evaluate social policy.
The object of these seminars is to transfer three messages:
(1) Inadequate statistical systems are an impediment for social development.
(2) Suriname needs to adhere more to international guidelines and standards for social statistics.
(3) Reliable and timely statistics are essential for monitoring social changes in the country.
These seminars are the result of collaboration between UNDP, ABS and SBF and Mrs. Hidalgo hopes
that this collaboration will continue in the future.
Mrs. Hidalgo asks the attention of the participants for the acknowledgment of the large role Mr. Ad
Coffeng has played during the development of these seminars. He also contributed to the establishment
of the partnership between ABS, UNDP and ABF.

Introductie
Volgens het World Development Report uit 1997 dient de overheid zich te richten op haar kerntaken:
Instandhouden van wet- en regelgeving•
Handhaven van macro-economische stabiliteit•
Investeringen in sociale zorg en infrastructuur•
Beschermen van kwetsbare groepen•
Beschermen van het milieu.•
De overheid moet dit doen met de beschikbare capaciteit die zij heeft en daarom zullen partnerships
gevormd moeten worden met andere organisaties en instituten, waaronder de business community.
Het samenwerken heeft gedeelde verantwoordelijkheid en risico’s tot gevolg.
Partijen zullen worden geconfronteerd met diverse uitdagingen bij het handhaven en waarborgen van
de veiligheid als gevolg van diverse zaken:
Externe processen als globalisatie, regionalisatie etc. (hierbij kan gedacht worden aan CARICOM)•
Interne ontwikkelingsprocessen (democratisering, urbanisatie en integratie, onvoldoende capaci-•
teit, versterking instituten, vormen van partnerships etc.)
Nieuw landschap van onveiligheid•
Groeiende vraag naar openbare orde, veiligheid en bescherming•
Nieuwe eisen ten aanzien van goed bestuur met componenten als transparantie, verantwoordelijk-•
heid en participatie.

Introduction
According to the World Development Report of 1997 the government should focus on its following main duties:
Maintaining legislation and rules•
Maintaining macro-economic stability•
Investing in social care and infrastructure•
Protecting vulnerable groups•
Protecting the environment.•
The government must perform these duties with the capacity available and that is why the government
will have to enter into partnerships with other organizations and institutions, such as members of the
business community. Collaboration will lead to shared responsibilities and risks.
Parties will be confronted with several challenges in the process of maintaining and guaranteeing
safety due to a number of matters:
External processes such as globalization, regionalization etc. (for example: CARICOM)•
Internal development processes (democratization, urbanization and integration, insufficient capa-•
city, strengthening of institutions, building partnerships etc.)
New landscape of unsafety•
Increasing demand for public order, safety and protection•
New requirements regarding good governance with components such as transparency, responsi-•
bility and participation.

Het gevolg van het veranderd landschap is dat er geen enkele overheid is die de veiligheid alleen
kan aanpakken. In 1999 wordt het politiekorps van Suriname geconfronteerd met een illegaal geland
vliegtuig met drugs en geld in het binnenland. Suriname was hier nooit eerder mee geconfronteerd.
Van de overheid wordt verwacht dat er strategiëen worden bedacht om deze vorm van criminaliteit
tegen te gaan.
Definitie van het onderwerp
Openbare Orde en Veiligheid: De – naar tijd en plaats bepaalde – normale gang van zaken op voor het publiek toegankelijke plaatsen,
welke gang van zaken wordt gekenmerkt door een overwegende mate van algemene vrijheid en deze
plaatsen overeenkomstig hun bestemming te gebruiken in veiligheid voor persoon en goed.
De normale gang van zaken verschilt per lokatie. De cijfers en incidenten dienen in een bepaalde context
te worden bezien. Bij het verzamelen en analyseren van data moet rekening worden gehouden met
welke informatie benodigd is, waarom deze informatie nodig is en wat er met de informatie kan worden
gedaan.
Bij het analyseren dienen de volgende zaken in aanmerking te worden genomen:
Tijd. Wanneer een beroving wordt gepleegd is hier een voorbereiding aan vooraf gegaan. Een •
evenement dat plaatsvindt, wordt ook vooraf gepland. Er kunnen dus ook vooraf risico’s worden
ingeschat op basis waarvan preventieve maatregelen kunnen worden genomen
Ruimte. Is een probleem een lokaal probleem of een internationaal probleem? Hierop kan de stra-•
tegie dan worden afgestemd.
Sociale netwerken. Iedereen heeft een sociaal netwerk van mensen en dit betekent dat er informatie •
uit het netwerk kan worden gekregen.
Kennisgebieden of disciplines. Een probleem kan uit verschillende invalshoeken worden benaderd. •
Bijvoorbeeld vanuit een economische invalshoek, maar ook vanuit een sociale invalshoek.
Meten en beoordelen wordt beïnvloed door persoonlijke perspectieven en percepties. Zaken als: •
wie zijn we, wat is onze professie, wat is ons belang? Cijfers kunnen niet op zich zelf worden beoor-
deeld en er zullen diepte-analyses en onderzoeken nodig zijn. De cijfers geven slechts een indicatie
welke verder geanalyseerd dienen te worden.
Bronnen van informatie
De informatie is afkomstig van:
Registratie over de frequentie van incidenten. Er is ook criminaliteit die niet wordt aangegeven (be-•
drijven die in verband met hun imago geen aangifte doen, personen die aangifte achterwege laten
in verband met schaamte etc.). Deze zaken worden niet meegenomen bij de registraties en deze zijn
wel belangrijk. Om deze informatie te verkrijgen zijn onderzoeken nodig.

The result of the changed landscape is that governments cannot handle guaranteeing safety by
themselves. In 1999 the police force in Suriname was confronted with an illegally landed plane in the
interior that contained drugs and money. Suriname had not been confronted with such a type of crime
before. However, people do expect the government to come up with strategies to suppress this type
of crime.
Definition of the subject
Public order and safety: The – time and place related – normal procedure at for the public accessible locations, which procedure
is characterized by an extent of public freedom and use of these locations in accordance with their use
in a way that is safe for persons and goods.
What is considered normal procedure differs per location. The figures and incidents must be viewed
in a certain context. The type of information needed, the reason why this type of information is needed
and what can be done with the type of information must be taken into account when collecting and
analyzing data.
The following matters should be taken into account when analyzing data:
Time. Before a robbery takes place, a certain amount of time has been spent on planning. This can •
also be said for any public event that takes place. This means risk assessments can be made and
precautionary measures can be taken.
Space. Is a problem local or international? The strategy can be focused on the answer to this •
question.
Social networks. Everyone has a social network of people and this means that information can be •
obtained from this network.
Areas of expertise or disciplines. A problem can be interpreted from various points of view. For •
example from an economic or a social point of view.
Measuring and assessing an issue is affected by personal perspectives and perceptions. Matters •
such as: who are we, what is our profession, what is our interest? Figures can’t be assessed inde-
pendently and in depth analyses and studies will be necessary. The figures only give an indication
to what is going on and this indication will have to be further analyzed.
Data sources
The data comes from:
Registration regarding the frequency of incidents. Also, certain types of crimes are not reported •
(companies that refrain from reporting crimes because of the company image, people that don’t
report because of shame etc.) These matters are not taken into account when assessing the regis-
trations, but they are very important. Studies are necessary to obtain this information.

- Slachtofferschap. Ook hier zijn er beperkingen, wanneer mensen zich bijvoorbeeld niet meer

Gebruik van data
Op nationaal niveau is het noodzakelijk om bepaalde informatie te hebben om de volgende redenen:
Voor het meten van de effectiviteit van organisaties en te bepalen in hoeverre hierover verantwoor-•
ding afgelegd wordt aan de overheid.
Inzicht en overzicht van factoren die leiden tot verstoring van openbare orde en veiligheid. Wan-•
neer bijvoorbeeld iemand op regelmatige basis een evenement organiseert, waarbij ook steeds de
openbare orde wordt verstoord, zou dit ergens moeten worden geregistreerd.
Transparantie en samenwerking. De overheid is afhankelijk van de samenleving voor informatie. •
Ook omgekeerd verlangd de samenleving informatie van de overheid.
Beleidsontwikkeling op strategisch, tactisch en operationeel niveau. Bepaald dient te worden op •
welk soort criminaliteit de aandacht gelegd dient te worden. Dit geldt ook voor de lokaties die
mogelijk de aandacht verdienen. Op operationeel niveau is ook belangrijk om bijvoorbeeld met
buurtmanagers te bekijken wat de openbare orde verstoord en de veiligheid in gevaar brengt.
Risico-analyse. Wanneer zaken worden geanalyseerd kunnen deze ook worden voorkomen. Speci-•
fieke doelgroepen kunnen gericht worden geinformeerd en voorbereid.
Inzicht in kosten en impact op kwetsbare groepen. •
Ook op internationaal niveau is het noodzakelijk om bepaalde informatie te hebben omdat indien een
land als niet veilig wordt gezien dit impact heeft op het imago van een land. Echter, ook de veiligheid in
een buurland heeft impact op de veiligheid in een land. Van belang is om je als land met andere landen
te vergelijken en de best practices over te nemen.

Totaal aantal geweldscriminaliteit naar lokatie. Wanneer iemand wordt beroofd die een winkel runt, •
dient ook informatie te komen over wie zich vervolgens bekommert om deze man, wie let op zijn
bedrijf en betaalt de kosten voor het ziekenhuis? Dit dient onderzocht te worden zodat hierop be-
hoorlijk kan worden ingespeeld.
Aantal assistentie-aanvragen en aanrijtijden.•
Aantal aanhoudingen naar leeftijd en nationaliteit. De informatie die additioneel verzameld dient •
te worden is informatie over welke mensen worden aangehouden en hoe ze in deze vorm van
criminaliteit zijn beland. Wat kan worden gedaan om dit te voorkomen? De onderliggende factoren
die criminaliteit bevorderen dienen onderzocht te worden zodat beleid kan worden gemaakt om dit
tegen te gaan.
Inbeslagname drugs. De inbeslagname van drugs geeft een indicatie dat er drugs in het land zijn. •
Onbekend is hoeveel drugs er precies in Suriname zijn.

Total number of violent offences by location. When a shop owner is robbed there should be infor-•
mation registered regarding who will take care of the victim and manage his shop and pay for the
hospital bills. These matters should be looked into in order to develop goal-oriented policy.
Number of requests for assistance and response time.•
Number of arrests by age and nationality. The information that should be additionally registered is •
information about what type of people get arrested and how they end up involved in these types of
crimes. What can be done to prevent this from happening?
Confiscation of drugs. The confiscation of drugs indicates that there are drugs in the country. •
However, it remains unknown how many drugs there exactly are.
Number of files sent to the Public Prosecutor. What happens with these files? All suspects must be •
fed. How does this affect the government’s budget? There is no data available on these matters.

Slachtoffers (levensberovingen en aanrijdingen met dodelijke afloop). Het aantal doden worden wel •
geregistreerd, maar niet waar de aanrijdingen plaatsvinden, wat de oorzaak is van de aanrijding.
Ook is geen informatie beschikbaar over de gevolgen van het leed voor de nabestaanden.
Mw. Hussainali geeft een aantal voorbeelden van acties die worden ondernomen door de politie naar
aanleiding van de informatie die wordt verkregen.
Voorbeelden:
Informatie over aanrijtijden. Er werd geklaagd dat de politie erg laat kwam na de melding van een •
aanrijding. Toen dit onderzocht moest worden, bleek dat dit niet kon omdat het tijdstip van de
melding en het tijdstip van de aankomst van de politie niet werd geregistreerd. Besloten is daarom
om deze tijdstippen te registreren. Daarna zijn er doelstellingen vastgelegd waarbij prioriteiten zijn
toegekend aan de verschillende strafbare feiten. Vervolgens werd een aanrijtijd gekoppeld aan deze
strafbare feiten.
Informatie over overvallen in woningen. Dit is één van de meest ernstige vormen van criminaliteit. •
Om dit zo goed mogelijk te bestrijden zijn hun eenheden getraind die snel mensen op de plaats van
het overval kunnen hebben. De daders bevinden zich vaak nog in de buurt en hoe sneller de politie
ter plaatse is, hoe meer kans er is dat de daders nog kunnen worden opgepakt. Hier komt bij dat
de daders dan vaak worden opgepakt terwijl ze de gestolen goederen nog bij zich hebben, wat de
bewijslast ook ten goede komt.
Informatie over zelfmoord. Veel mensen sprongen van de brug. Er is daarom met taxibedrijven •
in de buurt de afspraak gemaakt om de politie te bellen, wanneer zij mensen op de brug zagen
lopen. Mede hierdoor is het aantal mensen dat zelfmoord pleegt door van de brug te springen
verminderd.
Informatie over beveiliging van bedrijven. Bedrijven worden gericht geinformeerd over hoe zij de •
veiligheid van hun bedrijf kunnen bevorderen.
Suriname wordt ook geconfronteerd met niet conventionele criminaliteit. Deze vorm van criminaliteit
kan worden gemeten met:
Informanten; Suriname is een kleine samenleving, dus de informanten moeten dan wel worden •
beschermd.
Intelligence; hiervoor is de juiste apparatuur en ook capaciteit nodig. Er zijn investeringen nodig om •
de data ook te kunnen analyseren.
Analyse van lopende onderzoeken.•

Number of collisions•
Victims (homicides and fatal accidents). The number of deaths is registered, but the locations •
and causes are not. There is also no information available about the distress for the surviving
relatives.
Mrs. Hussainali gives some examples of actions taken by the police based on the obtained
information:
Examples:
Information regarding response time. There were complaints about the time it took the police to •
arrive after a collision was reported. It was not possible to further investigate this matter, since
the time of report and the time of arrival of the police had not been registered. The decision was
made to see to it that these moments were registered. Subsequently, there were a number of goals
set including prioritizing the various criminal offences. Each criminal offence was then linked to a
certain response time.
Home robberies. This is one of the most serious types of crime. Units have been trained to have •
police at the crime scene as soon as possible. Often the perpetrators are still nearby and the sooner
the police can respond, the bigger the chances are that the perpetrators can be apprehended. In
addition, the offenders are more often caught with the stolen goods on them which benefits the
burden of proof.
Information regarding suicide. A large number of people jumped of the bridge to commit suicide. •
The police agreed with the taxi companies nearby that they would call the police when they saw
people walking across the bridge. This agreement resulted in a decrease in the number of people
that commit suicide by jumping of the bridge.
Information about company security. Companies are informed specifically about how they can •
increase the company safety.
Suriname is also confronted with non-conventional crime. This type of crime can be measured using:
Informants. Suriname is a small community, so the informants would have to be well-protected.•
Intelligence. The right equipment and capacity is required and investments are needed to analyze •
the data.
Analysis of current investigations.•
International collaboration. To fight non-conventional crime international collaboration is essential. •
For example: a country can collaborate with the country of destination of illegal goods.
Traffic. The different money traffic and traffic of people and goods should be well monitored and •
analyzed.

Internationale samenwerking; deze is voor het tegengaan van niet conventionele criminaliteit es-•
sentieel. Dit kan bijvoorbeeld met landen waar illegale goederen van jouw land naartoe gaan.
Stromen. De verschillende stromen van geld, personen en goederen dienen goed bekeken en ge-•
analyseerd te worden.
Er zijn drie onderzoeken geweest met betrekking tot criminaliteit:
National patterns and trends in violence and crime 1996-2003 (Jack Menke, 2004). De resultaten •
hiervan zijn toegankelijk.
IMWO 2009. Dit onderzoek ging over de aangiftebereidheid en tevredenheid over politie-optre-•
den.
Criminaliteitsbeeldanalyse. Dit onderzoek is momenteel gaande en geeft een beeld over de aard en •
omvang van criminaliteit over een bepaalde periode.
Mw. Hussainali geeft een beeld van de geregistreerde criminaliteit. Deze laat zien dat de criminaliteit
na de Binnenlandse Oorlog de lucht in is geschoten. Interne conflicten in een land hebben invloed op
de criminaliteit.
Mw. Hussainali geeft een overzicht van strafbare feiten om te laten zien welke data wordt bijgehouden.
Bijgehouden wordt het aantal strafbare feiten in relatie tot de aanhoudingen en oplossingen naar
aanleiding van deze.
Met een voorbeeld uit het buitenland wordt gedemonstreerd hoe criminaliteit elders wordt geregistreerd.
De gedetailleerde data die wordt bijgehouden in het buitenland geeft meer inzicht en een beter beeld
over de criminaliteit, zodat het beleid er goed op kan worden afgestemd.
Uit een overzicht van de aangiftebereidheid blijkt dat mensen die in district Nickerie wonen het meest
bereid zijn om aangifte te doen. Daarna volgt district Marowijne. Dit is opvallend, omdat zij relatief veel
moeite moeten doen om een politiepost te bereiken.
Wat opvalt aan de data die wordt bijgehouden in het buitenland is het volgende:
Er wordt veel meer data bijgehouden op het niveau van wijken.•
De toegankelijkheid van data op de website is groot.•
Er is aandacht voor specifieke groepen (bedrijven, jeugd etc.).•
Er is aandacht voor bepaalde delicten, zoals sexuele misdrijven.•
Hogere betrokkenheid van partners.•
Geweld krijgt bijzondere aandacht.•
Mw. Hussainali wijst erop dat het bijhouden van data alleen zin heeft als het tijdig, toegankelijk en
accuraat is. Er moet actie ondernomen worden op basis van de data; het moet worden gedeeld en
geanalyseerd.

There have been three surveys regarding crime:
National patterns and trends in violence and crime 1996-2003 (Jack Menke, 2004). The results •
are available.
IMWO 2009. This survey was about the willingness to report crimes and the satisfaction regarding •
police action.
Crime analysis. This is an ongoing survey and gives an idea of the type and scale of crimes in a •
certain period.
Mrs. Hussainali presents the registered crime. According to these registrations crime increased
significantly after the Interior War. Internal conflicts in a country affect crime.
Mrs. Hussainali gives an idea of the number of criminal offences to show what data is registered. Data
regarding the number of criminal offences in relation to the arrests and solutions is gathered.
An example is presented to demonstrate how crime is registered abroad. The detailed data that is
registered gives more insight and a better view of crime, so policy can better focused.
An overview of the willingness to report shows that people living in district Nickerie are most willing
to report. The willingness to report is also high in district Marowijne. This is remarkable because it is
relatively more trouble for the people who live in that area to get to the police.
The data that is registered in other countries shows:
More data is registered at neighborhood level.•
High accessibility of data of the website.•
Attention is given to specific groups (companies, youth etc.)•
Attention for certain types of crimes such as sexual crimes.•
More involvement of partners. •
Special attention for violence. •
Mrs. Hussainali states that the registration of data is only meaningful if it is done timely and if the data
is accessible and accurate. Based on the data, actions should be taken, shared and analyzed.

Op twee onderdelen ben ik het niet eens met hetgeen gezegd is in de presentatie:
(1) Openbare Orde en Veiligheid zijn tijd- en plaatsgebonden. Gelden wet en recht dan niet voor een
ieder? Hebben mensen in district Brokopondo andere rechten dan mensen in een andere regio?
(2) Mw. Hussainali heeft het onder meer gehad over massagesalons. Indien deze een vergunning
hebben, kun je dan stellen dat er sprake is van niet conventionele criminaliteit?
Mw. hussainali
(1) Openbare ordeverstoringen zijn tijd- en plaatsgebonden. Wat op een lokatie normaal is, hoeft op
een andere lokatie niet normaal te zijn. Er is bijvoorbeeld doorgaans veel verkeer in de Gravenstraat.
Wanneer de doorgang van het verkeer daar wordt belemmerd als gevolg van een demonstratie,
heeft dit de verstoring van de openbare orde tot gevolg omdat de normale gang van zaken niet kan
doorgaan. Echter, niet iedere demonstratie die wordt gehouden is een verstoring van de openbare
orde. Wanneer deze op een rustige lokatie wordt gehouden, hoeft dit de openbare orde niet te
verstoren. Veiligheid is niet tijd- en plaatsgebonden, omdat dit heeft te maken met mogelijke schade
aan het lichaam of een goed en dit kan overal plaatsvinden.
(2) Ik spreek geen waardeoordeel uit over de massagesalons. Het gaat erom dat onderzocht dient te
worden welke voorwaarden moeten worden verbonden aan het bestaan hiervan. Op dit moment is
er geen enkele wet die hierop betrekking heeft. Soms zijn jeugdigen werkzaam in deze salons en
soms worden de lokaties ook gebruikt voor prostitutie. Dit alles heeft gevolgen voor de moraliteit.
Hetzelfde geldt voor casino’s. Ook hier wil ik geen oordeel over vellen, maar de overheid moet een
keuze maken over waar het als land naartoe wil, zodat op basis hiervan beleid kan worden gemaakt.
Als de spin-off effecten op lange termijn voor de samenleving niet goed worden geanalyseerd, kan
dit problemen veroorzaken in de toekomst.

I disagree with two things that were said in the presentation:
(1) Public Order and Safety are time- and place related. Isn’t the law the same everywhere? Do people
in district Brokopondo have different rights than people in another region?
(2) Mrs. Hussainali spoke, among other things about massage salons. If these salons have a license,
can you speak of non-conventional crime?
Mrs. hussainali
(1) Disruptions of public order are indeed time and place related. What is normal at one location
does not have to be perceived as normal atanother location. For example: there is usually a lot of
traffic in the Gravenstraat. When the traffic in that street is blocked due to a demonstration, this
results in a disruption of public order because the normal course is affected. However, not every
demonstration will lead to disruption of public order. When the demonstration takes place at a quiet
location it does not necessarily have to lead to a disruption of public order. Safety is not time and
place related because this has to do with possible damage to the body or to goods and this can
happen anywhere.
(2) I do not judge massage salons. There is however a need to look into the conditions for setting
up such a salon. Currently, there is no law that sees to this matter. Sometimes youngsters work
at these salons and the locations are used for prostitution. This has consequences for the moral.
The same can be said for casinos. I do not want to judge the existence of casinos either, but the
government is going to have to make a choice and make policy based on this choice. If the long-
term spin-off effects are not analyzed well, this can lead to problems in the future.

Allereerst heb ik de volgende opmerking: de universiteit heeft eind 2007/2008 een driedaags seminar
georganiseerd. Er is niet gemerkt dat er door het Ministerie van Justitie en Politie of door het Ministerie
van Sociale Zaken iets is gedaan met de aanbevelingen die zijn gedaan in dit seminar. Wellicht kan dit
alsnog gebeuren.
Verder heb ik de volgende vragen:
(1) Is er al een werkgroep samengesteld voor een geintegreerde aanpak om de data gedetailleerder te
verzamelen?
(2) Uw activiteiten vallen meer onder de werkzaamheden van het Openbaar Ministerie. Dient er niet een
bredere poot te zijn voor het opzetten van beleid?
Mw. hussainali
(1) Er zijn integraal wel een aantal acties ondernomen. Het Opa Doeli Jeugddoorgangscentrum is
opgezet en er wordt ook bekeken hoe er beter met slachtoffers en daders kan worden omgegaan.
Dit betekent dat er een groeiende awareness is. Tevens worden politiestatistieken steeds
gedetailleerder bijgehouden. Echter, het beheersen van informatie (met name op landelijk niveau)
kost geld. Momenteel is er een project gaande waarbij de informatie van een aantal verschillende
politiestations aan elkaar is gelinked. Dit project bevindt zich echter nog in de pilotfase.
(2) Het Openbaar Ministerie houdt zich inderdaad voornamelijk bezig met onderzoek naar zware
criminaliteit, maar de presentatie is bewust breed opgezet.
Dhr. Menke
Er zijn een aantal aspecten die van belang zijn:
(1) Belang. Dit is het belangrijkste probleem, omdat het belang van data zowel door de overheid als
door de politie nog niet wordt ingezien. De core business van agenten bestaat niet uit het bijhouden
van data, dus het wordt een behoorlijke cultuuromslag om hen het belang van het bijhouden van
data bij te brengen.
(2) Data. De cijfers die door de politie worden bijgehouden zijn geen verhoudingscijfers. Er wordt
bijvoorbeeld niet gekeken hoe het gesteld is met de criminaliteit in verhouding tot bijvoorbeeld de
groei van het aantal mensen dat in een bepaalde wijk is gaan wonen. Daarnaast wordt data ook
vaak handmatig bijgehouden. Dit vergroot de kans op het maken van fouten en zou bijvoorbeeld de
sprong van de geregistreerde criminaliteit kunnen verklaren. De institutionele versterking zou dan
ook vooral moeten zitten in het aantrekken van mensen die de handmatige data invoer omzetten in
een digitaal software systeem.
(3) Awareness. Er dient awareness gecreeerd te worden zowel bij de overheid als bij de bevolking. Het
ABS is al een tijdje bezig om deze te vergroten. Ook de politie zou actie dienen te ondernemen op
dit gebied.

First of all I have the following remark: the university organized a 3-day seminar in 2007/2008. As far
as I can see the Ministry of Justice and Police and the Ministry of Social Affairs have not done anything
with the recommendations that were made during this seminar. Perhaps this is still possible.
Also, I have the following questions:
(1) Is there already a taskforce for the integrated approach to collect more detailed data?
(2) Your activities are more connected to the tasks of the Public Prosecutor. Isn’t there a wider
perspective necessary for policy making?

(1) There have been taken some integral actions. The “Opa Doeli Shelter” was set up. How to handle
victims and perpetrators better is also being reviewed. This means that there actually is an
increased awareness. Also, police statistics are registered more detailed. However, information
control – especially at a national level- costs money. There is currently a project on-going where the
information of a number of different police stations is linked, but this project is in the pilot phase.
(2) It is true that the Public Prosecutor mainly focuses on the investigation of serious crime, but the
scope of the presentation was intentionally very broad.

There are a number of aspects that are important:
(1) Significance. This is the most important problem, because the significance of data has been
acknowledged by neither the government nor the police. The core business of police officers is not
registering data, so they will have to be convinced of the significance of registering data.
(2) Data. The figures that are registered by the police are not connected to other facts. For example:
the crime rate is not connected to the growth of the number of people in a certain neighborhood.
Also, data is often registered manually. This increases the chances of making mistakes and this
might explain the sharp increase of the registered crime that was presented earlier. Institutional
strengthening should mainly focus on attracting people that can transform the process of manual
data entry into a digital software system.
(3) Awareness. Awareness must be created with both the government and the people in the community.
ABS has started the process to increase the awareness some time ago. The police should also take
some action to increase the awareness.
(4) Perceptions. A statement regarding the increase or decrease of crime is very much determined by
someone’s personal perception. When educating about crime, extra attention should be given to
this fact.

Ik ben het eens met alles dat is gezegd. Het belang van dat wordt inderdaad niet altijd erkend. Dit soort
seminars levert wel een positieve bijdrage aan de groei van de awareness. Ook de opmerking betreffende
het ontbreken van verbanden is terecht. De aanwezigheid van toeristen wordt niet meegenomen bij het
registreren van data. Ook wordt niet de criminaliteit die plaatsvindt tijdens bepaalde georganiseerde
evenementen niet apart bijgehouden. Voor de data invoer van de registraties van criminaliteit geldt
inderdaad dat deze handmatig zijn gedaan. Het is niet bekend of deze correct zijn ingevoerd. Betreffende
hetgeen is gezegd over perceptie, wil ik zeggen dat er informatie objectief moet worden beoordeeld.
Mw. Hussainali merkt nog op dat zij een jaarverslag van het Korps Politie Suriname heeft gevonden uit
1975 met cijfers die wellicht interessant kunnen zijn.

Ten aanzien van de verhoudingscijfers van de verschillende ressorten wil ik aangeven dat er wel een
aanvang is gemaakt met het analyseren van criminaliteit per ressort, maar dit is niet afgerond en niet
alle analyses zijn gedaan.

sexueel misbruik. Ook huiselijk geweld en eenvoudige diefstallen worden vaak niet geregistreerd.
Wanneer mensen vinden dat de politie niet professioneel omgaat met een aangifte komen ze ook
niet snel terug.
(2) De resultaten van deze onderzoeken zijn gepubliceerd. Er kan veel informatie uit deze documenten
worden gehaald.

I agree with everything that was said. The significance is indeed not always recognized. Seminars like
these do make a positive contribution to the increase of the awareness. Also the remark regarding
the lack of connections to other data is valid. The presence of tourists is not taken into account when
registering data and the crimes that are usually committed during certain organized events is also not
registered. It is true that data entry of crime has been done manually. It is unknown whether this data
entry was done correctly. Regarding the remark that was made about perception I would like to state
that all information should be viewed objectively.
Mrs. Hussainali says she found a year report of the Police Corps from 1975 with figures that might be
interesting.

by resort has been started, however it has not been finished and not all information has been analyzed

(1) A lot of company crimes are not registered but dealt with within the company. Also sexual crimes
are often not reported. Domestic violence and thefts are often not registered. When people feel
that the police are not handling the report of a crime in a professional manner, they often do not
return.
(2) The results of this investigation have been published. These documents contain a lot of
information.

De deelnemers van het seminar worden verdeeld in drie werkgroepen. Iedere werkgroep identificeert de meest urgente behoeften en problemen.
Presentatie groep 1:
Groep 1 heeft de volgende behoeften en problemen geidentificeerd:
Er dient een centrale plaats te komen waar de data gedeponeerd wordt bij alle instanties. Er zijn •
bijvoorbeeld verschillende afdelingen binnen ministeries die data verzamelen. Dit zou op 1 lokatie
dienen te geschieden, waarna het verder gedeeld kan worden met andere instanties voor verdere
analyse.
Er dient een gestandardiseerd systeem te komen voor het verzamelen en verwerken van data. •
Gewaarborgd dient te worden dat alleen geautoriseerde personen toegang hebben tot de informa-•
tiebronnen
Voorgesteld wordt om de deskundigen van de statistiek producerende instanties gezamenlijk stan-•
daarden vast te laten met betrekking tot zaken als hoe data verzameld zal worden etc. Er worden
verschillende indelingen voor ressorten gebruikt, terwijl het Ministerie van Binnenlandse Zaken de
verdeling wel heeft vastgesteld. Voorgesteld wordt om indien het GLIS systeem voldoet aan de
wettelijk regelingen van de indelingen van ressortindelingen, dit systeem over te nemen.
Een goed statistieksysteem kan worden gebruikt voor het categoriseren van criminaliteit naar res-•
sort.
De lokale expertise dient beter benut te worden om te komen tot een goed functionerend statis-•
tieksysteem.
Wanneer eenmaal een goed functionerend statistieksysteem in place is, dient het beleid voor wat •
betreft openbare orde en veiligheid hierop te worden afgestemd.
De statistieken die worden gemaakt kunnen ook door andere instanties worden gebruikt voor het •
baseren van beleid hierop.
Er dient een betere spreiding van de politieposten te komen, zodat mensen eerder geneigd zijn •
aangifte te doen.
Het ABS is gestart met de Nationale Strategie voor de Ontwikkeling van het Statistiekwezen. Er is •
een rapport gemaakt hierover, waarin alle statistiek producerende instanties zijn opgenomen. De
bedoeling is dat deze instanties landelijk gaan samenwerken om te komen tot een geintegreerd
systeem waarop vervolgens beleid kan worden gebaseerd.
Opmerking uit de groep:
De politie erkend het bestaan van de meeste problemen met betrekking tot de gebrekkige verzameling
van data, maar het ontbreekt de politie veelal aan de capaciteit om actie te ondernemen.

The participants of the seminar are divided over three working groups. Each working group identifies the most urgent needs and probleMrs.
Presentation group 1
Group 1 has identified the following needs and problems:
All institutions should have a central location where the data can be filed. For example: ministries •
have different units that collect data. The data should be collected and filed within one unit and then
shared with other institutions for further analysis.
There is a need for a standardized system for data collection and processing.•
The fact that only authorized people have access to information sources must be guaranteed. •
It is recommended that the experts of the producers of statistics jointly establish standards regar-•
ding certain matters such as the method that will be used to gather data etc. There are different
divisions used for resorts, although the Ministry of Internal Affairs has set the division. It is recom-
mended to use the division as used by GLIS, if this division is in conformity with the law.
A sound statistical system can be used to categorize crime by resort. •
The local expertise should be used more effectively to come to a well functioning statistical system.•
When a well functioning statistical system is in place, the policy should be tuned to this system •
with regard to public order and safety.
The statistics that are made can be used by other institutions as a basis for their policy.•
There should be a better spread of police stations to increase the willingness to report crimes.•
ABS has started with the National Strategy for the Development of the Statistical System. A report has •
been drafted based on this strategy. All producers of statistics have been included in this report.
Remark from one the participants:
The police do acknowledge the existence of most problems relating to the lack of data gathering.
However, the police have insufficient capacity to take action.

Er dient te worden gewerkt aan eenduidigheid voor wat betreft de indeling van ressorten.•
De verschillende instanties, zoals het ABS, ziekenhuizen, verzekeringsmaatschappijen en derge-•
lijke, dienen meer samen te werken.
Dataverzameling en -verwerking dient gestandardiseerd te worden. •
Presentatie groep 3:
Groep 3 heeft de volgende behoeften en problemen geidentificeerd:
Data is nodig voor het maken van goed beleid.•
De behoeften aan de verschillende soorten data dienen te worden gesynchroniseerd. Niet iedereen •
heeft belang bij het verzamelen van een bepaald type data.
Er is momenteel een automatiseringsproces gaande bij de politie. Dit moment zou kunnen worden •
gebruikt om de verschillende behoeften te inventariseren zodat rekening gehouden kan worden
hiermee bij het verzamelen van data.

Data is necessary to make good policy. •
The needs of the different types of data should be synchronized. Not everyone has the same inte-•
rest when it comes to gathering a certain type of data.
A computerizing process is currently on-going at the police departments. This moment can be •
used to list the various needs, so these needs can be taken into account when collecting data.

SbC, the Executive Arm of the Sbf:
The Suriname Business Development Center (SBC) has been established as the operating and technical unit of the SBF. The SBC acts as the executive office of the SBF by carrying out the following activities:
- Provision of advice and assistance to local busi-ness through SBC’s Business and Trade Promo-tion Unit;
- Improvement of the investment and business cli-mate; SBC’s Policy Unit will carry out an in-depth socio-economic study of the private sector, design policy packages, take legislative initiatives and build a database;
- Co-ordination and distribution of quantity training and awareness programmes for high level policy makers and sector officials on issues relevant to the improvement and sustainable development.

In December 1946, the colonial Government took an important step and instated the General Bureau of Sta-tistics (ABS), as of 1 January 1947, which came directly under the Governor of the Colony Suriname.
It took the Colonial Government seven years to realize that it needed to enact legislation to enable the ABS to function properly, and in 1954 the first Statistics Act, limited to provisions for the collection of proper eco-nomic data was passed. This act was never amended and was replaced only in 2002 with a more modern and up to date, albeit not perfect act. The present Statistics Act (S.B. 2002, no. 970 also changed the status of ABS from a Major Government Department to a Semi-au-tonomous Foundation, coming administratively under the Ministry of Finance, which is overseen by a nine-member Commission for Statistics in Suriname.
As regards its structure the ABS is headed by a Direc-tor, supported by at most two Deputy Directors and has the following Divisions (between brackets relevant Sec-tions) fulfilling its Core business:• Census Office (Population Censuses, Population
Projections)• Social Statistics Division (Population Statistics,
Household Surveys, Traffic & Transport Statistics and Social & Cultural Statistics)
• Economic Statistics Division (National Accounts, Enterprises Statistics, Consumer Price Index numbers, Trade Statistics)
• Research and Planning (Methodology & Research, Electronic Data Processing, Public Rela-tions & Data Dissemination – Gender Statistics and Environment Statistics).
The general bureau of Statistics has to provide the Surinamese and International Community with sound statistics, which give an insight in the demographic, economic, social-cultural situation and development of the Republic of Suriname.
The AbS endorses and lives by the uN fundamental Principles of Official Statistics.
uNITED NATIONS DEVELOPMENT PROgRAMME

UNDP’s global network connects countries to the knowledge and resources needed to achieve the MDGs, while it also facilitates its partners and the United Na-tions System in raising awareness and tracking prog-ress towards these goals.

SuRINAME buSINESS fORuM
The President of the Republic of Suriname approved on October 18, 2006, the establishment of the Suri-name Business Forum (SBF), to strengthen in an ac-tive manner the cooperation between the local private and the public sectors in order to promote sustainable economic growth and employment in Suriname. The SBF is a legal person and is domiciled in Paramaribo, Suriname.
What is the Suriname business forum?The SBF is a permanent platform that endeavors to develop the local private sector by means of dialogue between the private and the public sectors in a Public-Private Partnership; its goal is to jointly formulate, implement, and monitor the National Strategy for the development of the private sector in Suriname.
Tasks and Responsibilitiesa. To set up a permanent platform for dialogue be-
tween the private and the public sector in a Public-Private Partnership;
b. To enter into dialogue and cooperation with the government and other participants involved in the development of the local private sector;
