1. Introduction
At the request of Johnny Thai, Porters Engineers provide the following Engineering Report in support of an application for multiple dwelling units (6). The property, zoned higher density residential, is currently described as Lot 18 on RP720085 or 21 Streeter Avenue, West Mackay. The Lot, approximately 926m2 currently contains a single dwelling. The proposed development use is for six (6) multiple dwelling units to be constructed generally in accordance with lavbl Design drawings DA-01 to DA-09 inclusive, dated November 2012. (Appendix A – Site Plan Information Only) A detail and level Survey by DTS Surveys has been completed for the site and is attached. (Appendix B)
2. Scope
Porters Engineers have been engaged to provide engineering services to consider and assess engineering aspects associated with the development, including:
Development Levels Layout & Driveway Access Stormwater Drainage Roadworks / Access Water Connection Sewer Connection Electrical and Telecommunications Services
General comments have also been provided for Soil Erosion & Sediment Control.
3. Development Levels and Earthworks
The existing site falls from the South-Eastern side boundary to the North-Western side at approximately 1 in 20. Refer to the attached Survey drawing (Appendix B) prepared by DTS, plan number N-061-A1 Rev B for further information. The existing surface levels vary and is typically around AHD 10.5m.The minimum required floor level for Mackay is the higher of;
300mm above the 100 year ARI flood level 300mm above the top of kerb 300mm above the crown of the road 225mm above ground level
RL 5.95m AHD (or RL 6.55m AHD within 100m of foreshore) for Mackay & Environs RL 5.80m AHD for Ball Bay/Halliday Bay/Seaforth RL 5.80m AHD for Midge Point RL 6.10m AHD for Sarina

Assessment of these levels would form part of any future development approvals. Note DSTE levels are expected to be revised following completion of Mackay Region Storm Tide Study. (Note: The Lot is affected by Flooding and Inundation Overlay Code.) The DTS survey indicates;
Top of Kerb = RL 10.16 AHD Crown of Road = RL 10.42 AHD
Existing Building Design plans infer slab-on-ground construction and therefore site levels may have to be adjusted to achieve compliance with the above minimum floor level requirements where deemed habitable space. The elevation of the existing land where the expected building pad works are to be completed is greater than RL5.0m AHD and therefore is not subject to Acid Sulphate Soils (ASS).
4. Stormwater Drainage
The existing site has significant crossfall and therefore any new development must consider the impact to the adjacent neighbouring properties attributable to the new development works. New works will not adversely effect neighbouring properties. A stormwater drainage design will alleviate expected increased (developed) flows from site. A combination of stormwater detention and overland flow paths is proposed to meet stormwater requirements for both major and minor rainfall events in accordance with Mackay Regional Council Planning Scheme Policy No. 15.05 and in particular QUDM. Refer to Appendix C for Stormwater Concept Plan and Preliminary calculations.
4.1 Underground Drainage Current lavbl Design plans show roofing (to be designed in accordance with AS3500) falling towards the rear boundary for the majority with some minor roof catchment areas such as awnings and patios falling towards the front boundary. Roof water will be collected and conveyed to the underground drainage system from these downpipes via tanks to legal point of discharge, being newly constructed kerb adaptors in kerb and channel located in Streeter Avenue frontage. (in accordance with MRC Standard Drawing A3-3871) It is expected roof water tanks, switching or a trickle top-up system and associated first flush diversion will be provided for Queensland Development Code compliance and used in ‘grey’ water systems.
4.2 Overland Flows The current Q100 overland flows generally fall and drain from a ‘diagonal crest’ central to the site. The stormwater flow is directed to both the North-western corner and South-Western corners of the Lot.

The grassed and hardstand areas will be graded and drained to allow free-draining of the site towards Streeter Avenue where possible.
4.3 On-site Stormwater Detention On-site Stormwater detention (OSD) will be provided to the new development so there is no adverse impact from any additional stormwater run-off from the developed site. Storm-water detention sizing in accordance with QUDM would be completed as part of the future development approvals process, or as prescribed in future Decision Notices by Mackay Regional Council. The existing site area of 926m2 contains a single dwelling. The proposed development generally consists of a building footprint of 546m2, 256m2 of hardstand area with the remaining areas open or landscaped. Preliminary calculations indicate detention tanks of approximately 2,500 Litre capacity with 50mm discharge outlet would be required per unit. This should be confirmed by detailed design calculations during stormwater system design. Given the building and site layout above ground rain tanks will be provided, outletting to legal point of discharge. In this instance kerb and channel at Streeter Avenue. New OSD must be maintained in accordance with an approved maintenance plan accepted by Mackay Regional Council and to their specific requirements.
4.4 Stormwater Quality The proposed development would require Solution R5 in accordance with MRC Engineering Design Guideline – “Deemed to comply solutions for Stormwater Quality Management”. Based on R5 solution a bio-retention size of 1.0% of the lot size for the development is required. Due to the small size (926m2) of the development, provision of rain tanks in Compliance with the QLD development code and OSD tanks, our professional opinion is that Stormwater Quality treatment is not warranted. A Stormwater drainage design as shown on Drawing C01 in Appendix C has been prepared based on above comments. In addition to this, and a future detailed design, a Soil Erosion & Sediment plan should be prepared to address adverse impacts on stormwater quality during construction phase. Roofwater, making up approximately 50% of the site, will be piped to on-site stormwater detention tanks prior to being discharged to the legal point of discharge at the kerb in Streeter Avenue. The existing natural falls on site will be maintained where possible to retain the existing hydrologic behaviour of the catchment.
5. Roadworks & Access
There is an existing invert crossing to the Lot along the frontage to Streeter Avenue. (Local Street) It is proposed that this entrance is demolished and a new concrete invert access, minimum 4.2m wide, be provided. Invert crossing details are to be in accordance with Mackay Regional Council guidelines and standard drawing (A3-773). Any damage to the existing

kerbing from proposed works should be replaced with new and ‘made good’ in accordance with MRC Standard Drawings A3-865 & A2-500 respectively.

6. Water and Sewer Connections
6.1 Water There is an existing Water Meter connection in the North-eastern corner of the development. There is an existing 100mm Water main service located along Streeter Avenue at the road frontage to the development. We propose this water main be utilised for future water service connection to the development. We would expect seven (7) meters be required, one (1) Master meter and six (6) individual sub-meters to service each Unit. Refer to Drawing C02 in Appendix C for proposed location. Water connections and metering are to be installed in accordance with Mackay Regional Council’s standard drawing detail A3-00840 & A3-04275 and engineering design guidelines. Any live connection work is to be completed by Mackay Water and Waste at the developer’s cost. Note: A Dial-Before-You-Dig (DBYD) request should be made prior to any works. Works may also require a Traffic Management Plan to be implemented. A preliminary search indicates underground cabling at the road frontage to the site.

6.2 Sewer
An existing 225mm diameter sewer main graded at 1:250 extends diagonally across the rear of the Lot. Mackay Regional Council Services Search records indicate a house connection branch is extended from this main to the existing dwelling. (refer Appendix D for Sewer Reticulation Plan) The sewer main depth is approximately 1,200mm below surface level. The new development building footprint for the rear units is directly over the sewer main line. Given the age and depth of the existing sewer main, and size of the proposed development over the existing sewer, a new 225mm DICL sewer pipe is proposed to replace the existing main. The new sewer pipe is proposed to extend from the manhole located in the adjacent lot to 900mm past the proposed building footprint on the South-eastern side. Sewer details are generally in accordance with the details provided on the attached drawing C02 in Appendix C. Construction of services is to be in accordance with Mackay Regional Council standard drawing detail A3-04203 and engineering design guidelines. Any live connection works are to be completed by Mackay Water and Waste. Any future building works located on or adjacent to Mackay Regional Council Sewer assets is subject to a Building Over or Adjacent to Sewer application. Refer to Mackay Regional Council’s policy “Building Over or Adjacent to Sewers” for further information.
7. Electrical and Telecommunications
There is existing electrical and telecommunications infrastructure available external to the development and it is considered that this infrastructure will be adequate for connection of any future development subject to capacity checks from relevant service providers. Service Providers should be contacted to determine detailed design requirements. A DBYD search received during compilation of this report indicates there is existing underground cables located in the vicinity of the site with Ergon Energy, Powerlink, Telstra and Optus all indicating they have assets. Prior to any works a new Construction DBYD would be required and cables located by a certified contractor.
8. Soil Erosion & Sediment Control
During construction a Soil Erosion and Sediment Control plan should be provided in accordance with the Environmental Protection Act 1994 and State Planning Policy 4/10 – Healthy Waters. This is typically expected to include devices such as silt fencing, sand bagging and truck shaker grid. Stormwater pollution reduction from site should be in accordance with Best Practice Guidelines issued by Mackay Regional Council and Standard Drawing A3-3880 and A3-3881.

Further development would be subject to the necessary development permits and approvals assessment by the regulating authority, Mackay Regional Council.

The underground services have been compiled from a combination of fieldsurveys, cable/pipe locator and "Dial Before You Dig" records as per table.
Notes
Invert levels and pipe sizes of hydraulics have been determined by field survey where ever possible. Whilst all care is taken to obtain accurate measurements, it should be noted that OH&S restricts entry to confined spaces. Where pipe details have been obtained from council records, the plan has been noted accordingly. The accuracy of service alignments shown on this plan may vary depending on the source of the data.
