Federal System Why is the United States considered a federal
system of government?
• Because the powers of government are SHARED between the national and state governments!
National Powers delegated powers: powers “given”/delegated to
the national government by the Constitution (expressed, implied)

* implied - powers the government needs to carry out expressed powers.
