• The Vital Connection (VC) Exercise series mitigates operational risk through interoperability exercise of communications systems and software releases in a realistic environment
• USNORTHCOM uses the VC venue to exercise communications interoperability with DOD, Federal, State, Tribal and Local emergency first responders
• Providing communications support to Civil Authorities is not something DOD forces practice on a regular basis
• USNORTHCOM objective is to provide an opportunity for DOD communicators to interoperate with civil counterparts
• DOD must rehearse extending Public Dial Tone (PSTN), raw commercial Internet, UNCLAS VTC and web based services to civil responders instead of their warfighting DSN, NIPRNET, and SIPRNET capabilities
