Re: Development Application for 359 Bussell Highway, Broadwater
To Whom It May Concern:
We are writing to submit a development application form for the proposal of running our private clinical psychology practice from a house that we have put an offer on that is current up for sale in Busselton. The property is located at 359 Bussell Highway, Broadwater. Part of this sale condition is that we receive approval from the Busselton Shire to run a single practioner private clinical psychology practice from this address before the sale can be completed.
We own Ocean Clinical Psychology and it is currently being run out of an office located at 53 Peel Terrace, Busselton. We are wishing to purchase a property within Busselton that will enable us to both reside in it and run this small business from home. This letter is the written submission to explain this developmental proposal.
Ocean Clinical Psychology information and proposal overview:
• Ocean Clinical Psychology is privately owned and operated by a singlepractioner (Dr Keith Mowat). It was established in Busselton in October2014 and has been successful in working alongside local medicalcentres, health practioners and private organisations to service themental health needs of Busselton people.
• It is a private practice that clients can only attend by prior appointmentduring office hours (9am to 5pm) Monday to Friday. It is not anemergency service.
• Dr Keith Mowat only books six clients per day and these arepredominately one - to - one-therapy sessions with adults.

• No other equipment other than that used for a computer-based office isused in this practice.
• Part of the developmental plan includes a waiting room and the entireproposed home based office dwelling is set to be no larger than 42m2.
• As it proposed to be a private practice run from a residential home, carparking has been included into the developmental plan to cater forup to three cars at any one time without any use of the road kerb. Thisenables parking for 1 x residential, 1 x current client and 1 x nextbooked client if need be. Turning bays have also been included into thedevelopmental plan.

FORM A
City of Busselton
SOCIAL IMPACT STATEMENT: PRO-FORMA (for minor development proposals)
As part of Council’s assessment process, a Social Impact Statement is required to be prepared for all Development Proposals that require advertising, pursuant to the District Town Planning Scheme. If you are unclear on the requirement for a Social Impact Statement, please discuss the matter with a Council Planning Officer. Council may require the preparation of a Social Impact Statement for other development types due to the scale and nature of the proposal or the potential to have a specific impact.
Completion of this pro-forma will be acceptable as the Social Impact Statement for minor development proposals, such as Residential Enterprise, Cottage Industry or Bed and Breakfast Accommodation. Development proposals that are likely to generate significant off-site impacts, either through the construction or operation phases will require a more detailed Social Impact Statement prepared in accordance with Council policy. Copies of the full policy and clarification on the requirement for a Social Impact Statement may be obtained by contacting a Council Planning Officer on 9781 0444.
A response is only required where applicable to the proposed development

No
We are working alongside Green Construct and Gabrielle East.
We are obtaining advice and consultation from Green Construct and various other contractors to assist this project. We are managing the organisation of this development by ourselves.
6 to 8 weeks.
We are working with one building company who will be sub-contracting out other aspects of this development. We are also working alongside Stocker & Preston.
Only the usual building noises associated with building and renovations. The builder will work within the standard regulations to minimise noise. We endevour that our landscaping and building progress will add monetary and asthetic gains to this property.
No additional infrastructure or services are required.
We are seeking advice from landscapers to enhance the current flora of this residential property so this will advantage this urban ecosystem. We have also offered to assist the neighbours will the building of a brand new fence as currently one fence has started to deteriorate and is falling over.
No traffic or transportationg issues as there is four carparks on site and we anticipate only two additional contractors cars will be present on this property at any one time. We will both be working full time and not at the property during traditional day time hours.
None.
Therefore it will only be the construction workers cars.

None - no other employment will occur.
There are four allocated car parks within the drive way of this current residential house and this is more than sufficient for this development.

Not applicable
No signage on the outside of the residential practice to ensure confidentiality of the clients. No more than two cars present on the property at any one time. People's perception of clients attending a Clinical Psychology. It is a private service that provides clinical psychology services that is firstly referral and appointment only based, that occurs within office hours, not in the weekends and is not an emergency service.
Only six clients will be attending this practice only during office hours Monday to Friday and notduring the weekends. It is not an emergency service, so clients cannot just turn up to see Dr Mowat.
At any one time it is only endevoured two car parks will be needed inside driveway of the property.
