1. INTRODUCTION
The National Board of Examinations (NBE) was established in 1975 by the
Government of India with the prime objective of improving the quality of the
Medical Education by establishing high and uniform standards of postgraduate
examinations in modern medicine on an all India basis.
The Board conducts postgraduate and postdoctoral examinations in approved
disciplines leading to the award of Diplomate of National Board. The Medical
Council of India has laid down standards for postgraduate examinations conducted
by various medical colleges and affiliated to concerned universities, yet the levels
of proficiency and standards of evaluation vary considerably in these institutions,
leading to lack of uniform and acceptable benchmarks for assessment and
qualification.
The setting up of a National Body to conduct postgraduate medical examination
and training has provided common standards and mechanism of evaluation ofminimum level of desired knowledge and competencies and fulfillment of the
objectives for which postgraduate courses has been started in medical institutions.
Moreover, intra country and international comparison is facilitated with the availability
of commonly accepted evaluation mechanism like the DNB. The Diplomate National
Board final examinations are conducted on all India basis on standardized format
and multiple assessment tools are used for assessing the candidate.
RECOGNITION OF DNB QUALIFICATIONS
The Nomenclature of the qualification awarded by the National Board of
Examinations is Diplomate of National Board. The list of recognized
qualifications awarded by the Board in various Broad and Super specialties as
approved by the Government of India and included in the First Schedule of IMC
Act 1956 is as at Annexure A.
The Diplomate qualifications awarded by the National Board of Examinations
have been equated with the postgraduate and post doctorate degrees awarded
by other Indian Universities for all purposes including appointment to teaching posts
as lecture/Assistant Professor by the Government of India, Ministry of Health and
Family Welfare; vide their notifications issued from time to time. The latest notification
issued by the Government of India dated 20 th February 2009 to this effect is
placed at Annexure C.
The holders of Boards qualification awarded after an examination i.e. DNB are
eligible to be considered for specialists post/faculty in any Hospital including a
training/teaching institution on a teaching post/ as faculty member/teacher/assistant
professor/lecturer.

2. INFORMATION FOR CANDIDATES
2.1 CET-SS is the entrance examination for admission to the 3 years
postdoctoral DNB programme.
2.2 The examinations are held as per the schedule of examinations prescribed
by the Board from time to time.
2.3 Applications for admission to the examination should definitely reach NBE
by the specified date. There is no provision for condoning any kind of delay
including postal delay.
2.4 Statements made by the candidate in the application form shall be
certified by the head of the institution/gazetted officer at the appropriate
place and the application shall be supported by the relevant documents.Candidates who are not in service shall get their forms signed by a
Gazetted Officer.
2.5 Applications of candidates producing false or fabricated records will not be
considered and candidates may be further debarred from appearing in anyfuture examinations.
2.6 Candidates should go through the bulletin carefully for eligibility criteriabefore contacting the Boards Office. Queries pertaining to eligibility
and other issues will only be entertained if the information requested
is not given in bulletin or on website www.natboard.edu.in
2.7 Incomplete applications or applications not in accordance with instructions
will not be considered. The examination fee will not be refunded.
2.8 Fee will neither be carried forward to a future date nor refunded underany circumstances. Applications in original along with enclosures
received after the due date will not be entertained and will be returned
as such to the sender.
2.9 Candidate found to be ine ligible a t any stage o f the CET-SS
examination will not be permitted to appear in the examination. In an
unlikely event of any ineligible candidate appearing and/or being
successful in the CET-SS examination, the results/candidature of suchcandidate shall be cancelled and/or are deemed to be cancelled.
2.10 Instructions in the information-bulletin are liable to changes based ondecisions taken by the NBE from time to time.
2.11 NBE reserves the right to withdraw permission, if any, granted
inadvertently to any candidate who is not eligible to appear in the
CET-SS Examinations even though the admit card/roll number hasbeen issued or name/roll number is displayed on the website of the Board.

2.12 Candidates eligibility is purely provisional & is subjected to the fulfillment of
meeting eligibility criteria as prescribed by the Board.
2.13 NBE reserves its absolute rights to alter the examination schedule, pattern
policy and guidelines at any time during the continuation or after the
completion of DNB training. The candidate shall have no right
whatsoever for claiming/deriving any right from past or present schedule,policy and guidelines of NBE.
2.14 The existing schedule, pattern, policy and guidelines are for readyreference only but in no way they are or are ought to be treated as
representative or acknowledgment of fact that NBE is bound to follow the
same in future.
2.15 In case of any ambiguity in interpretation of any of the instructions/
terms/rules/criteria regarding the determination of eligibility/conductof examinations/registration of candidates/information contained
herein, the interpretation of the National Board of Examinations will
be final and binding.
2.16 Request will not be entertained for change in date/center of examination
under any circumstances.
2.17 Absentees from the examination will forfeit their examination fee.
2.18 Photocopy of the filled in application form may be retained by thecandidate for future use/correspondence.
2.19 All certificates (photocopies) should be attested by a Gazetted Officer.Unattested copies will not be accepted under any circumstances.
2.20 Roll number and Result for CET-SS Examinations can also be seen
on the website www.natboard.edu.in
2.21 Candidates are advised to carry a Photo Identity issued by Government
Agency such as Driving License, Voters ID card etc., the staff/officerson exam duty at examination centers are authorized to verify the identity
of candidates.
2.22 All Payments are to be made by cash through Bank Challan in favour
of National Board of Examinations.

3. EXAMINATION FEE
i) CET-SS Exam Rs. 3650/-
ii) Internet Downloaded forms Rs. 750/-
Note: Internet Downloaded forms to be accompanied with form fees of Rupees
Seven Hundred Fifty Only.
Absentees from the examination will forfeit their examination fee.
Candidates are advised to read the rule position carefully and
satisfy the terms and conditions for fulfillment of eligibility criteria.
FEES SHALL NEITHER BE REFUNDED NOR CARRIED FORWARD IF
THE APPLICATION FOR DNB: CET IS REJECTED/CANDIDATURE IS
FOUND TO BE INELIGIBLE
Kindly note that separate challan/pay-in-slip is to be used for each type of payment
Banks are permitted to levy transaction charges for the above as follows:
Indian Bank - Rs. 30/- per Challan
Axis Bank - Rs. 70/- per Challan

4. EXAMINATION
CENTRALISED ENTRANCE TEST SUPER SPECIALITY (CET- SS)
The DNB CET-SS is an entrance examination for entry to the DNB
Super Specialty. The next session of the examination shall be held on22nd January, 2012.
Qualifying the CET-SS is an essential pre-requisite for entry to the DNB Super
Specialty.
A merit list based on performance of candidate out of 120 marks shall be
published in order of merit subject to a minimum score of 50%.
Candidates successful in the DNB CET-SS can apply to centralised
counselling conducted by the National Board of Examinations for pursuingthe 3 years Post Doctoral DNB programme in various Super Specialties.
The selection will be purely on merit cum choice basis, based on the
marks obtained by candidate in NBE - CET-SS.
The list of Super Specialties in which candidates can pursue the PostDoctoral DNB programme is mentioned at Annexure E.
The list of National Board of Examinations accredited institutes where
candidates can pursue DNB shall be uploaded on NBE website
www.natboard.edu.in before the counselling for admission to DNB (SuperSpecialty) Courses January 2012 Session.
Candidates may note that qualifying a CET-SS examination doesnot confer any kind of right whatsoever on a candidate to register
on a permanent basis with the Medical Council of India/State
Medical Council or to pursue a DNB or any other Post Doctoral
Course as DM/MCH etc.
Registration with MCI/SMC is dependent on the fulfillment of Rules
& Regulations of concerned Medical Council; entry to the DNB or
any other Post Doctoral course is subject to fulfilling the admission criteriaprescribed.

4.1 ELIGIBILITY
a) Candidates who are in possession of Post Graduate Medical degrees
from Indian Universities registerable as additional PG qualifications as
per the provisions of the Indian Medical Council Act 1956 and possess
permanent /provisional registration certificate issued by the Medical
Council of India/State Medical Council before the last date of submission
of the application form i.e. 30th November, 2011.
b) For list of eligible qualification required for entry to DNB (Super Speciality)
courses, candidates are advised to refer to schedule at Annexure E.
Note: Candidates are advised to ensure before submitting their application
form that they fulfill the prescribed eligibility criteria and their application is

4.2. PATTERN OF EXAMINATION
The entrance examination comprises of one MCQ based paper consisting of
120 questions.
(a) Candidates desirous of admission to Medical Super specialties willundertake paper-I.
(b) Candidates desirous of admission to Surgical Super specialties will
undertake paper-II.
(c) Candidates desirous of undertaking admission to DNB (Neonatology)
will undertake paper-III.
The MCQ based assessment comprises of a Single paper with details as follows:
Duration 2 hours
Total questions 120
Maximum Marks 120
The questions will cover curriculum in the concerned Broad Speciality at Post
Graduate Level/PG Exit Level.
Each paper will have 120 Single Response Multiple Choice Questions. A response
sheet (OMR) will be given with the question paper. The Response sheet for this
section contains 120 boxes. Each box refers to a single item and is numbered
accordingly. Please remember that there is only one single correct response to
each item. Indicate the correct response by darkening the appropriate Circles
with black or blue ballpoint pen. Use of Pencil for marking on OMR sheet isprohibited. Use of Pencil shall lead to cancellation of Paper.
There is no nagative marking.

4.3 Date of Examination
CET-SS will be held on Sunday 22nd January 2012.
4.4 Qualifying marks of CET-SS
A candidate who scores a minimum of 50% as aggregate i.e. 60 out of 120,
shall be declared as Successful Marks scored by each candidate shall bedisplayed on the Boards website.
4.5 Declaration of CET-SS results
The result of the CET-SS January 2012 are likely to be declared within a
period of 3 weeks from the date of examination. However this period may
vary depending upon the time taken for preparation of results.
4.6 Validity of CET-SS results
The validity of the result of the CET-SS January 2012 shall be for the
admission session January 2012 only. These results shall not be carried
forward for subsequent session.
4.7 Dispatch of Results
The result will be communicated to the Candidates individually by post and
the results can also be seen on website www.natboard.edu.in or at the (Ansari
Nagar) office of the Board.
Candidates are advised not to canvass or approach the Board for handing
over the passing certificate.
4.8 Duplicate Result Card
Will only be issued under exceptional circumstances. Candidates will be
required to submit request letter stating reasons, copy of FIR lodged with
police authorities for loss of certificate, affidavit in support of application
(attested by public notary/oath commissioner/judicial magistrate), fee of one
thousand rupees by demand draft favoring National Board of Examinations,
payable at New Delhi.

5. ADMISSION TO DNB (POST DOCTORAL)
COURSES
(i) Admission to DNB courses is undertaken through Centralized merit based
Counseling only conducted by NBE.
(ii) Candidates declared pass in CET examinations will have to register to
participate in the centralized counseling for admission to DNB courses.
(iii) The seats shall be allotted through the merit based centralized counseling
conducted by NBE wherein candidates can opt for a seat from the available
seats on the basis of merit obtained by them in the examination.
(iv) Detailed guidelines in this regard shall be uploaded on NBE websitewww.natboard.edu.in before the counseling.
(v) The List of courses offered along with eligibility qualification is mentioned at
Annexure E of this bulletin.
(vi) An indicative List of Seats available for January 2011 admission sessions
can be seen at Annexure F. This list is purely provisional and subject to
change.
(vii) Applicants may kindly note that the final list of seats available for January
2012 session shall be displayed at NBE website www.natboard.edu.in before
the counseling starts.

6. CENTRES FOR CET-SS EXAMINATION

submitted along with annexure documents.
5. The scannable form must be submitted in a separate envelope No

Sir,
I am directed to invite your kind attention to this Ministrys letter No. V.11025/6/94-ME(UG), dated 2.10.1994 (copy enclosed) on the above mentioned subject wherein it wasstated that due importance to NBE qualifications may be given and the same may betreated at par with MD/MS degrees of Indian Universities or all posts, including teachingposts as National Board of Examinations is an autonomous body directly under the controlof the Central Government and is keeping high standard of medical education. It was alsoprovided their in that for teaching appointments in Broad specialities, the holder of Diplomate
NBE should have at least one year teaching experience as Tutor/Registrar/Demonstratoror equivalent post in a recognized medical college imparting undergraduate training to beeligible for appointment as Lecturer, and the holder of Diplomate NBE in Super-Specialitiesis required to undergo training for two years in a recognized medical college havingrecognized postgraduate medical degree in the concerned speciality to be eligible forappointment as Lecturer.
2 The Government has reviewed in detail the issue of the above requirement of additionalone/two years teaching experience for DNB degree holders for appointment as Lecturer inBroad Specialities/Super-specialities. After taking into consideration all facts of the matter,the Government has come to the conclusion that for the purpose of appointment of DNB
degree holders to the teaching posts, the requirement of additional one/two years teachingexperience as stipulated in the above instructions dated 3.10.1994 needs to be discontinued.Accordingly, these instructions stand amended to this extent.
3.It was also brought to the notice of this Ministry that some of the employing organizationsare not considering the medical qualifications awarded by the National Board ofExaminations a s equivalent to MD/MS, DM/M.Ch. degrees awarded by various otheruniversities for appointment to various posts. The advertisements issued for specialist/faculty positions by various recruiting agencies thus do not invited applications from theholders of the DNB qualifications. As clarified in the above instructions dated 3.10.94, it is

reiterated that the medical qualifications awarded by NBE are recognized qualificationsincluded in the First Schedule to IMC Act, 1956 and are considered at par with MD/MS,DM/M.Ch qualifications of other universities.
4. It is therefore requested that the above position may please be brought to the notice ofrecruiting agencies under your control that while advertising for various positions for whichMD/MS, DM/M.Ch. qualifications are required, it may also be specifically mentioned thereinthat hose candidates possessing the DNB qualifications are also eligible to apply for suchpositions. Further, in view of the above decision to discontinue the requirement of teachingexperience of one/two years for those having Diplomate NBE qualifications in broad/super-speciality disciplines for appointment to teaching posts, the candidates possessing theDNB qualifications may be considered for appointment to teaching posts as Lecturer inspeciality/ super speciality disciplines without insisting on the additional teaching experience.

As the National Board ofExaminations, an autonomous body directly under the control of the Central Govt., is keepinghigh standard of medical examinations and it is requested that all concerned may pleasebe instructed to give due importance to NBE qualifications and treat them at par with MD/MS of Indian Universities for all posts, including teaching post.
The Medical Council of India while considering the question of equivalence ofMAMC/MNAMS/Dip. N.B. qualification awarded by the National Board of Examinations
with M.D./M.S. and D.M./M.Ch. qualifications granted by the university/medical Institutions,has adopted the following recommendation, which was circulated to all the authoritiesconcerned by the Council on 6.12.93 for information and necessary guidance:
It is recommended that for teaching appointments in the broad specialities the
holder of Diplomate NBE should have at least 1 year teaching experience as Tutor/Registrar/Demonstrator or equivalent post in a recognized medical college imparting undergraduateteaching and training for appointment as Lecturer. Regarding the candidates holdingDiplomate NBE in super specialities, the training shall be for 2 years in a recognized medicalcollege having recognised postgraduate medical degree in the concerned speciality forappointment as Lecturers.

I am directed to say that this Ministry vide letter of even number dated 17th August,2004 communicated its decision that the medical institutions in the country running post-graduate/super-speciality courses permitted/ recognized as per MCI norms, are permittedto run DNB programmes provided they have additional faculty to train DNB candidates.The position was also reiterated vide letter dated 19th September, 2005 addressed to variousHealth/Medical Education Secretaries of all the States/UTs to admit DNB trainees in various
PG/Super-Speciality courses provided they have additional faculty since it was brought toour notice that the medical colleges are not being able to start the DNB courses eventhough they had additional faculty. This was primarily with a view to ensuring optimal
utilization of manpower and the clinical load, which is available in various medical collegesfor production of quality manpower. This letter was based on MCIs stand in the matter ascontained in their letter no.22(1)/96-Med/14368 dated 17.9.1996 that it would not have any
objection in introducing DNB courses in medical institutions in the concerned departmentsprovided the PG teachers of the respective departments admitting students under them forMD/MS/DM/M.Ch. courses may not register students under them for DNB Coursessimultaneously.
It has now been brought to our notice that the MCI vide their letter dated 11.11.2005addressed to various Universities, Directors of Medical Education of all State Governments/UTs, Secretaries of health/Medical Education Departments of all the States etc, interalia,informing them that it may be made sure by them not to conduct DNB and other parallelcourses i.e. CPS etc. in any subject along with MD/MS/DM/M.Ch./PG Diploma courseswherever the intuitions have been permitted/recognized to conduct MD/MS/DM/M.Ch. andPG diploma courses. It has also been stated therein that the decision has been taken bythe PG Committee and the same ahs been communicated to all concerned. This is contraryto the stand taken by this Ministry in this regard. In this connection, it is also to be statedthat any decision taken by the PG Committee of MCI, including those with regard to the

policies, is only recommendatory in nature and requires the approval of the Council andthe Government. In the present case, if the PG Committee/the Council considered that theearlier policy of allowing DNB courses to be run parallel to MD/MS etc. in medical collegesrequires any change, the Council should have sent such proposal along with reasons forthe proposed change of their stand to the Government for its consideration particularlywhen the Central Government have issued instructions to all concerned allowing conductof DNB courses along with MD/MS etc. subject to availability of additional faculty, it ispertinent to point out that the copy of the instructions of the Central Government dated19.9.2005 was also specifically endorsed to the Acting President of MCI for their information.Accordingly, MCI may send the recommendation of the PG Committee along with detailedreasons for change of their earlier stand in regard to allowing DNB courses to be run inmedical colleges along with MD/MS/DM/M.Ch./PG Diploma courses against excess facultyto the Government for consideration.
Issue of this communication dated 11.11.2005 by the MCI directly to various agencies
including State Governments contrary to the instructions issued by the Central Governmentbased on the MCIs earlier stand on the matter is not only not appropriate but has alsocreated confusion in various institutions/State Governments. Till such time as the
Government takes a final decision on the PG Committee recommendations, the Governmentinstructions as contained in letter dated 19th September, 2005 will remain in force. A copy ofthis letter is being sent to all concerned
