State Role in Truck Parking
• Interested in how states are incorporating truck parking into their decision making
• Recognize that truck parking needs differ by state (presence of ports, distribution centers, etc.), type of driver, and even time of day
• Potential linkages between state freight plans and addressing truck parking needs

Florida Department of Transportation
Florida’s Challenges
• Uniqueness of Florida’s geography
• Urban vs Rural
• Empty backhaul traffic - Florida is a consumer state
• Impact to multiple stakeholders –State, Districts, MPO, County
• No sole dedicated funding source
Truck Parking – Progress to date• Identified as a need in freight and
motor carrier system plan• Several efforts underway• Developed white paper to identify
best short-term strategies:-Updating rest area design
formula/Florida Administrative Code language
-Promoting weigh station parking -Garnering support from local
governments- Identifying excess ROW land for
future use
Strategic ApproachMAXIMIZING EFFICIENCY:
TRUCK PARKING AVAILABILITY SYSTEM
(TPAS)
CAPACITY FINDING:Short-TermLong-Term
MAXIMIZING EFFICIENCY
Truck Parking Availability System (TPAS)
• We are here• Locations in D5 1st to open
in July 2018• Locations in D3/D7 to open
in Fall 2018
Criteria used for roadside signs• Two to three miles upstream of the parking facility
preferably prior to an upstream exit ramp for better decision-making
• Manual of Uniform Traffic Control Devices (MUTCD) compliant
• Near existing ITS communication and power source• Near an existing CCTV for message verification

CAPACITY FINDING
Truck Parking Study - Goals• Identify and support the corridors of
greatest need for statewide significant.
• Provide guidance/direction relating to districts needs assessment and implementation.
• Provide funding to implement the consensus based solutions to enable implementation.
• Provide guidance / explore policy direction on topics such as: re-designing rest areas in urbanized areas, re-purposing underutilized park-and-ride lots for permanent or even temporary use, and P3 opportunities.
Short-Term Solutions: “Low-Hanging Fruit”• Encourage drivers to use additional parking at weight stations,• Work with the Maintenance Office to add more truck parks at rest
stops during construction, and• Capitalize on gray-fields.
Long-Term Solutions: Statewide Study/GPS Data Application
• Truck GPS data computes key metrics per location:1. Number of parked trucks2. Illegally parked trucks
• Analysis outcomes drive local, regional and statewide initiatives.• Derived inferences identifies potential innovative solutions.

Next Steps
• Continue implementing short-term solutions
• Statewide study to address more complex solutions-Statewide analysis of truck GPS
data to determine critical capacity shortfalls and recurring unsafe conditions
-Refine prioritization and funding processes
-Establish guidelines/best practices for consistency

Addressing Institutional Challenges
The 9 tasks shown on the right are being included in the Assessment.
They incorporate the comparison of supply/demand to reach needs and solutions, assessment of corridor closure impacts, evaluation of detention/staging issues and policy items, and methods of sharing data.
Documentation will include interim tech memos and a final report
Scope of Work9 TASKS:
1. Stakeholder Involvement
2. Corridor Truck Parking Inventory
3. Corridor Truck Parking Demand
4. Corridor Closure Truck Parking Demand
5. Detention and Staging Parking
6. Truck Parking Solutions
7. Policy Framework and Implementation Plan
8. Data Management and Dissemination

Survey Summary
• Nearly 80 percent of respondents indicated that it is NOT easy to find truck parking in Colorado compared to other surrounding states
• Respondents found truck parking to be slightly easier to find when seeking to take required 30-minute breaks
• Most long term (67%) and short term (59%) parking stops occur at private truck stops or shipper/receiver locations
• More than 80 percent of respondents take ½ hour or more to find acceptable long term parking
• The I-70 corridor west of Denver was ranked as the most difficult to find parking
• Free-form responses highlighted:• Difficult finding space to park when traversing Vail Pass• Need to keep rest areas open and add more, especially where there are few
private truck stops• Difficulty parking in cities
Facility Supply and Demand
March 23, 2016 Blizzard • More than a foot of snow recorded at Denver International Airport • About two feet of snow was recorded in Boulder, CO • I-70 closed through Thursday, March 24, 2016 early morning • I-25 closed during the storm and later reopened
