A. Introduction
1. The Republic of the Union of Myanmar, through the Ministry of Electricity and Energy
(MOEE) requested the Asian Development Bank (ADB) to partially finance the Project, "Power
Transmission Improvement Project" (the Project). MOEE is the executing agency (EA) of the
project. The Department of Power Transmission and System Control (DPTSC) is the
implementing agency (IA).
2. The project involves (i) construction of 230kV double circuit transmission lines (TL) that
will connect the substations of Thida, Thaketa, and Kyaikkasan in Yangon with total length of
13.3 km (Thida to Thaketa having 8.5 km of line and Thaketa - Kyaikkasan having 4.8 km of
line) and installation of new equipment and switch bays at existing Thaketa substation and
construction of new Kyaikkasan substation to accommodate the new transmission lines; (ii)
230/66/11 kV, 2 x 150 MVA New South Okkalapa substation; and (iii) construction of the
230/33/11 kV, 2 x 150 MVA substation at West University.
3. The project will strengthen the capacity of the staff of Department of Power Transmission
and System Control (DPTSC) in implementing projects financed by the Asian Development
Bank (ADB). The project will help to complete the critically important 230 kV transmission ring
supplying electricity for the Yangon region and ensure reliable electricity supply to support
sustainable economic development for Myanmar.
4. Impact and Outcome. The impact of the project will be economic and social benefits to
residential, commercial, and industrial consumers from reliable and sustainable electricity
supply for the Yangon region. The outcome will be improved reliability of the Yangon power
transmission system.
5. Outputs. The project outputs will be (i) a 230 kV power transmission ring including 230
kV transmission line and substations developed for the Yangon region and (ii) capacity of staff
of Department of Power Transmission and System Control (DPTSC) in implementing ADB
financed projects strengthened.
6. This Due Diligence Report (DDR) is prepared for the 230 kV new Kyaikkasan Substation
as the Subproject does not require land acquisition of any household but one organization,
which is Yangon City Development Committee (YCDC). The additional land plot proposed for
the substation is free from encumbrances. There are no non-title holders etc. occupying the
land.

B. Subproject Description
Objectives of subproject
7. The subproject is constructed with the following purposes:
The construction of the 230kV substation to complete the critical 230 kV ring for
Yangon city.
The project will be economic and social benefits to residential, commercial, and
industrial consumers from reliable and sustainable electricity supply for the
Yangon region.
The project will improve the reliability of the Yangon power transmission
system.
Features of the subproject
8. The location of 230/66 kV Kyaikkasan substation has changed to the location near the
river in the Dawbon township, Southern District. The land in the new location is owned by
Yangon City Development Committee (YCDC) (Figure 2). The proposed total area of the
substation is 2.5 acres (1 ha). The 230/66 kV substation will receive the 230 kV Thaketa-
Kyaikkasan transmission line. It will consist of the following works:
o One (1) 230 kV overhead line circuit bay (fully equipped)
o One (1) 230 kV bus coupler circuit bay (fully equipped)
o Two (2) set of 230/66 kV transformer circuit bays (fully equipped)

o 230 kV main busbar (double busbar, metering function, fully equipped)
o Two (2) 230/66/11 kV, 200 MVA transformers
o Six (6) 66 kV overhead line feeder bays (fully equipped)
o One (1) 66 kV bus coupler circuit bay (fully equipped)
o Two (2) 66 kV bus section circuit bays (fully equipped)
o 66 kV main busbar (double busbar, metering function, fully equipped)
o Substation power supply: MV and LV AC/DC distributions, battery systems
o Control and protection, SCADA, fiber optic telecommunications
o Cabling, grounding
o Civil works and facilities for modification of existing control building to accommodate
the 230- kV equipment.
o Drainage system, access road, fence, gate and guardhouse.

C. Methodology of Resettlement Due Diligence
9. The following methods were utilized for the purpose of this DDR, including:
Desk study method: The Consultant reviewed Feasibility Study Report for
subproject features and other documents related to the proposed land for
substation construction.
Field trips were conducted to observe and assess the subproject impacts; and
Public consultation was conducted with the YCDC, Thaketa and Dawbon
townships, and communities.
D. Impacts of Subproject
10. Total of acquired land area for construction of the New 230/66kV Kayaikkasan SS is 2.5
acre, in which:
o Construction of control house, internal road, guarding house and fence;
o Construction of water tank for firefighting, emergency oil tank, fire-fighting
pumping station and cable trench land;
o Tree planting area creating landscape and equipment installation.
Status of Subproject area
11. The New 230/66 kV Kyaikasan substation is located near the river in the Dawbon township,
Southern District. The substation is:
Bordered to the North by batching plant and Pazundaung Creek;

Bordered to the Southeast by Ya Mone nar Road;
Bordered to the Southwest by East District Court Building and Houses; and
Bordered to the Northeast by batching plant and Pazundaung Creek.
12. According to the planimetric survey of the project area, the proposed area for
construction of substation is about 2.5 acres (1 ha), and is limited by the following points:

13. Land plot proposed for the substation is owned by Yangon City Development Committee
(YCDC). The proposed total area of the substation is 2.5 acres.
14. Currently, the subproject area is used like a garage that gather old construction
machines. On this land, one guesthouse with 225 ft2 is affected. The staff is living in that affected
house. The YCDC batching plant is operating on this land area and the person living in the
affected house is the employee of the plant. The survey results show that the employee is
already aware that he will move to other available places together with the batching plant in
this compound. The existing house is the property of YCDC.

15. The construction work requires cutting down of 23 trees belonging to YCDC on this land.
There are no other people living in the SS area.
16. According to DPTSC and YCDC, the land plot was planned to construct New 230/66kV
Kyaikasan SS and this land is not agricultural land; therefore, lease and cultivation activities are
not allowed on this area.
E. Public consultation
17. In October 2019, the public consultation was conducted with the Yangon City Development
Committee, the stakeholders in Dawbon township and Thaketa township and communities on
the project information, scope of impacts, and implementation schedule with the participation of
75 people (56 males and 19 females).

18. During the public consultations, the stakeholders and communities expressed their
supports towards the subproject implementation. All questions on the technical issues are
explained by DPTSC engineers. The general principles of the project's social safeguard policies
were also communicated to the subproject stakeholders.

F. Compensation and implementation plan
19. The Subproject only acquires land managed by Yangon City Development Committee
(YCDC). On 4 September 2019, MOEE has issued an official letter to request YCDC to transfer
the land to MOEE for the construction of the New 230/66kV Kyaikkasan substation (The letter
is attached to Appendix 4 of this report).
20. The guesthouse built on this land is property of YCDC. Department of Power Transmission
and System Control (DPTSC) will not pay compensation for this land, guesthouse and trees but
they will have to pay the money for replanting trees affected by the construction work.
21. According to the regulation of Forestry Law, as the affected trees are planted on the public
land, when cutting down, compensation is not required. However, two trees will be replanted to
replace each tree that is cut down. Therefore, DPTSC will have to pay for the replantation of
affected trees at the total amount of MMK 230,000 according to forestry law will. This amount
will be transferred to YCDC.
22. The subproject is expected to commence construction in Quarter 2 of 2020 and complete
by the end of Quarter 2 of 2021. MOEE will inform subproject activities to ADB through semi-annual
monitoring reports.
G. Conclusion
23. The land plot proposed for the New 230/66kV Kyaikkasan substation is YCDC and free
from encumbrances. The guesthouse and 23 trees on the land are belonging to the YCDC.
24. The construction of New 230/66kV Kyaikkasan SS will not cause permanent and
temporary land acquisition impacts to any household. There is no private house and/or structure
affected by the subproject. There is also no household affected on their livelihoods or income
due to the subproject implementation.
25. There are one guesthouse and 23 trees affected by the subproject and a total amount of
MMK 230,000 will be paid for tree replantation and DPTSC/contractor will transfer this budget to
YCDC for replantation.
26. MOEE/DPTSC will inform subproject activities to ADB through semi-annual monitoring
reports.

There are water distribution pipes along with the road buried in both sides, so I concern about water shortage during the project period because I believe that the pipes are within the range of project. I suggest that the project should be implemented from 2020.

The grooves needed for power line are small so there won’t be any problems. We will implement the grooves according to the map of water distribution pipes.

Subject: Request for the permission to advance the implementation of
230KV Kyaikkasan substation
According to the meeting regarding the total of 28 places including 6 places where MOEE is planning to build 230 KV substations and 22 places where DPTSC is planning to
build other substations, the advanced implementation of 230KV Kyaikkasan substation is needed because it is scheduled to be finished within the period of ADB loan and compensation of land is required for YCDC so the permission to advance the implementation of project on the land of 2.5 acres in Dawbon quarry is imperative.
So, in accordance with decision (19) of meeting (Sr. 34/2019) by Yangon Government, the request for the permission to advance the implementation of 230KV Kyaikkasan substation is authorized and urged to negotiate with YCDC.
