Bureau continues to act as Think Tank on Police Reforms, Implement and Monitor Police Reforms Police
Order, 2002; it is functioning as Secretariat of National Public Safety Commission (NPSC) & National
Police Management Board (NPMB). It is performing R&D functions assigned to it by the NPMB & NPSC and
acting as hub for critical capacity building activities for police and Federal Law Enforcement Agencies
(LEAs). It continues to handle matters concerning National Forensic ScienceAgency.
National Police Bureau is the Secretariat of NPMB. Bureau holds NPMB meetings and implements their
decisions. Eight meetings of NPMB have been held so far. Last meeting was held on 23-12-2014, where
ideas were exchanged, existing policing challenges were discussed & redressal measures were
synthesized. It was emphasized that police be made more professional to meet the masses expectations

As per the Decoration Act 1975, two categories of police medals i.e. Quaid-e-Azam Police Medal (QPM)
and President's Police Medal (PPM) for Police Personnel are awarded on yearly basis by President of
Pakistan on the recommendations of Provincial Governments/ other concerned departments, on
Independence Day. NPB acting as a focal point between provincial and federal governments,
recommended 45 police personnel in 2012 and 54 in 2013. Cases for 2014 have been forwarded to
Government.
The section periodically collects crime/police related data from provincial police units and prepares
monthly crime data summary on the basis of reports received from all provincial police. It also prepares
weekly crime situation report of Pakistan for Federal Government i.e. Ministry of Interior. The Section
also performs R&D functions under Article 162(4) Police Order 2002. It processes cases related to
issuance of NOCs for purchase of Arms and Ammunitions to the Provincial Governments on behalf of
Ministry of Interior.
This section deals with Parliament Business (National Assembly and Senate). It also looks after legal
matters, petitions / Court Notices. Matters concerning complaints of general public against police are
received through President's Secretariat, Prime Minister's Secretariat, Minister for Interior, Secretary
Ministry of Interior and other Ministries/Parliamentarians. This section diligently handles other related
issues including SAARC matters.
Gender Crime Cell was established in 2006 in NPB to address lack of data on gender crimes in Pakistan.
Lack of data limits accountability, constrain policy development and makes it difficult to monitor
individual cases or advocate institutional changes. GCC is a central repository of relevant data on cases
of violence against women, and successfully assists policy makers to develop holistic and effective policy
to prevent and punish violence against women.

Projects Status
To augment LEAs operational capabilities, an inclusive technological infrastructure was initiated by
Ministry of Interior through National Police Bureau on the following projects:
i). Police Record and Office Management Information System (PROMIS)
ii). Pakistan Automated Fingerprint Identification System (PAFIS)
iii). National Integrated Trunking Radio System (NITRS)
iv). National Forensic Science Agency (NFSA)

23 IsGP have served as head of the Bureau; 11 officers have served as Director Bureau of Police
Research and Development (BPRD) from 1977-2000; and 11 has worked as DG after BPRD was
renamed as National Police Bureau in 2001 subsequent to police reforms.

served twice as Head of the Bureau.
Donors Conference
Budget

Ministry of Finance has reduced budget for the year 2014-15 by 4.76% in case of NPB and 4.00% in case of
NPSC compared to the last financial year budget (2013-14). Cutback have come especially in employees
related expenses which will be inadequate as Government has increased the pay of all Federal
Government employees by 10%. The deficiency hopefully will be met in revised estimated demand in
December, 2014.
National Police Bureau, as an umbrella organization of all police organizations and focal point for
donors, organized a Donors' Conference on 20th May 2014. Major aim of the conference was to
coordinate and organize donors' activities and avoid duplication, to analyze future requirements of LEAs
and future plans of donors and to see what difficulties the donors are facing regarding implementation of
the projects. 17 different donor & implementing organizations attended the conference. Follow up
conference is planned in 2015.

The International Gender Responsive Policing Conference
Community Policing Conference
During the Donors' Conference it has been felt that our International partners working on CP but these
efforts are in isolation and there is a disconnect between all these efforts. National Police Bureau onth
18 June 2014 brought all individual efforts of International partners under one roof at the NPB to
ensure that there is better utilization of efforts. It also gave an insight into its own vision of CP, to be
carried forward in the following manner;
To conduct a research as to why all previous attempts of community policing of national and
international partners have not succeeded so far?
To Identify the best practices, tailoring these practices according to our cultural and regional
requirements and replicating them accordingly
To work on legalizing Community Policing

Foreign police officers with DG NPBDG NPB presenting Shield to a Police Officer
NPB, Ministry of Interior hosted the IGRPC on October 13-15, 2014 at Islamabad in collaboration with GIZ
under the Gender Responsive Policing Project. Delegations of women police officers from 22 OIC and 8
other countries participated in the conference. Main objectives of this conference were to encourage
police institutions of the participating countries to take initiatives that address gender-related
challenges promoting gender-sensitive policing practices, initiating democratic and inclusive police
services, supporting increased participation of women in law enforcement with enhanced role,
Promoting linkages in the criminal justice system to improve response to violence against women &
supporting media-police relationship for building public trust in police for safer and peaceful societies.

Round Table Conference on Gender Responsive Policing by Women Parliamentary Caucus
DG NPB gave a key-note address at the launch of Research paper prepared by Ms. Sarah Zaman Aurat
Foundation on 25-11-2014. Focus of the research was “Forced Marriages and Inheritance Deprivation”
with reference to the gaps in implementation of Prevention ofAnti-Women PracticesAct, 2011.
The Women Parliamentary Caucus in collaboration with the National Police Bureau held a roundtable
conference on Gender Responsive Policing on 27-11-2014 in Parliament House, Islamabad. It was
attended by the Speaker National Assembly, DG NPB, representatives of various police units and other
stake holders.

International Criminal Investigative Training Assistance
Program ICITAP) Pakistan Program started in June 2002.
ICITAP conducted around 700 Courses and trained around
18000 participants including Police Forces of Punjab, Sindh,
KPK, Balochistan, Gilgit- Baltistan,AJ&K, ICT, Rangers, FC, IB,
Air Force, Army, NH&MP, Railways, Frontier Corps, ANF,
Customs, FATA Levies and FIA. ICITAP/INL is working with NPB
for quite some time in programs like PAFIS, NFSA, arranging
Training, Professional US Exchange Programs, Conferences &
Workshops. ICITAP working through NPB is assisting to build
capacity of the Pakistan Police officials.

National Police Bureau
The National Police Bureau is statutory body mandated to act as
a national focal point on all police-related matters. The Bureau
coordinates and monitors the state of Implementation of Police
Reforms, as envisaged in Police Order 2002, across Pakistan.
Through the National Police Bureau is an integral part of the
Ministry of Interior, it has a separate budget. Director General
of the Bureau has full financial and administrative powers.

Building standards for professional policing, and acting as a
national think tank on issue relating to Criminal Justice
Reform, Public Safety and Police Information Technology.
