2. Management Conditions on Boundaries Boundary Conditions
SMZ / FMZ FMZ 2 and 3 a – occur and are mapped on HPOM as exclusion zones consisting of High Conservation Old Growth Forest and Wildlife Corridor 50m either side of Girard Creek (eastern boundary). Additional areas are embedded within mapped areas of Rainforest. Mapped Exclusion zone to be located by GPS in harvester.
FMZ 4 – Available for harvesting under the conditions of this plan and displayed on the HPOM as net harvest area.
Cultural Heritage Surveys have been conducted.
Several sites are located within the compartments. Forest Technician must arrange an onsite visit by Aboriginal Partnership Liaison to ensure that Protection Zones are clearly marked prior to harvesting within 300m. Protection Zone details available from Harvest Planner.
If any potential heritage sites are identified an interim 100m exclusion buffer must be applied and Planning Supervisor notified immediately.
Dedicated Public Road Red Rock Road is a Council road. The road reserve is 20m in width (10m either side of road centre line). The road reserve boundary is not marked by fence line and needs to be located and marked by the Forest Technician. No trees are to be harvested in the road reserve.
Neighbours All planned harvest area is well within the State Forest boundary, except for a small area to the north of Dump 1. This boundary is delineated by old fence line except for the last 200m from Red Rock Road. This unfenced boundary section needs to be conservatively marked by the Forest Technician using GPS.

4. Haulage Route and Contractor Travel Route Haul Route Internal compartments trails to Red Rock Rd – then out of forest via Bruxner
Highway onto various sawmill sites.
BEWARE – This haulage route is frequently used by the community accessing private property to the north.
Shire Maintained Road Red Rock Road is to be inspected by Forestry Corporation NSW and Tenterfield Shire two weeks prior to harvesting operations to determine the condition of the road (this inspection carried out by Senior Planner Flavio Bugno and Shire Works Manager on 10/01/2018).
Ensure proper controls are in place for haulage during excessive wet/dry conditions to minimise damage to road surface.
The Shire Works Manager must be notified when harvesting and haul operations are completed so that a final inspection of Red Rock Road is carried out.
Traffic Control Plan A Traffic Control Plan must be developed for harvesting within 2 tree lengths of Red Rock Road. Alternatively, Red Rock Road can be closed after consultation with Shire and local residents.
An appropriate traffic management plan must be implemented for internal compartment roads. Consultation required with neighbor and private property harvesting contractor (see table below).
School Buses There is a school bus stop at Red Rock Road intersection with the Bruxner Highway used during 7:00 AM to 7:30AM and 4:00PM to 4:30PM. Contractors and hauliers should note these periods and take care to avoid hauling on this road during these times. Ensure proper controls are in place in Contractor Safety Plans.
5. Community Issue Detail Conditions
Notifications Required Nil All relevant notifications have been conducted. A notification list for FCNSW staff is available from the planner.
Neighbours Local residents use; cars.
Harvest and haulage contractors must remain aware that Red Rock Road is regularly used to access nearby private property and drive to the conditions.
Forest Permits Apairy sites are located in western side of Cpts (not occupied at time of planning).
If bee site is occupied Bee Permit holder must be contacted by HC at least two weeks prior to commencement to allow hives to be moved and again on completion.

6. Infrastructure Infrastructure Conditions
All Mapped Fire Trails Mapped trails must be reinstated to similar or better condition for access to that prior to harvesting/snigging and comply with the EPL.
Fence lines Boundary between State Forest and private property is partly fenced. Contractor to use directional felling away from fences. Any damage done to fence lines is to be repaired immediately by the Contractor.
Utilities Underground Telstra cable that runs adjacent to Red Rock Road (eastern side) and is shown on the HPOM and has been marked in the field with Telstra yellow and white markers.
If snigging over the cable is required the crew must contact an Accredited Plant Locator (list held in planning folder) to determine cable depth and suitable crossing point prior to commencing the activity.
7. Harvesting Conditions
Silviculture Type Harvesting Objectives and Condition for each stand condition
STS Light to Medium
In the mixed-aged mixed dry hardwood stand the objective is to harvest the merchantable component of the mature aged crop and retain the vigorous younger age class trees for a future cut.
Forest Technician to mark growers for retention.
Crew is to select trees for removal and avoid damage to retained growers.
Monitoring Due to low basal area removals and retained areas no basal area monitoring is required. Any changes to treatment and offset areas need to be endorsed by the Planning Supervisor.

The crew must minimise damage to H, R and E trees by using directional felling.
Harvesting debris should not accumulate within 5 m of retained trees. Where debris does accumulate, the crew must remove or flatten to < 1m high.
The HC must be notified of any badly damaged retained trees and they must assess and record if a replacement retained tree is required.
Stag Retention (Dead standing trees 5.6f)
The crew should retain stags where safe to do so.

1. Objectives
1. Roadworks are required to service native harvesting operations within the above compartments. The compartments are scheduled for harvest in 2019.
2. The operational map shows the location of the proposed works. 3. Attachments: Financial Analysis Spreadsheet gives full details of costs, benefits, material &

2. Specifications and Legal Conditions
This operation must comply with: • Standard Operating Procedures issued by FCNSW. • State Forests of NSW Forest Practices Code - Part 4 Forest Roads and Fire Trails (February
1999). • Integrated Forestry Operations Approval issued under part 5B of the Forestry Act 2012 (IFOA)
including the associated licences: - Threatened Species Licence issued under the Threatened Species Conservation Act (1995). - Fisheries Licence issued under section 220ZW of the Fisheries Management Act 1994. - Environment Protection Licence No. 3957 No. 4017 (UNE) issued under section 55 of the
Protection of the Environment Operations Act 1997. • Technical Guidance Notes for Roadworks.

Shire Road Red Rock Road is a shire road. Permission has been obtained for the specified road works. See attached consent conditions. At least 1 working days’ notice to the councils Director of Engineering Services prior to works commencing. Road Works Coordinators must notify affected residents 2 weeks prior to road works commencing on Red Rock Road and consult with affected residents to ensure that impacts of road closures are minimised. The Shire must be notified when works have been completed.
Traffic Control Plan As part of Shire road works conditions. Works undertaken within the Red Rock Road reserve require traffic control to be installed prior to works commencing and throughout the works in accordance with a certified Traffic Control Plan (see condition 12 of the Schedule D Specific Conditions of Consent).
Underground/Overhead Utilities A Telstra cable that runs adjacent to Red Rock Road (eastern side) and is shown on the HPOM and has been marked in the field with Telstra yellow and white markers. If excavating intersections near the cable is required, the Roading Coordinator must contact an Accredited Plant Locator (list held in planning folder) to determine cable depth and exact location prior to commencing the activity.

Yes. All operators to remain vigilant when entering and exiting to/from Red Rock Rd. See Hazard Assessment in the Site Safety Pack
3.1 EPL Licencing • This operation is licensed under the EPL. • The Roading Supervisor / Harvesting Supervisor is responsible for licensing the activity • The Roading Coordinator / Harvesting Coordinator must notify the Roading Supervisor /
Harvesting Supervisor when operations have commenced and ceased.
4. General Conditions
• Tree removal should be undertaken mechanically where possible. Refer to Safety Procedures 4.25 “Manual Tree Felling” and 4.26 “Management of Hazardous Trees & Overhead Hazards”.
• Remove vegetation within 3m of the road prism only where required to maintain safe sight distance and passage of trucks.
• Note: Clearing is generally permitted within 3m of the road prism for all roads. Ground disturbance and tree debris may impact outside this 3m either side of the road prism as is required to effect clearing within 3m of the road prism. Conditions 5, 6 and 47 Schedule 5 of the EPL must apply.
