WHY A GREEN URBAN DESIGN CENTER?
Makati City is steadfast in the
establishment of programs, projects and
activities towards a livable and healthy
environment
Makati aims to upgrade its physical
environment and infrastructure,
specifically the enhancement of urban
design and cityscape, rehabilitation of
blighted, obsolescent and environmentally
sensitive areas and upgrading
infrastructure, facilities and services to
improve environmental quality

• Initiated by the City Government of Makati, the Makati-GUDC is a
collaboration of the University of the Philippines School of Urban
and Regional Planning Alumni and Friends Foundation Inc. and the
University of Makati.

• Lectures on GREEN BUILDING, URBAN
DESIGN, PLANNING AND LANDSCAPE
ARCHITECTURE are given by esteemed
professors of the University of the
Philippines College of Architecture.
• Lectures on SUSTAINABLE URBAN
GOVERNANCE are provided by professors
of the College of Governance and Public
Policy of Umak and the Pimentel Institute
for Local Governance

Green Urban Design and
Governance Workshop
• The pilot activity of the Makati-GUDC
• Aims to bring the concepts of green building,
resilience and sustainable urban governance
at the grassroots level as it targets barangays,
the smallest unit of government in the
country
• Participants of the workshop are provided
with lectures on urban design, barangay
governance, green building practices, disaster
risk reduction and management, and
financing and management of public spaces.
WORKSHOP OBJECTIVES 1) To develop an urban design process for the
different participants
2) To develop skills in governance
3) To acquire and understand district information
4) To identify and understand sites to develop urban
programs
5) To become familiar with models of green urban design
6) To locate, program, and design green urban public and
publicly accessible spaces
7) To communicate green design ideas to varying audiences
8) To implement green design ideas for public and publicly
accessible spaces

WORKSHOP DESIGN • 6 – Week long, once a week workshop
• 3 hrs of lectures with 3 hours of studio work
• Lectures revolve around 4 THEMES:

Public Space
4) Managing And Marketing A Green Public

• 2 Reviews – Interim and Final

STUDIO WORK • Lecturers for the day supervise the half-
day studio work
• Local officials are partnered with
graduate students of prominent
architecture schools in the Philippines
• The graduate students serve as the
experts who will provide guidance and
help translate the officials’ vision into
projects that will improve the physical
environment of the communities.

PRESENTATION TO THE MAYOR
• Outputs of the workshop are
presentated to the City Mayor and
other city officials
• Outstanding projects will be awarded
with seed money which the winning
barangay can use to implement their
proposed projects

PROPOSED PROJECTS • Green projects that have been
proposed by the barangays include:
o Greening of barangay halls and
facilities - for climate resilience
o Urban agriculture – for food
security
o Pocket parks and linear parks
along creeks or critical areas –
for flood mitigation

PROPOSED PROJECTS o Multi-modal transport development –
for sustainable urban transport
o Materials recovery facilities – for
proper solid waste management
o Urban redevelopment projects – for
facilities upgrading and rehousing of
informal settlers and displaced

ACCOMPLISHMENTS
• To date, 29 out of 33 Barangays
have completed the workshop
• Several proposed projects have
been funded and are already in
their implementation stage

CHALLENGES
• The transfer of technical knowledge from trained professionals
to the barangay official had not been easy as some concepts are
highly technical.
• There had been great reluctance to think outside of the box –
for type of project to be proposed and for fund sourcing.
• Replicating and bringing the Makati-GUDC Workshop outside of
Metro Manila entails logistical difficulties

LESSONS LEARNED
• Projects are of better fit and are easily received by the
community especially if the community itself is involved in the
development.
• Lectures and discussions should be less technical, using
language that can easily be grasped by officials various
educational attainment
• Barangay officials should be encouraged to think of innovative
and exciting projects to keep the communities vibrant

LESSONS LEARNED
• The center should strive to look for partners who can help
barangays/communities fund their projects.
• A new workshop design should be formulated to accommodate
interested barangays outside of Manila and for them to benefit
in the program.

FUTURE ENDEAVORS
• The workshop will be upscaled and offered
to other city officials – councilors and
congressmen.
• As the workshop is beneficial not only to
Makati Barangays, the workshop will be
opened for the training of officials from
other cities, gradually greening and making
the whole country resilient.

THE MAKATI-GUDC PROCESS
• The Makati-GUDC workshop is highly
replicable anywhere in the world as it does
not prescribe a specific template for the
formulation and implementation projects.
• It is the communities who identify their
needs, capacities and ways for which they
can best realize their green vision.
