Wastewater Treatment Plant Expansion
The Kyle Wastewater Treatment Expansion project increases the capacity of the
current 3.0 million gallons per day facility to a 4.5 million gallon per day capacity
treatment facility. Construction, which is being implemented by Archer Western
Contractors, is anticipated to start mid to late March 2020 and to take 650 days to
complete.
Contractor access will be from an entrance located on Heidenreich Lane. The
contractor and their crews will park all vehicles on the property where the
wastewater treatment plant is being expanded. The Kyle wastewater treatment
plant will remain open and operation throughout the construction phase.
Per the construction contract the contractor will be allowed to work Monday through
Friday between 7am to 6pm. The contractor may request to extend the number of
workdays or work hours and will be considered before being allowed to do so.
Background:
The City of Kyle owns and operates the Kyle Wastewater Treatment Plant (WWTP)
which was purchased from Aqua Texas in 2015. The facility is located at 941 New
Bridge Drive. The existing plants have a combined rated capacity of 3.0 million gallons
per day (MGD) and discharges its treated effluent to Plum Creek. The two existing
WWTPs were put into operation in 2000 and 2006.
The WWTP saw an average daily flow above 75 percent of its current rated capacity
for over three consecutive months. In response, the City initiated engineering and
financial planning for expansion of the plant per Texas Administrative Code (TAC), 30
TAC§305.126(a).
The Kyle WWTP expansion project will increase the plant's capacity from a permitted
average daily flow (ADF) of 3.0 MGD to an ADF of 4.5 MGD. The WWTP expansion
project includes headworks (screening and influent pumping), secondary treatment,
tertiary treatment, and solids management (digestion) facilities to meet the 4.5 MGD
discharge permit and residuals disposal requirements.
