For the folders marked “Presidential”: the material in the “Presidential” folders documents
letters that were written on President Reagan’s behalf for various members of Congress. Most of
these letters were written to accompany the ceremonial signing pens, used to sign bills into law,
that were awarded to those who worked on particular pieces of legislation. In addition, the
material includes a few Presidential letters to Congressional constituents, and to people leaving
the White House Office of Legislative Affairs staff.
