E-Construction is a paperless construction administration delivery process that includes
electronic submission of all construction documentation by all stakeholders, electronic document routing/approvals (e-signature), and digital management of all
construction documentation in a secure environment allowing distribution to all project stakeholders through mobile devices.

• Really liked what we saw at City of Baltimore• However, Contract Management was in declining support with
Oracle as they pushed towards Unifier
• Decision to go with Primavera Unifier• We already had familiarity with the Oracle Primavera products
• Similar to PCM and use case at NYC MTA showed it was robust enough
• P6 was already important to DelDOT• P6 is a one stop shop for project schedule and general funding information
• Annual CTP is prepared using P6 schedule and project data
• Historical records dating back to 2002
• Unifier integrates with P6 “out of the box”

Mobile Device Selection
• Conducted a 3 month pilot with inspectors from November 2015 through January 2016• 3 devices (Dell Venue, Microsoft Surface, and Apple Ipad)
• Inspector’s were asked to use the devices every day• Complete IDR using a PDF or Excel form
• Take pictures and videos during both day and night
• Store plans and specifications on a file sharing site (such as Google Drive or Dropbox)
• Find apps that would be useful
• Conclusion• While the Surface and Venue performed well, the Ipad really
outshined them both

Mobile Device Implementation• Bought 56 Verizon Wireless connected Apple Ipad Air 2’s and distributed
them in February 2016
• Recommended their use for accessing drawings and contract documents using cloud storage
• Using a Device Management solution to add helpful weblinks and apps to all Ipads at once

Primavera P6 Current Status
• Chose Primavera P3e in 2002, went live across all Divisions in 2004
• All projects that use Capital funds must use P6• Not all projects have full schedules but the majority do
• Project schedules start in Project Development phase and continue through Construction• All project schedules are based off of 4 or 5 templates with
durations tweaked to meet the specific project needs
• Tracking high level funding estimates only
• Most projects require some level of CPM to be submitted by the Contractor• Ranging from an excel spreadsheet, to a bar chart, all the way to a
full CPM exported out of Primavera P6 to be imported into our database for review

• Expand our project schedules to include the Planning Phase
• Pull actual spends from our financial tracking software for comparison and reporting
• Implement resource tracking/management• This will also help with using Dashboards and Team Member in P6
