I am delighted to report that the Center for International Strategic Studies (CISS)
continuedtobeasactiveandproductivein2019asithasbeeninthepreviousyears.
In2019,CISSinitiatedanoutreachprogramandheldaweeklongworkshopinthisseries
inAugust,inNathiagali.TheworkshopwasonthesubjectofIntroductiontoPakistan's
Nuclear Policy. A group of twenty young college teachers from nearby universities
participatedintheworkshop.Theobjectiveoftheworkshopwastoengagetheacademic
facultyandgivethemanorientationonnuclearissuesandpolices.Besideseducatingthe
teachers on nuclear matters, our aim was to develop greater understanding and
cooperationbetweentheuniversitiesandresearchthinktanks.Thesecondactivityinthe
outreachprogramserieswasaseminarinDecemberonIndia'sStrategicPostureand
Implications for Strategic Stability in SouthAsia, organized in collaborationwith the
University of Sargodha at the Sargodha university campus.We plan to continue our
outreachprogramwithuniversitiesandacademicinstitutionsin2020.
Inlinewithitson-goingactivities,theCenterorganizedanationalconferenceonStrategic
Stability in South Asia: Emerging Challenges, in April 2019. Foreign Minister Shah
Mahmood Qureshi was the keynote speaker in the conference and spoke about the
challenges to strategic stability in the region. The closing address was delivered by
FederalMinisterforHumanRightsDrShireenMazari.
InSeptember2019,aspartof theCISSpublicationseries,wepublishedabooktitled
'India'sHabituationwiththeBomb',editedbyourSeniorFellow,Dr.NaeemSalik.We

conferences and seminars, the Center also held a total of nine round-tables in the
outgoingyear.Amongthem,themostimportantwerethefollowing:InFebruary2019,we

MuhammadKhanonthesubjectofReviewofCurrentIssuesinPakistan'sForeignPolicy.
WealsohostedMs.WakanaMukai,Ph.D.AssistantProfessoratFacultyofInternational
Relations,AsiaUniversityinTokyo,Japan,foraround-tableinFebruary2019.Shespoke
ontheGlobalSecurityIssuesRelatingtoArmsControlandDisarmament.Anotherround-
tablediscussionwasorganizedinthesamemonthbyCISSonClimateChangeandits
implicationsonPakistan'ssecuritywithDr.TariqBanuri,ChairmanHigherEducation
Commission(HEC). InApril,wehostedMr.RupertStone,aBerlinbasedindependent
journalist, to share his views on Afghan Peace Talks as he has closely followed
developmentsinAfghanistan.InJuly,theCenterhostedDr.TariqRauf,formerDirectorof
IAEAandconsultantofCTBTO,foraround-tablediscussiononCurrentChallengesin
ArmsControl.InAugust,weheldaround-tablediscussionon'PolicyShiftsinIndianNFU:
RoadtoNuclearBrinkmanship'conductedbyourSeniorResearchFellowsDr.Naeem
SalikandDr.MansoorAhmad.InOctober,theCenterconductedaround-tablediscussion
onPakistan'sPerspectiveonKashmirCrisiswithDr.ZahoorAhmed,AdditionalSecretary
(Asia Paci�ic), Ministry of Foreign Affairs, Pakistan. The discussion focused on the
KashmirsituationaftertheabrogationofArticles370and35Aanditsimplicationsforthe
Kashmiripeopleandtheregionatlarge.India'sdefenseagreementsanditschallengesto
thestrategicstabilityinSouthAsiaalsocameunderdiscussionduringaround-table.In
November,theCenterhostedarepresentativeoftheAtlanticCouncilMs.FatimaSalman,
ofWashingtonDCOf�iceandshewasbriefedaboutCISSareasofactivitiesandupcoming
projects.
In2019,theCenterpublishedtwoissuesofitsbi-annualresearchjournal,CISSInsight,in
JuneandDecemberrespectively.Ourresearchteamalsocontributedresearchpapersand
opinionarticlesinforeignjournals,magazinesandnewspapers.
As in previous years, a number of CISS researchers participated in international
workshops,seminarsandconferencesinKyreniaCyprus,AndaloItaly,WashingtonD.C
USA,ViennaAustria,BangkokThailand,andBrusselsBelgiumetc.ACISSresearcherwas
alsoselectedforaFellowshipprogramattheEast-WestCenterinWashingtonDC.
I participated in a seminar on Pakistan's Strategic Neighborhood organized by the
KarachiCouncilonForeignRelationsanddeliveredaspeechonthesubject,inJanuary
2019.Ihavealsobeendeliveringtalksandparticipatinginnationalandinternational

conferences.Mostnotably,Iwasinvitedtoparticipateinthe8thMoscowConferenceon
International Security (MCIS) in April 2019 where I was a panelist speaker in a
discussion.InMoscow,IalsohelddiscussionswithvariousRussianthinktankstoexplore
areasofmutualinterestandpossibilityofcooperation.Iwasaspeakeratabooklaunchof
thebookentitledNuclearDeterrenceinSouthAsia–NewTechnologiesandChallengesto
Sustainable Peace, authored by Dr. Rizwana Abbasi and Dr. Zafar Khan at ISSI in
September2019. I regularlyparticipated indiscussionsonvarious international and
nationalissues,particularlyonKashmircrisisandUS-IrantensionsonTVchannelsand
Radiothroughouttheyear.
CISScontinues itscooperationwith international think tanks, including International
InstituteofStrategicStudies(IISS),London,andtheAtlanticCouncil,WashingtonD.C.,for
jointworkshopsandfellowships.
Itismyearnesthopeandexpectationthattheyear2020willbeevenmoreproductive
than2019,andthattheCenterwillcontinuetodosubstantialworkintermsofissuanceof
books, reports, research articles, and organizing of roundtables, seminars and
conferences.Ihopethattheresearchteamwillcontinuetoparticipateinnationaland
international conferences and add value to the ongoing international discourse on
strategicaffairs.

is an Islamabad based strategic think-tank that specializes in policy
research on WMDs, nuclear non-prolifera�on, arms control and strategic
stability issues. The Center promotes a be�er understanding of interna�onal
strategic issues both within Pakistan and abroad. We feel that there is a need
now, more than ever before, for objec�ve and impar�al analyses and
assessments of interna�onal issues from a Pakistani perspec�ve.
Since its establishment, in 2010, as an independent and non-par�san think-
tank, CISS has generated vigorous debate, and discussion, on interna�onal
strategic issues at na�onal level and in collabora�on with renowned
interna�onal think-tanks and visi�ng scholars. The center provides its well-
considered assessment to the collec�ve pool of research and analysis in
Pakistan through credible and serious research on a whole array of
interna�onal strategic issues.
