Technical Specification for Van Mounted Cable Fault Locator
1.0 Scope of supply The specification covers design, manufacture, supply, testing, and maintenance of cable fault locating and cable testing and suitable in future for integrating Diagnostic (TD & PD) system duly mounted in van. The salient features of the system are: The equipment shall be suitable for testing, locating & pinpointing conductor and insulation faults of low and high resistance, intermittent or flashing nature in PILC and XLPE HT underground power cables of the ratings 11, 22 and 33 kV. The system should support cable fault location and all type of cable testing and diagnostic for installation, commissioning and maintenance testing in accordance with the valid IEC 60060-3, IEC 60502 and IEEE 400.2-2013 standards and regulations. It should be suitable for the complete range of cable types and their accessories in all voltage ranges from 415 V to 33 kV. This shall include Design, manufacture, testing at manufacturer’s works before dispatch and packing, delivery of material to AEML stores with equipment fitted in the AEML supplied van ( Force Traveller – 3350)and submission of documents to purchaser.
2.0 Distribution Network 2.1 System Voltage and Frequency: The rated voltages are 11,22 and 33 kV
subject to statutory variation of +6% and –9% as per Indian Electricity Rules-1956 as amended up to date. The system frequency is 50 Hz ( 3%).
2.2 Humidity and Weather conditions: Maximum ambient temperature up to 45
C and maximum humidity up to 95% during monsoon season.
2.3 Distribution Network: 11, 22 and 33 kV distribution underground cables with Mixed sections PILC + XLPE upto 20km cable length.
2.4 Switchgears: Metal clad indoor SF6 / Vacuum / Air blast / Oil type circuit
breakers of the ratings 11, 22 and 33 kV at Receiving Stations and metal-clad indoor 11 kV Ring Main Units / Oil circuit breakers / Oil fuse switches at substations.

The cable testing and fault locating kit shall consist of pre-locator, DC pressure testing, Surge generator, Seismic fault detector and VLF generator suitable for integration in future with Tan Delta and Partial Discharge testing. The bidder should offer all the following equipment with independent control and control through master PC.

Pre-location of faults in cables shall be carried with the help of highly sophisticated menu driven microprocessor based Digital Fault Locator. The equipment should have the following features:

6.0 Safety Features The instrument should have a built-in automatic discharge feature. An emergency trip push button in control compartment shall be provided to switch OFF all equipment. A separate circuit to check healthiness of station earth should be provided. Voltage rise between the chassis of vehicle and the immediate surroundings should be suppressed by means of earth rod (spike) and auxiliary earth connection. All equipment shall be discharged on supply failure or disconnection of the unit. The safety controls must be fully integrated in central system control. Any operating error must be eliminated by system.
7.0 General 7.1 The supplier should forward relevant technical data, circuit diagram and
operating manual of the equipment offered. A list of various clients to whom these equipment are supplied also should be sent with the offer.
7.2 The supplier should indicate the performance guarantee period of all the
equipment offered. The guarantee period should be of minimum five years. 7.3 The offer shall clearly indicate in details various instruments and accessories
of the equipment and their prices individually.
7.4 The bidder shall submit at least 1 PO copy of offered model.

7.5 The offer shall accompany a drawing showing arrangement of instrument
mounting in the van offered as well as provisions made for accommodation of other accessories, equipment etc.
7.6 The supplier shall demonstrate the HV cable testing system offered and
successfully test and pinpoint 11, 22, 33 kV cable fault in our REL system or else where using the different methods offered. Also at supplier’s works the test facilities listed in ‘Annexure-I’ demonstrating performance of the set shall be arranged.
7.7 Bidders should give point wise table of compliance for all the clauses in the
specification as mentioned below.
