School 22 students need help-At city School 22, 207 students failed the spring English Language Arts state tests and 223 students failed the math tests. A community volun-teer effort is gearing up to help teachers with a new, targeted intervention effort. Volunteers are needed who can be at the school 1-2 hours weekly, October to June, to work one-on-one with elementary stu-dents who are just below grade level. No teaching experience required. If you are a caring adult who can listen to a child read aloud, ask the student about what was read and learn & use some strategies to help the student make progress, you can make a difference. Or volunteers can help with math tutoring. School 22 (Lincoln School) is at 27 Zimbrich Street, 14621, which is off Joseph Ave., 5 blocks south of Route 104/Irondequoit. For more about this vol-unteer effort, please contact Ms. Chris Far-num, 241-9249, interim coordinator of the UU/Schools Partner-ship, schools2215@gmail.com. ******************************** Another option, for volunteers who can go once a month at noon: Volunteers read to students on the first Wednesday of each month from 12:20 to 12:50 p.m. through the Spino Foundation Literacy Program. City of Rochester- Reassessment 2012 Un-derway. The Reassessment of all properties in the City of Rochester. In 2012, the city will update 66,500 property assessments, adjusting them to match current real estate values. City, School and county taxes are only distributes fairly when every parcel of property is correctly assessed. From G14621 Board President ……My Name is NOT “Poverty”

We all are inundated with so much information about poverty. 14621 is often spoken in the terms of the “highest concentration” of this social issue or that problem – including “pervasive poverty”. What is poverty? It is simply defined as “the lack of the socially ac-ceptable amount of money and material possessions”. The media often describes poverty as a personal attribute that defines ones char-acter. Well, I am not POVERTY. As I navigate my neighborhood, the evidence of poverty is evident in the condition of many houses, and sometimes as display of hopelessness from my neighbors. HOWEVER, what I see more often are folks getting in their cars headed to work, children on school buses, parents fussing at (disciplining) their kids, young men opening doors for ladies, families gathered at a barbeque, a man giving change to someone who is down and out, groups planting community gardens, a teen mowing a lawn, an elderly woman picking up trash in her yard, and a lot of laughter and smiling faces. Why so many smiling faces, because even though my neighbors may be poor, they are NOT Poverty.

The reality is that the average household incomes in our region have not kept pace with inflation. In addition, incomes vary greatly among our region's racial and ethnic groups, with African-American and Latino residents earning less and more likely to live in pov-erty. The number of people receiving public assistance has declined, but this may relate to changes in eligibility and administrative fac-tors more than declines in need. People are poverty-stricken when their income, even if adequate for survival, falls markedly behind that of the community. I am prompted to agree that being in poverty is a challenge, with issues like: lack of resources, inadequate health care, limited access to healthy foods, and other quality of life concerns. However, what I see in my neighbors is a sense of pride that won’t accept being poor as a reason to not be a good parent, neighbor, employee, or student. The reality is that most poor peo-ple work harder than their middle and upper class counterparts – because they have to in order to maintain their families. My name is George H. Moses, the new Executive of Group 14621. I also serve as the Executive Director of North East Area Develop-ment (NEAD). I bring to the organization, over 29 years of experience in grass roots community development, a proven and well-documented history of leadership, guidance and service evidenced by my strong commitment and involvement at all levels of our com-munity. A product of the Rochester City School District, I graduated from Monroe Community College, proudly served our country in the United States Navy.

I have also served as a contributor to the Democrat and Chronicles’ Editorial Board, and as president of the Parent Teacher Organiza-tion at John James Audubon School #33. Honors include: 2003 Monroe County Democratic Committee Volunteer of the Year, ABC’s Lena Gantt Distinguished Community Service Award, MCC Alumni making a difference in the community award, Beechwood Neighborhood Coalition Leadership Award and City of Rochester Unsung Heroes Award.

My philosophy is community development is rooted in the 4 P's:

Group 14621 administers the Emergency Assistance Re-pair Program (EARP) in the 14621 zip code area of the City of Rochester. The Emergency Assistance Repair Program (EARP) is funded by the City of Rochester from its Community Development Block Grant (CDBG). EARP provides grants to help cover the cost of emergency home repairs. The following emergency work is covered by EARP: Sewer Line Repair/Replacement Water Service Repair/Replacement

Water Heater Repair/Replacement Furnace Repair/Replacement Electrical System Repairs

Plumbing Repairs Leaking Roofs and related damage caused by leaks.

"Roof" includes: shingles, underlayment, ice & water shield, flashing, drip edges, fascia, soffits, vents, and gutters/downspouts if needed.

You may be eligible for EARP if you: Own a one-to-four-family house in the City

Are living in that house (and have for at least the past three (3) years)

Meet income guidelines that are based on your family size

Have not received a RAP, EARP or other City grant in the past 10 years

IMPORTANT: Submitting an application does

not guarantee you will receive an EARP grant.

Subject to availability of funds and demon-

strated need, 2011-2012 EARP grants are

provided on a first-come, first-served basis,

based on when your application is complete.
