1. Gives opinion in procedure of determining normative for publishing, changing and revocation of licenses
2. Gives opinion on measurements for election in academic vocations
3. Gives opinion in procedure of determining normative for higher education financing
4. Determines measurements for study programs assessment
5. Periodically performs controls of licensed institutions
6. Performs other duties, defined by the Law
The Council is especially responsible for realising quality of higher education in Montenegro
The Council has 11 members elected by the Government, for a six year period
Work of the Council is realized through making normative acts that are necessary for the work of the Council, first accreditation and reaccreditation of Universities, faculties and study programs.
In order to accomplish aforementioned activities, the Council forms special Commissions composed of Council members, domestic and foreign experts

Commission for external evaluation, which is formed by the Council, checks fulfillment of obligations of institutions, in accordance with rules adopted by the Council
Commission reports of performed checks to the Council, which decides on accreditation
Commission of Ministry of education and science reports to the Minister, who, based on the report, decides on licensing
The Council has issued 52 certificates of first accreditation of institutions and study programs: Basic academic studies - 37 (12 public and 25
private inst.) Basic applied studies – 4 (4 private inst.) Master studies – 11 (6 public and 5 private inst.) PhD studies – 2 (2 public inst.) Reaccreditation of institutions: 2 universities (1
public and 1 private)
