1- The ENPI Programme at a glance
• Through its European Neighbourhood Policy (ENP), the EU works withits southern and eastern neighbours to achieve the closest possiblepolitical association and the greatest possible degree of economicintegration.
• Enlargements in 2004 and 2007 pushed the EU’s borders further eastand south, raising the question of how the EU should handle relationswith its new neighbours. So the EU developed a new European ENPgoverning relations with its neighbours to the east (Armenia,Azerbaijan, Belarus, Georgia, Moldova and Ukraine), and to the south(Algeria, Egypt, Israel, Jordan, Lebanon, Libya, Morocco, the occupiedPalestinian territory, Syria and Tunisia).

• Since 1995, the southern Mediterranean countries have been linked tothe European Union through political, economic and diplomatic tiesknown as the ‘Barcelona process’, later re-named the Euro-Mediterranean Partnership. At a summit meeting in Paris in July 2008,this partnership was relaunched as the Union for the Mediterranean,bringing together the 27 member states of the European Union and 16partner countries across the southern Mediterranean and the MiddleEast. The EU’s financial assistance to both groups of countries ismanaged by the European Neighbourhood and Partnership Instrument(ENPI).

General objective: to promote the sustainable and harmonious cooperationprocess at the Mediterranean Basin level by dealing with the commonchallenges and enhancing its endogenous potential.
Budget: € 200 million (€ 183 million for projects funding).
Joint Managing Authority: Autonomous Region of Sardinia (Italy).
Partnership as main driver: projects to be presented by at least three different organisations representing one EU country and one Partner country.
