A. Area Summary Update (Note: No changes since last meeting) –
1. Original Base Bid Ed Spec Area = 81,103 GSF 2. All co‐located spaces have been removed from the scope of work. 3. Original Add Alternate Ed Spec Area = 23,454 GSF 4. Total Base Bid + Add Alternate Ed Spec Area = 104,557 per original Ed Specs
Current Total Base Bid Floor Plan Area = 79,474 GSF Current Total Base Bid + Add Alternate Floor Plan Area = 101,173 GSF
5. There are now four program space add alternates – Greenhouse, Parks & Rec Gym, Alternative Specialized Program, and Middle School Wing included in the design. The future capacity wing is still being designed, but only for future master‐planned use. It will be developed as a separate set of drawings and will not be permitted or bid at this time.
B. Budget Update – 1. Total Project Budget (including soft costs) = $46,959,762 2. Total Site, Testing, & Construction Budget = $37,070,262 3. Beth shared her latest budget sheet update, which shows $38,323,011 for building,
$48,154,392 total. This is being submitted for request but still needs final approval. 4. Latest cost estimate puts the base bid at $37,178,302. Eight Add Alternates were priced,
totaling an additional approximately $6,600,000. Dustin has proposed some Value Engineering ideas, which are being evaluated.
5. VE Items have been evaluated and the accepted items will be incorporated into the CD set. 6. The total base bid cost estimate is now $36,997,396 with VE reductions incorporated.
C. Schedule Update –
1. Overview of proposed schedule updates. Town of Walkersville Planning Commission Hearing appearance has been postponed to April 23rd however CD BoE presentation and submission to the State will continue as planned. The Building Permit application cannot go into the County until the site plan has been approved. If an approval is received on April 23, then the permit application will be made in early May. The overall schedule will need to be updated after the Planning Commission Hearing depending upon the site approval timeline. i. CD Approval was received from FCPS BoE on March 27, 2019. The Design Team is
planning to make the CD submission to the State on April 15, 2019.
D. LEED Update – Design team is continuing to work on documenting assigned credits.
E. Summary of Activities for the past Two Weeks – 1. Continued to work on site plan updates and coordination with review agencies. 2. Continued work on drawing updates and consultant coordination for State submission and
permit submission. 3. Attended workshop with the Walkersville Planning Commission on Tuesday, April 9.

A. The Open Community Meeting was held on April 2nd at Walkersville Middle School. Attendance was not very high but a good discussion was had about the proposed floor plan and building elevations. There was a short discussion after the meeting with some Glade Village neighbors about the stormwater management concerns on the site.
B. A Planning Commission workshop was held on April 9th with the Town of Walkersville. Several comments and questions were raised on the current submitted documents. The RCS project is scheduled to be on the agenda for the April 23rd PC hearing. See item 34.2 for further information.
34.2 Site Design
A. Adtek has submitted a revised Site Plan to the Town of Walkersville. The revised plan includes closing off Maryland Avenue, a concrete swale to convey off site stormwater from Maryland Ave to the northwest corner of site by the railroad tracks, and elimination of the proposed new Middle School parking/drop‐off entrance at the east end of W Frederick St. Access to the existing parking area behind the Middle School and both schools’ loading areas will all be routed through the existing bus loop entrance at W Frederick St, which will become the only access point for the new Middle School drop‐off loop and associated parking. 1. Design team received comments from the Town engineer on 03/22. Due to the extent of the
comments and the absence of the Planning Commission Chairperson and the Town of Walkersville Planner at the 03/26 Planning Commission hearing it was decided to move our hearing to the 04/23 hearing. The design team has also requested a workshop on 04/09 to work through open items and resolve prior to the 04/23 hearing. a. The design team received several comments from the Commissioners and due to a
revised protocol for this workshop, comments were also received from the general public. There were a lot of concerns expressed by the public that need to be addressed. General comments are as follows:
i. Revisit design and materials used in Stormwater conveyance swale ‐ review potential to move it away from property line in order to avoid elimination of existing treeline along Mill Run.
ii. Concern about materials, height and aesthetic of retaining wall along Glade Village side.
iii. Overall concern about landscaping on the site and screening of the retaining wall, screening of the proposed building, and privacy screening from site lighting.
iv. Concerns about provision of accessible route for community walking access to site, parking capacity for after‐hours community events, and view from the neighboring communities. Beth noted that the walking access to site needs to be coordinated with FCPS for bussing capacity calculations. Brian will reach out to Fred in Transportation to find out whether students from Town walk to the High School.
v. Steve recommended that Brian reach out to Michael Dorr in FCPS Public Relations about community outreach and information efforts.
b. The design team is currently strategizing to provide a complete and accurate response for the April 23rd hearing. Adtek is reviewing a new approach to the SWM conveyance

from Maryland Ave to the railroad tracks that would involve two underground pipes matching those currently in place under Maryland Ave to handle smaller storms, combined with a surface detention facility/grass swale to handle overflow larger storms.
B. A general overview of the fencing around the property was reviewed with Scott Blundell. The existing school site does not have a continuous fence around the site and we are not proposing to add a fence. 1. On‐site fencing is currently proposed along the top of the retaining wall on the Glade Village
side as fall protection for the grade change. This fence does not have any gates in it and does not continue around the property.
2. The play areas and the basketball courts have continuous chain link fencing for student safety and to keep balls from rolling away. These fences have access gates.
C. Beth asked about emergency vehicle access around the school after the access loop had been eliminated per a comment from the Planning Commission. 1. The current plan has fire hydrants at key points around the building and drive access to 75%
of the building. This plan meets fire code requirements. 2. Students egressing from the Aquatics Center would exit the building onto a sidewalk that
leads to an extension of the loading area delivery drive. An emergency vehicle could pull back there to administer aid as needed.
D. A general overview of the security at the Alternative Education wing was discussed. These students have a tendency to run away. 1. The individual classrooms are not provided with doors to the exterior. 2. A cardreader should be provided on the pair of doors between the Alternative wing and the
main Rock Creek building that requires someone to swipe in order to enter the main building.
3. The end of the hallway at either end of the wing has a vestibule that requires passing through two sets of double doors to get to the exterior. One leads out to the bus loop, the other to the grass area facing Mill Run. Neither is enclosed with fencing. Two options were reviewed for security on the double doors that would prevent students from exiting the wing on their own unnoticed (design team will review with the hardware consultant and select the most feasible one):
a. A delayed egress alarm will be added to the inner set of vestibule doors. b. Add magnetic locks to the doors that will fail safe open during an emergency but
stay locked from the inside during normal school hours. c. In either scenario the doors can be entered from the exterior with cardreader
access. 34.3 Building Design
A. Mineral Profile (Dimensional Wall) Panels ‐ 1. A plan showing five locations where mineral profile panels are proposed along the main
corridor highlighted was presented (see attached). (1) Outside Instructional Kitchen, (2) Outside Cluster Storage/Itinerant Staff Office, (3) Outside Dining near the Commons, (4) Across from Maker Lab, and (5) Across from Music.

2. Each individual panel is 32” x 32” and will be installed in a grid (4 wide by 2 high) for an overall size of approximately 10’‐8” x 5’‐4” starting at 2’‐0” off of the floor.
3. BMG provided nine samples of various patterns for review. RCS staff will select preferred pattern style and location for the five areas. Additional samples of other patterns can be requested from the product literature if the current samples are not desirable.
4. The panels will be painted with a scrubbable, durable paint since they are expected to be touched regularly by students.
B. Directory Signage – 1. A plan was presented showing three additional locations in the main corridor for directory
signage ‐ see attached. There will also be a main directory in the Main Entry/Commons. 2. RCS staff will review space naming of the directories and clarify what the names of the
“wings” should be.
C. Floor Finish Plans ‐ 1. Plans were presented showing accent color patterns proposed for the floor pattern to assist
with the wayfinding – see attached (note that color has been applied only at select locations to provide a general idea of the proposed patterns, the majority of the drawing uses black and white hatching in different types to indicate color placement – see legends on the sheets). The field color would be gray (previously selected). Each “wing” color would be represented on the floor in a pattern in the main corridor loop and all accent tiles in individual wings would coordinate with the wing color.
2. If alternates are not accepted, those colors would still remain in the pattern in preparation for potential future expansion.
3. The Rock Creek staff do not like the way the flooring at Butterfly Ridge is wearing and would not like to have that flooring installed in the new school. Butterfly Ridge has LVT in its corridors. That material is not proposed for use at Rock Creek. The base bid specification is VCT. Quartz tile is currently being priced as an alternate.
D. Health Suite Cabinetry – The Health Room staff attended the meeting to review the proposed cabinetry and storage needs in the Health Suite. 1. All upper and lower cabinets should have lockable doors. Open shelves are not required
and should be replaced with closed cabinets. 2. The base cabinet with drawers should remain as the 3’‐0” width but fewer taller drawers
(3) would be preferable. 3. All cabinets should be keyed the same. 4. The UC Refrigerator will require a locking mechanism. 5. Filing cabinets for student records and the portable meds station are shown on the furniture
plans and will be provided through the FF & E package. 6. An overhead lift track is provided in the Nurse Office
E. Library – The Media Specialist was not in attendance at the meeting but sent some comments on
the Library space: 1. Can a straight lift be provided at the classroom area of the Library? 2. Can the final proposed LF of shelving be confirmed?

A. Revise site plan drawings per workshop comments from Town of Walkersville and prep for Planning Commission Hearing.
B. Finalize CD documents to be submitted to the State.
Regular bi‐weekly meetings will no longer be required for this project. Small group meetings will be held as necessary to discuss new topics as needed. This summarizes the topics discussed at the meeting. Please review and address any comments and corrections to the Architect within 5 days of receipt of these minutes.
