PMJAY, CMHT skeptical as RSBY scheme benefitted more tothe empanelled private hospitals than the beneficiaries

Some patients still are unaware of the treatment and the amount charged under RSBYfails to delight sections ofpeople who had known howthe Rashtriya Swasthya BimaYojna (RSBY) had swindledmany beneficiaries by the socalled empanelled privatehospitals here in the state ofManipur.Source with the Imphal Timessaid that a to tal of Rs.7,10,96,627/- (Seven croresten Lakhs n inetysixthousand six hundred andtwenty seven) had beenspend to patien ts forundergoing treatments atdifferent empanelled PrivateHospitals in Manipur underthe RSBY between the year2013 to 2018.RSBY was launched in early

2008 by Ministry of Labourand Employment,Government of India toprovide health insurancecoverage for Below PovertyLine (BPL) families. Theobjective of RSBY is toprovide protection to BPLhouseholds from financialliabilities arising out of healthshocks that involvehospitalization. Thebeneficiaries under RSBY areentitled to hospitalizationcoverage up to Rs. 30,000/-formost of the d iseases thatrequire hospitalization. Thecoverage extends to f ivemembers of the family whichincludes the head ofhousehold, spouse and up to

three dependents.Team Imphal Times, first pickup the nature of facilitiesprovided under the RSBYscheme for the year 2017-18.In this year the Manipur StateRSBY Society, which is underthe Labour department of thegovernment of Manipursanctioned and released anamount of Rs. 30,14,314/-(Thir ty lakhs fourteenthousand three hundred andfourteen) for treatment ofpatien ts under the RSBY.In terestingly in th is year2017-18, 126 (One hundredand twenty six) patients hadundergone treatment at RajPolyclin ic. Of the 126patien ts, 15 underwent

double treatment. There areno treatment of patients atany of the empanelled RSBYprivate hospital as per officialsource received f rom theManipur State RSBY Society.“I thank the government fortreating me without spendingmuch money, but I don’t knowhow much the governmentgave for my treatment to RajPolyclinic for my treatmentunder the RSBY”, a patientfrom Thoubal district who hadhospitalized at Raj PolycliniicNorth AOC Imphal duringOctober, 2017 whencontacted by Imphal Timessaid.“ I suspect, my aunty’s familywas cheated as they showed

nothing about the disease,procedure of treatment aswell as the cost of thetreatment, taking advantageof their illiteracy andignorance. She wasspeaking at the inauguralfunction of the 24th State LevelYoga Physique Championship,2019 organised by the YogaPhysique Institute & StudiesManipur (YPISM) at ManipurDramatic Union hall YaiskulPolice lane, Imphal organisedunder the theme Yoga for health,wellbeing and sustainabledevelopment.Dr, Heptulla said that theChampionship will certainly helpthe young sportspersons togrow and maintain theirphysical, mental, social andspiritual well-being. In addition,this championship is to puttogether in one event, theoverwhelming complexity of theentire Yoga arts and traditionsof various ethnic communitiesof the State, she added.
