Terms of Reference (TOR)

• EFW-WMAC meets quarterly and acts in an advisory role to the Durham Works Committee on issues or concerns which arise with waste diversion, waste management, environmental performance and monitoring of the Durham York Energy Centre (DYEC)

• A Chair and Vice Chair are elected by EFW-WMAC members and serve for a two year term

• Meeting minutes are prepared and forwarded to Durham Works Committee for information and posted on Durham’s website

• EFW-WMAC is subject to Regional Council Rules of Procedure unless otherwise specified in the TOR

• An annual report summarizing the activities of the year shall be prepared by the EFW-WMAC and the staff liaison and forwarded to Durham Works Committee and Clarington Council

• Priorities for the Waste Management Services Division are set in the Annual Servicing and Financing (S&F) Study

• EFW-WMAC may establish working groups to address specific issues as identified in the Annual S&F Study

• Topics outside of the Annual S&F Study can be introduced by Committee members − the onus is on the individual member(s) to present the topic(s) and provide follow-up as determined by the Committee

2016 S&F Study − Approved Council Direction

Staff to prepare a business case to evaluate proposed Anaerobic Digestion (AD) system to expand organics processing:

• RFP issued to obtain consulting expertise in AD − spring 2016

• Business case preparation and approval to move forward − fall 2016

• RFQ and negotiation with Utility partner(s) − early 2017

• RFP issued for design, build and operation of AD Facility − early 2017

• Project completion − late 2018

Other Programs:

• Clarington Municipal Hazardous and Special Waste (MHSW) Facility operational − spring 2017

• Re-use Events in partnership with Not-for-Profit organizations made a permanent program − Annual

• Landfill mining pilot (Blackstock) − winter 2016

• Provincial Cap and Trade program is currently considering EFW facilities such as the DYEC but is anticipated to exclude landfills − early 2017
