What’s the NEWS
The Cabinet Committee on Economic Affairs,has given its approval for
introducing the Scheme for Remission of Duties and Taxes on Exported
Products (RoDTEP) under which a mechanism would be created for
reimbursement of taxes/ duties/ levies, at the central, state and local
level, which are currently not being refunded under any other
mechanism, but which are incurred in the process of manufacture and
distribution of exported products.

This scheme is going to give a boost to the domestic industry and
Indian exports providing a level playing field for Indian producers in
the International market so that domestic taxes/duties are not exported.
Under the Scheme an inter-ministerial Committee will determine the
rates and items for which the reimbursement of taxes and duties would
be provided.
In line with “Digital India”, refund under the Scheme, in the form of
transferable duty credit/electronic scrip will be issued to the exporters,
which will be maintained in an electronic ledger. The Scheme will be
implemented with end to end digitization.
Salient features
At present, GST taxes and import/customs duties for inputs required to
manufacture exported products are either exempted or refunded.
However, certain taxes/duties/levies are outside GST, and are not
refunded for exports, such as, VAT on fuel used in transportation, Mandi
tax, Duty on electricity used during manufacturing etc. These would be
covered for reimbursement under the RoDTEP Scheme.

What’s the NEWS
The Government of India through Central Silk Board has been
implementing a Central Sector Scheme “Silk Samagra” an Integrated
Scheme for Development of Silk Industry (ISDSI) during the year (2017-
20) with an aims & objective to scale up production by improving the
quality and productivity and to empower downtrodden, poor & backward
families through various activities of sericulture in the country.
The scheme comprises four (4) major Components viz.
(i) Research & Development, Training, Transfer of Technology and I.T.
Initiatives,
(ii) Seed Organizations,
(iii) Coordination and Market Development and
(iv) Quality Certification Systems (QCS) / Export Brand Promotion and
Technology Up-gradation.

Sericulture is an agro-based cottage industry having huge employment
and income generating potential in rural and semi-urban areas.
Silkworm rearing is mainly practiced in rural areas of the country
providing livelihood to weaker section of the society.

statutory body, under the administrative control of the Ministry of Textiles,
Govt. of India.

National Crime Records Bureau (NCRB) celebrated its 35thInception Day

The Home Ministry launched Crime Multi Agency Centre (Cri-MAC)
for sharing of information on heinous crime and other issues related to
inter-state coordination.
National Cybercrime Training Centre (NCTC) was also launched for
professional quality eLearning services on cyber crime investigation on
large scale to police officers, judges, prosecutors and other
stakeholders.
Know! CCTNS project
NCRB networked 15993 Police Stations and 8208 higher Police offices
across the country under CCTNS project
The huge database of CCTNS will help investigators in solving crime
cases faster.
The fingerprints were being used in the country from very early times and
mentioned that National Fingerprint Identification System(NAFIS) being
setup by NCRB will be a game changer for police.

The BhoomiRashi Portal lunched on 01.04.2018 as a major e-
Governance initiative of the Ministry of the Road Transport &
Highways, has expedited significantly the process of land acquisition for
National Highways, making it error-free & more transparent with
notifications at every stage being processed on real time basis.
The processing time using this portal has been reduced to less than two
weeks in a majority of cases and even a few days in some cases.
The portal has been integrated with the Public Financial Management
System (PFMS) for depositing the compensation in the account of
affected/ interested persons on real-time basis.
This integration has resulted in avoiding the parking of huge public
funds in the account of Competent Authority for Land Acquisition
The BhoomiRashi portal model is replicable and can be used by state
governments as well as by Ministries which directly acquire land under
their relevant legal provisions.
