What will the plan deliver?Located in Sydney’s South West, adjacent to the Leppington and Leppington North Precincts,the East Leppington Precinct totals some 465 hectares. The future community will feature:
Land for approximately 4,450 homes and 14,700 residents A variety of
dwellings from free standing homes to terrace rows and semi-detached dwellings
1 local centre and 1 village centre 26 hectares of open space and recreation

Two part rezoning of East Leppington PrecinctFollowing the first formal exhibition period held in July and August 2012, Planning & Environment reviewed all submissions and worked with NSW Government agencies, the councils and technical consultants to resolve issues. The Camden and Campbelltown parts of the Precinct were rezoned in March 2013. The Liverpool part has now also been rezoned following exhibition of a revised draft plan in August-September 2013.
Planning for the futureThe East Leppington Precinct has been rezoned by the NSW Government for urban development. The plan provides for a variety of uses such as housing, schools and recreational facilities to service the new community. New homes will be located closer to jobs, transport connections, shops, schools, health services and other infrastructure to make Sydney a more liveable city.
How was the community involved?The Precinct Plan for East Leppington is the result of an evidence-based approach to planning and extensive consultation with Camden, Campbelltown and Liverpool Councils, key stakeholders, agencies, land owners and the wider community.
In addition to workshops and meetings, Planning & Environment sent out a number of community updates and responded to regular enquiries about the planning process for East Leppington via the Community Information Line and dedicated email address.
Summary of Consultation ActivitiesThere are 40 land owners in the Precinct. All land owners were given the opportunity to participate at various key stages of the planning process.

Why has land in the East Leppington Precinct been rezoned?
By 2031, Sydney’s population will grow by an expected 1.6 million people and Greater Sydney will be home to more than half of all Sydneysiders. We need to ensure there are more affordable homes, good job opportunities and easier ways to get around.
The NSW Government is planning for at least 545,000 additional homes by 2031 to support population growth and help drive down the cost of housing. The East Leppington Precinct will support some of this growth.
3East Leppington Precinct - Rezoned Precinct Plan
Key ChangesThe following table documents key changes to the Precinct Plan following the exhibition periods.
Infrastructure
Significant infrastructure will be provided in the East Leppington Precinct over time to support the increase in population. Interconnected roads, walking and cycling networks, a bus-friendly road network and higher housing densities in appropriate areas will encourage public transport use and decrease reliance on cars. The current upgrade of Camden Valley Way is creating an increasingly accessible transport corridor connecting the Precinct with surrounding major centres and infrastructure.
The Precinct will also be in easy reach of the South West Rail Link and the new Leppington train station, due to be finished in 2015, 12 months ahead of schedule.
The first stages of drinking water, waste water and power infrastructure will be delivered in 2014 and 2015 to enable development to occur across the Precinct. Stormwater detention infrastructure will be provided to manage natural drainage flows and protect the natural environment. Planning & Environment will continue to work with infrastructure providers to ensure that infrastructure is delivered to enable development to proceed.
Environment & HeritageThe Precinct Plan protects 5.5 hectares of vegetation comprising areas of Existing Native Vegetation, Cumberland Plain Woodland and a threatened plant species, Pimelea spicata.
European and Aboriginal cultural heritage have been explored and appropriate conservation measures put in place wherever possible. The Leppington House archaeological site will be preserved within a local park and the already heritage listed Upper Canal will be protected as development occurs on adjoining land. Aboriginal archaeological work is ongoing with indications of regionally significant cultural heritage finds.
Protection of the Scenic Hills area with views to the city and Blue Mountains has been secured under an environmental protection zone.
An integrated drainage strategy with open space and riparian corridors will be held in public ownership and include walking and cycling pathways.

Key Change Explanation
Location of Neighbourhood Centre
The location of the Neighbourhood Centre with an approved service station and fast food outlet (with restricted access to Camden Valley Way) was confirmed for land in the Liverpool Part Precinct.
Residential zoning
New areas of medium density housing are located close to open space, the neighbourhood centre and along Camden Valley Way in the Liverpool Part Precinct and are within 1 to 1.5km of the new railway station at Leppington.
Drainage
A technical review has confirmed the drainage strategy for the Precinct will appropriately manage water quality and flooding impacts. Land for drainage purposes has been integrated with an open space corridor to provide pedestrian and cycle paths through the length of the Precinct.
Widening of Denham Court Road
Denham Court Road is planned to be widened to four lanes within the Precinct by 2026. The ultimate re-alignment of Denham Court Road with Ingleburn Road has also been determined.
Environmental Conservation
An additional area of land containing Cumberland Plain Woodland is protected on the corner of St Andrews Road and Camden Valley Way.
Environmental Living
Land in the east of the Precinct is zoned Environmental Living as a transition to the adjoining Denham Court rural residential estate.

What does the rezoning mean for existing land owners?The State Environmental Planning Policy (Sydney Region Growth Centres) 2006 (the Growth Centres SEPP) has been amended, meaning that the land has been rezoned and new planning controls now apply.
Although land has been rezoned, land owners do not have to develop or sell their land. Land owners can develop all or part of their property or not develop at all. Under ‘existing use rights’, land owners can continue with current uses (provided the use is already lawfully commenced).
Land zoned specifically for infrastructure and recreation purposes will be acquired by the relevant acquisition authority over time and when required. The timing of any acquisition will be influenced by the rate of development. The Land Acquisition (Just Terms Compensation Act) 1991 requires the relevant acquisition authority to consider key matters such as the market value of the land, any special value to the landowner and expenses as a result of relocating. Next Steps• The rezoning is accompanied by Development
Control Plans (DCPs) relevant to each council area, which set out the standards and requirements for particular types of development. Refer to the Campbelltown Growth Centres DCP, Camden Growth Centres DCP Schedule 3 East Leppington, and the Liverpool Growth Centres DCP Schedule 3 East Leppington.
• Section 94 Contribution Plans, which detail the local infrastructure required to support development, are being finalised by Camden, Campbelltown and Liverpool Councils.
• Planning & Environment will continue to work with land owners, developers, Councils and infrastructure delivery agencies to assist in the development of the Precinct after rezoning.
Further InformationNow that the rezoning has been finalised, the relevant local Council is responsible for providing information about zoning and the new planning controls applying in the East Leppington Precinct.
