Any lighting equipment used in a lighting upgrade will need to be “Accepted” by the Scheme Administrator to enable Haron Robson Energy to create ESCs. If the lighting you intend to use is not “Accepted” Haron Robson Energy can apply on your behalf to get it “Accepted”. Please allow for the necessary resources to obtain the following: 1. LCP Test Report: From a NATA accredited lab or mutually recognised body. It is the total measured lamp circuit power of the lamp if it has an integrated driver or lamp and driver combined. The driver in this report must be the driver the product is supplied with. 2. EMC: If the luminaire has an integrated driver the EMC must be for the whole luminaire. If it has an external driver then the EMC must be on the driver used. We require either of the following: ACMA supplier's declaration of conformity and ACMA supplier code letter, a screenshot of the product registration on the ERAC website, or a Regulatory Compliance Mark compliance folder (RCM). 3. Data or Specification Sheet: For the product being applied for.
Schedule 2 – Getting lighting equipment “Accepted”

4. Safety Certificate: If the product has an integrated driver then the safety certificate must be on the whole luminaire. This certificate is called a Certificate of Suitability. If the product has an external driver the certificate must be on the driver and this is called a Certificate of Approval. The model numbers must match the product being applied for and the certificate must come from either a state government approval issuer or a JAS/ANZ accredited approval issuer. The certificate must have the exact brand and model as a model reconciliation is not accepted in relation to safety certificates. 5. LM80 & TM21 Reports: The LM80 is a test report on the LED chip that is used in the luminaire. The TM21 is often in the same report as the LM80 but can be separate. The LM80 must be carried out by an LM80 accredited lab. 6. LM80 & TM21 Scope of Accreditation: The lab that undertakes both these reports must be accredited to perform LM80 tests. We require their accreditation in a PDF certificate. 7. Manufacturer's Declaration: A declaration that states the chip model and brand that is contained in the LED luminaire. The chip model and brand must match the chip in the LM80 and TM-21 report being submitted in the application. The LED lamp model and brand must also match the product being applied for.

What you need to know about the ESS
What is the ESS?
The NSW Energy Savings Scheme (ESS) is a NSW Government scheme designed
to reduce electricity consumption in NSW by creating financial incentives for
organisations to invest in projects that save energy.
What are ACPs?
Accredited Certificate Providers (ACPs) are businesses accredited by the Independent Pricing and Regulatory Tribunal (IPART) to create Energy Savings
Certificates under the ESS. They do this by implementing energy savings
projects or by working with other businesses (‘lighting upgrade solution providers’) that implement energy savings projects to ensure compliance with
the Scheme requirements. ACPs are not employees or representatives of the
NSW Government.
What is an ESC?
An Energy Savings Certificate (ESC) represents one notional megawatt hour of
energy savings. When an ACP implements an energy savings project, it can create ESCs and then sell them to other parties, such as electricity retailers, who
are obligated to purchase some. This creates the financial incentive behind the
ESS.
What is a nomination?
If you choose to work with an ACP, it will ask you to sign a nomination form
before completing the energy savings project. Signing the nomination form transfers ownership of the energy savings created by the project from you to the
ACP you’re working with. The ACP cannot create ESCs from the project unless
you sign the nomination form.
Do you get a rebate?
The ESS is not a rebate scheme, and your participation is voluntary. ESCs are created by ACPs through an online register and are traded on the environmental
markets to capitalise their value. You will not receive any money from the NSW
Government for participating in the ESS. The benefit for trading ESCs may be

determined completely by the market. You should talk directly with your ACP to
find out what, if any, financial benefit you will receive from it.
Your lighting upgrade
What obligations does an ACP have?
An ACP must make sure that the implemented lighting upgrades meet the requirements of the ESS, which are outlined in detail in the ESS Rule.1 This
includes ensuring that the new lighting system meets the needs of your business,
does not provide lower service levels than the old system, and complies with all relevant lighting standards.
Implementing the lighting upgrade
In general, different businesses will have different lighting requirements. Before implementing a lighting upgrade, you should discuss any particular lighting
requirements you have with your ACP and the lighting upgrade solution
provider (which may or may not be the ACP).
Remember – the upgraded lighting system will be in place for many years, so it’s
important that you’re satisfied with the outcome.
Maintaining the lighting
Like most systems in a commercial building, lighting systems require
maintenance over time. The ACP must ensure you are provided with, either from them or from the lighting upgrade solution provider they are working with, a
recommended maintenance schedule. This schedule must include an indication
as to when to clean the lights and when lamps should be replaced. You should follow the recommended maintenance schedule to make sure that the lighting
system continues to operate appropriately. The proposed schedule template can
be found attached to this document.

� the recommended maintenance regime of the lighting system (attached to this document).
In addition, I confirm that:
� the requirements of the BCA section F4.4, Safe Movement, have been met in all areas of the lighting upgrade, and
� the illumination power density (IPD) required to operate the upgraded
lighting is equal to or less than the maximum IPD required for each area of the lighting upgrade as defined in Part J6 of the BCA.
