1. BACKGROUND
1.1 Company History
E 6 Project Consulting is a South African based firm established at the beginning of the year
2015 to fulfil its founder's desire to service the Project Management industry across Africa
from a consulting platform (without the constraints often imposed by corporate dynamics).
Thus, he readily avails himself to contribute to project initiatives on the continent, especially
in the field of capital and infrastructure projects that drive socio-economic development.
The founder's practical experience gained from working over many years in the space of
Large Infrastructure Projects (LIPs) in South Africa and in the Southern African Development
Community (SADC) region, which he often reflects in his articles published in various Project
Management magazines, shall constitute the foundational thrust of the company's offering.
The company is named E 6 in dedication to his six God-given children, who would share in
the heritage of this company; they are Emmanuel, Eunice, Eden, Elie, Ebenezer, and Enoch.
1.2 Business Scope
E 6 Project Consulting will endeavour to contribute to the steady advancement of the Project
Management and related/supporting disciplines, while assisting its clients in effectively and
successfully delivering capital and infrastructure projects. The company will also leverage on
Project Management skills and insights to support and facilitate other critical organizational
initiatives such as strategy implementation and organisational change management.
2. STRATEGY & VISION
2.1 Vision Statement
E 6 Project Consulting shall be an African consultancy that facilitates Project Management
thought-leadership and the effective application of best-practices to the delivery of large
infrastructure projects for socio-economic development – keeping the African Dream alive!
2.2 Mission Statement
E 6 Project Consulting will primarily assist both public and private entities in their efforts to
create, upgrade, support, and/or maintain a set of smartly-designed and efficiently-operated
infrastructure systems that promote business success and/or socio-economic development.
2.3 Company's Core Values
E 6 Project Consulting strives to maintain the values of PIE (π) – Professionalism, Integrity,
and Excellence – not only in its work environment (e.g., personnel, office environment), but
even more so in dealings with clients and with the broader Project Management fraternity.
2.4 Business Goals & Objectives
In addition to achieving sustainable commercial success and when establishing a meaningful
"presence" in many parts of the African continent, E 6 Project Consulting will actively seek:

(a) To effectively add value to the business of its clients (i.e. the cornerstone of customer
loyalty at E6PC) by supporting and advising them in setting up delivery mechanisms
and/or delivering commercially, technically, and environmentally successful projects;
(b) To develop the highest level of Project Management skills and expertise, as well as in
“adjacent” disciplines, both for the company itself and for its clients, when applicable;
(c) To partner and collaborate with like-minded companies (and entities) to promote and
advance the practice of Project Management on the African continent and globally.
2.5 Current Growth Strategy
In line with the above (sections 2.1 to 2.4), E 6 Project Consulting will rather adopt an
organic growth strategy, and will thus gradually, positively leverage on each of its successful
assignments to expand the scope, footprint, and volume of its various business activities.
The company will also rely on strategically-selected business partnerships and associations to
gain complementary, new and/or higher levels of skills, insights, experience, and territory.
3. PRODUCTS & SERVICES
E 6 Project Consulting offers clients the “Systems Thinking Approach”, incorporating Systems
Engineering (SE) concepts and principles to project delivery, in order to tackle the increasing
complexity in large projects, as well as in specific delivery areas such as risk management,
operational readiness, stakeholder management – and Earned Valued (EVM-based) Controls.
E 6 Project Consulting promotes its proprietary Systems Engineering based Project Lifecycle
Methodology (SE-PLM) – It leads to lower cost and schedule overruns, reducing failure risks.
The company thus applies SE-PLM in its service offering, including a MasterClass curriculum.
E 6 Project Consulting also promotes a “Simplified” Earned-Value Controls (Simplified EVM),
integrating cost and schedule performances with risk management to forecast performance.
3.1 Service Offering
E 6 Project Consulting is set up, and resourced, to offer its clients the following project services:
(a) Strategic advisory in setting up or improving delivery processes in project organisations;
(b) Practical implementation of Projects/Programmes/Portfolios on behalf of its clients,
including development of key deliverables for Large Infrastructure Projects (i.e. Business
Case, Technical Feasibility Reports, Project Execution Plan, Operational Readiness Plan);
(c) Project Support Services based on ̋ Integratedʺ Earned-Valued Controls (EVM-Controls)
that integrates scope, schedule, cost, and risks to measure, predict project performance;
(d) Design and Implementation of Project/Programme/Portfolio Assurance frameworks;
(e) Development of Project Lifecycle Methodologies and associated Governance Reviews;
(f) Performing audits/health-checks and due-diligence on Projects/Programmes/Portfolios;
(g) Project Management Training & Capacitation – as a SE-PLM MasterClass, in particular.

3.2 Product Offering
E 6 Project Consulting will rely on its network connections and deep understanding of the
Project Management industry to advise and secure the procurement and/or purchase of any
suitable Project Management resources (e.g., PM software applications, books, videos, and
other proprietary Project Management tools, as needed to improve and/or support project
delivery capabilities in the client environment) – and in some cases shall develop the above.
3.3 Business Competitiveness

3.4 Quality Policies
E 6 Project Consulting will commit to complying with any Quality Management Standards as
established in the industry, such as ISO 9000, ISO 31000, ISO 26500 and ISO 15288 standards.
Moreover, specifically for Project Management processes, E 6 Project Consulting is inclined
to complying with, among others, PMBoK (PMI), Prince2 Methodology and P3M3 (OGC), and
pertinent principles and practices of INCOSE (International Council on Systems Engineering).
4. MANAGEMENT & OWNERSHIP
4.1 Company Directors
Mr. Pascal Bohulu Mabelo, the founder of E 6 Project Consulting, will initially retain majority
shareholding and will thus serve in the capacity of Managing Director and Senior Consultant.
The remainder of the company’s share is to remain as a family heritage and shared among the
children (listed under section 1.1) as and when they reach the required professional competency.
4.2 Management Team
At the initial stage following the company establishment, Mr. Pascal Bohulu Mabelo will serve
as Managing Director vested with most executive powers. He shall commit and represent the
company until such a time as its volume or spread of business will warrant the appointment
of a Management/Executive Committee, which may include any of the company directors,
associates, and managers according to their skills, expertise, and professional background.

4.3 Consulting Teams
The Principal Consultant is Mr. Pascal Bohulu Mabelo, Golden Key International
— MSc (Systems Engineering), MBA (Project Finance), BSc (Civil), Pr Eng, PMP, P2R, MSP, Pr CPM, Pr PMSA
Mr. Pascal Bohulu Mabelo and other associates, due to their relevant credentials, skills and
experience in the Project Management field will in turn operate as Lead Senior Consultants;
they will call on their extensive professional network to secure the availability of additional
project consultants in line with the scope, location, and duration of proposed assignments.

4.4 Office & Administrative Personnel
While the company aims at covering a broad footprint across many economic regions of the
continent, its operating model will entail maintaining a core administrative team at its local
office (Johannesburg, South Africa). This office will be augmented by a lean satellite-office at
each area of operations as and when such a need arises, except when an appointed strategic
partner (i.e. company) is in a position to provide the required administrative support.
It is also anticipated that the number and capacity of project or office personnel shall align to
the organic growth strategy of the company, starting up from a core of in-sourced resources.
4.5 Youth Empowerment Initiatives
Technical skills pertaining to large projects are not only scarce, but often demand conscious
and directed efforts in imparting the necessary knowledge and sharing practical experience.
Currently, inadequacies in project delivery expertise at local and regional levels have proved
costly to Africa, as a continent – E.g., it has cost two to three times more (and probably taken
as much longer) to build a power plant in Africa, in comparison to other developing regions.
E 6 Project Consulting is therefore committed to providing “learnership” and/or employment
opportunities to youth. Hence, our undertaking to transfer skills to previously disadvantaged
individuals in the context of South Africa, and to other underprivileged individuals in the rest
of Africa, should such a need and/or opportunity arise in the environment of the assignment
– This is in a bid to foster the skill-set needed for Large Infrastructure Projects (LIPs) in Africa.
E 6 Project Consulting offers ʺfreeʺ SE-PLM MasterClass attendance to a limited number of
youth delegates (i.e. younger than 35 years old) in attempt to train, equip the next generation.
4.6 BEE Procurement Status
E 6 Project Consulting is a 135% B-BBEE firm [Level 1], with black young-female directorship.
As per applicable regulations, a SWORN AFFIDAVIT – B-BBEE EXEMPTED MICRO ENTERPRISE
documentation will be kindly provided to our clients upon request.

5.1 Company Commendations
I have worked with Pascal Bohulu Mabelo as both colleague and client on various projects since 2007.
We worked on a joint Hatch-Transnet Capital Projects team which compiled and subsequently
embedded the Transnet Project Lifecycle Process (PLP) – now a well-established best project practice
in Transnet. The team, including Transnet and Hatch personnel, were awarded the Hatch Global
Knowledge Management Award for this work.
Pascal is a mature, dependable, well-educated and experienced project, programme and portfolio
management professional. He is well-equipped to take on a direct capital project or programme
